Proposed amendments to Rule 1130 would further reduce VOC emissions from graphic art operations. Revisions respond to ARB comments and also seek additional reduction opportunities. PAR 1130 would lower the allowable VOC content for flexographic printing inks on porous substrates, fountain solutions and adhesives; require higher efficiencies for add-on controls; limit the proof press exemption; and eliminate the small user exemption. The proposed amendment would also specify retention factors for lithographic inks and incorporate other clarifications. This item was reviewed by the Stationary Source Committee on August 20, 1999.

3. Set Public Hearing October 8, 1999 to Amend Rule 1171 - Solvent Cleaning Operations

The proposed amendments will implement the AQMP control measure for solvent cleaning operations by decreasing VOC limits for four major cleaning categories: product cleaning and surface preparation; repair and maintenance cleaning; cleaning of coating and adhesive application equipment; and cleaning of ink application equipment. The proposed amendments will also establish and define five new solvent cleaning categories and VOC limits for blanket wash, on-press components, pharmaceutical products, removable press components and roller wash. Lastly, the proposed amendments will include certain exemptions to address industry concerns. This item was reviewed by the Stationary Source Committee on August 20, 1999.

4. Execute Contract to Co-Sponsor Development and Demonstration of Advanced Natural Gas Engine Electronic Controls

On January 8, 1999, the Board approved execution of a contract to design, validate and implement electronic controls for an advanced natural gas engine system for the Cummins L10G engine. The objectives of this advanced engine system were to improve performance and reduce emissions of spark-ignited natural gas engines. However, 1999 sales orders for this engine have not met expectations. Cummins Engine Company has requested that this project be redirected to their C8.3G engine that has much higher sales and, thus, has potential for greater emissions benefits. AQMD cost-share of this $602,550 project will not exceed $265,000. This item was reviewed by the Technology Committee on August 27, 1999. 5. Execute Contract to Cosponsor Development and Demonstration of Electric School Bus

Battery-powered electric school buses were introduced commercially in 1996. These buses have proven to be costly and unreliable, mainly due to the poor performance of the battery pack. Santa Barbara Electric Bus Works (SBEBW) has proposed to develop and demonstrate an improved, lower-cost, electric school bus. This proposal is based upon SBEBW's experience developing and operating the Santa Barbara electric bus fleet. AQMD's cost-share of this $400,000 project will not exceed $100,000. 6. Execute Contract to Co-Sponsor Development and Demonstration of 250 kW Hybrid Fuel Cell-Micro Turbine Power Plant

On April 9, 1999, the Board approved the execution of a contract with Edison Technology Solutions (ETS), for the development and demonstration of a 250 kW hybrid fuel cell-micro turbine power-plant in an amount not to exceed $200,000. Subsequently, ETS, an unregulated subsidiary of Edison International (EI), has announced it is ceasing operations and has assigned this project to EI's regulated subsidiary, Southern California Edison Corporation. Total cost of this project remains at $16.2 million with AQMD cost-share not to exceed $200,000. This item was reviewed by the Technology Committee on August 27, 1999. 7. Execute Contracts for On- and Off-Road Projects Awarded Under Carl Moyer Memorial Air Quality Standards Attainment Program

On April 9, 1999, the Board approved the release of an RFP to implement the Carl Moyer Memorial Air Quality Standards Attainment Program for low-emission on- and off-road vehicles and equipment, including marine, construction and agricultural equipment. On August 13, 1999 the Board approved the award of $4,996,034 for on-road clean fuel trucks. Staff proposes to award contracts to fund the differential cost of alternative fuel transit and school buses, off-road equipment, and marine vessels for a total funding of $7,349,702 with $6,276,986 from the Carl Moyer Program Fund and $1,072,716 from the Clean Fuels Program Fund. 8. Execute Contract to Co-Sponsor Development and Demonstration of Advanced High Capacity, High Performance NGV Storage Tank

Limitations of current compressed natural gas storage tank technology, among other factors, have hindered the widespread commercialization of NGVs. IMPCO has proposed to design, fabricate and test advanced all-composite tanks that provide increased capacity of up to 20 gasoline-gallons equivalent of compressed natural gas, significantly reduced weight, substantial improvement in safety margins, and reduced costs. Total cost of this project is $1.42 million. AQMD cost-share will not exceed $320,000. This item was reviewed by the Technology Committee on August 27, 1999. 9. Appropriate Funds from Clean Fuels Fund and Execute Lease and Purchase of Five New-Technology Vehicles for Alternative Fuel Vehicle Loan Program

The AQMD demonstrates new-technology vehicles with available low-emission and clean-fuel technologies. As part of the Technology Advancement Alternative Fuel Vehicle Loan Program, vehicles are procured as new technologies become available. It is proposed that the AQMD lease for three years, two General Motors EV1's with advanced batteries and one Toyota RAV4 EV, and purchase two Honda Insight's with hybrid-electric drivetrains and advanced batteries. Total cost to the AQMD for these five vehicles will not exceed $130,000. This item was reviewed by the Technology Committee on August 27, 1999. 10. Issue RFP to Solicit Projects for FY 1999-2000 Carl Moyer Memorial Air Quality Standards Attainment Program Funding

In 1998-99, ARB's Budget included $25 million to provide incentives for low-emission on- and off-road vehicles for the Carl Moyer Program. The AQMD was allocated $11.3 million to administer the program in the South Coast Basin. The State's FY 1999-2000 Budget contains $23 million to continue the program. The AQMD expects to receive approximately $9.45 million of this funding. The proposed RFP for up to $13.5 million (including $4.05 million from Clean Fuels Program Fund) will provide additional incentives for low emission on- and off-road vehicles and equipment. 11. Execute Contracts for Projects Related to AB 2588 FY 93-94 Funds

On June 11, 1999, the Board authorized the release of five RFPs for projects related to FY 93-94 AB 2588 funds. A total of eight proposals were received for four projects. This action is to execute four contracts with qualified contractors to develop enhanced emission inventory, risk assessment, and risk reduction guidelines for motion picture film laboratories; and improved emission inventories for rubber, welding processes, and furniture stripping and other small uses of methylene chloride. A previously approved RFP for development of improved emission factors for cadmium from metal plating will be reissued. A total of $315,000 is available in the AB 2588 Air Toxics Fund for these projects. This item was reviewed by the Stationary Source Committee on August 20, 1999, and recommended for approval.

12. Execute Contract to Purchase Upgrade of Nortel Meridian  ACD-MAX Phone System

On July 9, 1999, AQMD released an RFQ to select vendors capable of upgrading the District's current Nortel Meridian phone switch ACD-MAX system, Release 3, to Nortel's Symposium Call Center Server, which is required for Year 2000 compliance. This action is to issue a purchase order to GTE California Incorporated to perform the upgrade for a total amount of $122,205. Funds for this purchase are available in the FY 1999-00 Budget. 13. Approve Projects for FY 1999-2000 AB 2766 Discretionary Fund Work Program Including Transportation Control Measure Projects, Transit and Heavy-Duty Vehicle Projects, Programmatic Outreach Consultant, Light-Duty ZEV projects, and CEC Neighborhood EV Project

As part of its FY 1999-2000 AB 2766 Discretionary Fund Work Program, the MSRC issued seven RFPs seeking heavy-duty vehicle and transit bus projects, TCM projects, and a Programmatic Outreach Consultant. Three PONs were also released for additional TCM projects, a light-duty vehicle repair program, and light-duty purpose built ZEV projects. TCM and Outreach and PON proposals were due by June 29 and Heavy-Duty applications were due by July 30. At this time, the MSRC requests Board approval of Work Program projects in the following categories: Heavy-Duty Vehicles; Transit Buses; Bicycles; Video-Conferencing; ATMIS; Rideshare; Fleet VMT Strategies, Programmatic Outreach, Light-Duty Purpose Built ZEV, and the CEC Neighborhood Electric Vehicle Program. The MSRC also requests authority to adjust the project costs up to 5 percent and authority to execute agreements.

14. Execute Contracts for EV Charge as part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created the $2,000,000 EV Charge Program, which through an application process, provides co-funding for the development and installation of electric vehicle (EV) charging stations. Funding is awarded on a first-come; first-serve basis to applicants that satisfy specified requirements as stated in the EV Charge Application package. Applications are being accepted within a six-month time frame that began February 12, 1999 and that will end on August 31, 1999. Eligible categories include Major Destination, Work Place/Fleets, Charging Site Expansion and Municipal sites. The Board at its February 13, 1999 meeting approved the EV Charge Application Package. At this time the MSRC is requesting approval of the application submitted in July 1999.

15. Recognize Fixed Assets from EPA for PM2.5 Ambient Monitoring Program

EPA purchased PM2.5 samplers for all agencies mandated to implement federal PM2.5 monitoring requirements. These samplers have been received and deployed into the AQMD network. This action is to recognize receipt of PM2.5 Reference Method samplers from EPA and to add them to the AQMD fixed asset inventory. 16. Adopt Resolution Amending Resolution 98-33 to Establish TAO SB-98 Clean Fuels Advisory Group and Charter; Establish Membership of TAO SB-98 Clean Fuels Advisory Group; and Amend Charter for Technology Advancement Advisory Group

Health & Safety Code �40448.5 and 40448.5.1 and Vehicle Code �9250.11 have been enacted reauthorizing the Clean Fuels Program. This action is to establish the TAO SB-98 Clean Fuels Advisory Group as specified in that legislation. In addition, to ensure efficient operation of the Board's existing Technology Advancement Advisory Group, staff recommends some minor administrative changes in the appointment process and delegation of authority to make appointments. To fully implement the intent of Environmental Justice Initiative #10, staff is proposing the development of an Air Toxics Control Plan, a comprehensive short- and long-term control strategy which will outline efforts to reduce air toxic exposures in the Basin. The plan will address current air toxic levels, control strategies, and projected future air toxic emission levels. This item was reviewed by the Stationary Source Committee on August 20, 1999, and Mobile Source Committee on August 27, 1999, and recommended for approval.

39. Amend Rule 1418 - Halon Emissions From Fire Extinguishing Equipment

The AQMD is proposing to amend Rule 1418 to address conflicting local and federal requirements on discharge testing of total flooding systems used in aircraft and military vehicles. The proposed amendments will allow the use of halons during discharge testing of total flooding systems provided specified criteria are met. In addition, minor revisions are proposed to streamline reporting requirements, provide consistency with EPA's halon rule, and clarify rule language. This item was reviewed by the Stationary Source Committee on July 23, 1999.

40. Amend Rule 1186 - PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations

As directed by the Governing Board, staff worked with local governments, street sweeper manufacturers, and contractors to resolve implementation issues arising from the February 1997 adoption of Rule 1186. Staff has completed a trial of the PM10-efficient street sweeper test protocol and full-scale testing of a variety of sweeper designs. Based on this testing, staff recommends amending Rule 1186 to include the sweeper testing protocol, certification limits and procedures. Additional amendments are proposed to address local government and sweeper contractor issues. These amendments do not affect estimated emission reductions from Rule 1186 provisions. This item was reviewed by the Mobile Source Committee on August 27, 1999.
