PROPOSAL:

Recognize Fixed Assets from EPA for PM2.5 Ambient Monitoring Program

SYNOPSIS:

EPA purchased PM2.5 samplers for all agencies mandated to implement federal PM2.5 monitoring requirements. These samplers have been received and deployed into the AQMD network. This action is to recognize receipt of PM2.5 Reference Method samplers from EPA and to add them to the AQMD fixed asset inventory.

RECOMMENDED ACTION:

  1. Recognize and receive twenty-two PM2.5 Reference Method samplers from EPA.
  2. Add to the AQMD fixed asset inventory the twenty-two PM2.5 Reference Method samplers identified in Attachment A.

Background

In 1997, EPA promulgated new ambient air quality standards for fine particles (PM2.5) and issued requirements for a new PM2.5 monitoring network. At that time, EPA also indicated that it would fund the purchase of all needed samplers as well as the operational and maintenance costs associated with this network. Rather than provide agencies with the funds to purchase samplers, EPA committed to purchase all samplers under a national procurement contract and provide samplers to each of the agencies for their networks.

Beginning November 1998, EPA delivered to AQMD twenty-two (22) sequential PM2.5 Reference Method samplers manufactured by Andersen Instruments, Inc. These samplers are identified in Attachment A. The value of these samplers totals $231,000.

Proposal

Staff proposes that the Board recognize and receive the twenty-two PM2.5 Reference Method samplers from EPA for use in the PM2.5 monitoring network, and add the samplers identified in Attachment A to the AQMD fixed asset inventory.

Fiscal Impacts

The addition of the PM2.5 samplers identified in Attachment A to the AQMD fixed asset inventory will increase the value of the inventory by $231,000.
