This report highlights the July 1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of July. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE ACTIVITY
1. Town Hall Meetings
  • Santa Clarita Town Hall Meeting held on July 21, 1999.
  • Highland Town Hall Meeting scheduled for August 24, 1999.
2. Ambient Monitoring of Air Toxics MATES-II and Microscale Study:
  • All sampling completed.
  • Microscale inventory nearing completion.
3. Community Response Teams Alhambra
  • Community is requesting a permit denial hearing for Wondries Collision Center. AQMD is responding to requests for information.
4. CEQA Commenting Commenting
  • Reporting Period: July 1, 1999 to July 31, 1999

5. Environmental Justice Task Force
  • Task Force met July 15, 1999 to review final report.
  • Final Report on EJ Task Force presented at August 13, 1999 Board meeting.
6. City of Los Angeles Environmental Justice Forum
  • Completed. AQMD co-sponsored the City of LA's Environmental Justice Forum on October 25, 1997. AQMD will participate in additional forums as they are scheduled.
7. Diesel Fuel Clean-Up Incentives Support Funding Incentives
  • The heavy-duty vehicle incentive program, known as the Carl Moyer Air Quality Incentive Program, is moving forward. Awarded $4,996,034 in first phase of program.
  • AB 1571, authored by Assemblymember Villaraigosa and Senator Brulte, was introduced to continue the Moyer Program and put it into state law. Bill has successfully passed through the Assembly and Senate Transportation committee. Bill will be heard next in Senate Appropriations mid/late August 1999.

Coordinate with Transit Districts

  • AQMD and ARB staff has provided preliminary comments to LACMTA on their report regarding recommendations on future bus procurements and its Alternative Fuel Initiative.
  • AQMD staff visited LACMTA Division 3 to gather firsthand information on their CNG bus operations.
  • In July and August, AQMD and ARB staff will be visiting several transit sites around the country that operate alternative fuel buses in their fleet to gather information on their experiences. Locations include Cleveland; New York; Washington, DC; Tacoma; and Houston.

Conduct Public Education and Outreach

  • AQMD staff has initiated development of a program to educate local school boards regarding future procurement of clean fuel school buses, as outlined in the Children's Initiatives. Staff has met with LAUSD on several occasions regarding a proposed demonstration of advanced clean fuel bus technologies.
8. Field Inspection Technology Completed December 1998.
9. Portable Equipment Permitting Compliance Policy for Portable Equipment was approved by the Governing Board on March 12, 1999.
10. Public Comment, Rules 1401 and 1402
  • Rules 1401 & 219 were amended at the August 13, 1999 Governing Board meeting.
  • Rule 1401 – Update Acute Compounds

    - Scientific Review Panel approved acute risk factors for approximately 60 chemicals in 1401.
    - More stringent requirements for several chemicals.
  • Rule 1402 – Schedule for rule effectiveness improvements to be adopted in December; comprehensive enhancements mid-2000.
  • Proposing Comprehensive Air Toxics Reduction Plan
  • Board Retreat will be held Fall 1999 to discuss Air Toxics Reduction Plan and other initiatives.

COMMUNITY EVENTS/PUBLIC MEETINGS

The following describes community events and public meetings that provided AQMD customers with air quality information during July.

7/13 Los Angeles Met with American Lung Association, Los Angeles, to discuss upcoming pediatricians conference, and requirements for ensuring Continuing Medical Education (CME) credits for attendees.
7/14 Los Angeles Attended L.A. County Planning Commission hearing on the Transit Mining Co.'s proposed Soledad Canyon Mining Project.
7/15 Headquarters Coordinated second 1999 Clean Air Awards Technical Review Committee meeting. Members narrowed down the list of finalists and came up with recommendations for winning entries.
7/15 Out of area Spoke with Spokane County APCD regarding our High School Partnership Program. They are interested in replicating the program in Seattle and requested copies of nomination forms, grants selected and selection criteria. They also requested copies of our Clean Air Patch Program.
7/20 Orange Spoke with a member of Ethnic Community Advisory Group who requested background information on various AQMD issues, including SIP and EPA lawsuit.
7/21 Orange Spoke with a director from American Lung Association, Orange County, regarding outreach plans for FY 99-00. Will forward a funding proposal to us for review and consideration.
7/21 Los Angeles Coordinated Santa Clarita Town Hall Meeting, attended by approximately 110 people.
7/22 Los Angeles Spoke with the Executive Director of Asthma and Allergy Foundation regarding funding request for mobile asthma van. Provided project status.
7/22 Los Angeles Spoke with a staff member from the Latino Children’s Fund regarding the Children’s Air Quality Agenda and related outreach efforts.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during July.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

7/1-30 Los Angeles, Orange, Riverside & San Bernardino Provided air quality clearance letters for companies in the cities and areas of: Aliso Viejo, Anaheim, Bell Gardens, Brea, Carson, Commerce, Hacienda Heights, Hawthorne, Huntington Beach, Industry, Irvine, Long Beach, Los Angeles, Manhattan Beach, Orange, Rancho Santa Margarita, Rialto, Santa Monica, Stanton, and Whittier.
7/6 Orange Dry cleaning facility: Existing business plans to expand and move to a new location. Discussed option to expand the dry cleaning operation at the existing location with new replacement machines and set up agency stores instead.
7/6 Orange Metal products manufacturer: New business will be installing a powder coating operation. Staff visited the facility, explained rule requirements and assisted in completing applications for spray booths and ovens.
7/6 Los Angeles Screen printer: Company needed assistance with permit applications for printing equipment. Staff visited facility and suggested improved recordkeeping of ink and solvent usage might demonstrate equipment is exempt from permits. Staff will follow-up with another visit.
7/7 Los Angeles Soil remediation: Provided rules and an application package, explained the requirements and assisted in the completion of forms.
7/8 Riverside Aggregate processing facility: Submitted applications to operate a portable rental screen plant and internal combustion engine. Staff met with the applicant, assisted in filling out application forms, and discussed rules and regulations regarding the permit fees, penalties, and temporary permit to operate.
7/8 Los Angeles Aerospace manufacturing: Assisted company having problems changing their solvent cleaning operations to water-based cleaners. Informed applicant that they are exempt per Rule 1171, but are still subject to the requirements of Rule 1124.
7/8 Los Angeles Wood furniture manufacturing: Existing facility is expanding its operation. Staff visited the shop, explained rule requirements and assisted in completing spray booth applications. Bilingual assistance was given in Spanish.
7/9 Los Angeles Wood flat stock coating operation: Company is affected by Rule 1104 amendment. Staff visited the facility and is helping the company to come into compliance.
7/13 Orange Spoke at a seminar and staffed an information booth at the Auto Parts and Service Expo as part of the Rule 1171 (water-based solvents) outreach program.
7/13 Orange Spoke to a Cal State University Fullerton class on Environmental Compliance.
7/13 Los Angeles Food manufacturer: Company has three boilers and plans to add one more. Staff assisted facility with new NOx emission requirements for boiler and provided BACT guidance document.
7/14 Orange Auto body shop: Company setting up new business and needed help with spray booth application. Staff visited the shop and assisted in completing forms. Bilingual assistance was given in Spanish.
7/14 Los Angeles Wood furniture restoration: This is an existing facility that is expanding its operation. Staff visited the shop, explained rule requirements and assisted in completing spray booth applications. Assistance was given in Spanish by bilingual staff.
7/14 Orange Furniture and fixtures manufacturer: Called regarding Notice of Violation issued by the District. Staff checked records and contacted permitting group supervisor to reissue permits with appropriate corrections. Staff also contacted Customer Service to resolve financial issues.
7/15 Los Angeles Fabricated metal products: Inquired about permit requirements to replace existing curing oven and installation of a catalytic oxidizer. Also wanted information on financial assistance programs to install the catalytic oxidizer. Staff advised that permits are required for the spray booth and any control equipment that is installed on the spray booth. Also mentioned the possibility of the control system being costly for installation on non-conveyerized spray booth.
7/15 Los Angeles Wood flat stock coating operation: Company is affected by Rule 1104 amendment. Staff visited the facility and is assisting the company to come into compliance. (Ongoing)
7/15 Los Angeles Public transportation authority: Agency seeking local city's building permit for a highway crossing project requested an AQMD checklist clearance. Staff provided the checklist and explained the process to obtain AQMD clearances.
7/16 San Bernardino Greenwaste/soil product machine manufacturer: Requested assistance in completing permit applications and possible financial assistance.
7/20 Orange Contractor: Chimney Sweep Guild applied for a burn permit that was denied and needed assistance with a variance. Coordinated assistance with District Prosecutor to allow conditional ex-parte variance.
7/21 Los Angeles Abrasive blasting: Walk-in customer applying for a new permit for a portable abrasive blasting system powered by internal combustion engine. Provided company with option to permit system through the statewide certification program.
7/22 Los Angeles Food manufacturer: Walk-in customer applying for a new permit for a hot-oil heater, fired with natural gas. Assisted the applicant in filling out application forms and quoted new fees. Also discussed new BACT requirements applicable to combustion equipment.
7/22 Los Angeles Metal plating company: Company was issued a Notice to Comply for plating lines operating with an expired permit. Conducted on-site visit, explained rule requirements, recordkeeping, and assisted in completing applications.
7/27 San Bernardino Metal parts manufacturer: Provided assistance and explained the proposed fuel usage limit permit condition which will be imposed on his powder coating curing oven. After such discussion, the facility accepted this condition.
7/27 Los Angeles Polystyrene foam manufacturer: Needed assistance applying for an emergency variance. Was issued an Notice of Violation for violating permit conditions and failure to notify AQMD. Staff gave pointers on filling out the application for an emergency variance and helped the applicant submit the completed application.
7/27 Los Angeles Auto body shop: Applicant needed assistance in permitting a spray booth with an expired permit. Staff conducted an on-site visit to discuss and assist in completing application package. Bilingual assistance was given in Spanish.
7/28 Los Angeles County agency regulating wholesale food product manufacturing industry: Provided assistance and information regarding AQMD's permitting and compliance activities for the equipment employed by this food product industry. Staff also agreed to participate in this agency's meetings with the industry and address air quality issues.
7/28 Los Angeles Museum: Facility wanted to verify whether their spray booth required a permit. Staff confirmed through AQMD database that no permit is on file for spray booth. Assisted with permit forms, recordkeeping and applicable rules.
7/29 Orange Small dry cleaner: Conducted an on-site inspection and consultation, and provided assistance in petitioning for a variance seeking protection from Rule 1421 violations.
7/29 Los Angeles Auto repair shop: Came by the District to submit application for a spray booth. Staff assisted the applicant in filling out application forms and helped submit the package with new fees. Also discussed how to appeal to the Fee Review Committee regarding 50% penalty.
7/29 Los Angeles Met with representatives of all the sanitation districts, the Regional Water Quality Control Board and the DTSC to discuss public outreach efforts promoting proper disposal of waste water from water-based cleaning operations (Rule 1171).
7/29–31 Los Angeles Association of Woodworking & Furnishings Supplier Fair: Staff attended and staffed a booth for business assistance/outreach regarding Rules 1136 & 1171.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.

7/8 San Bernardino Attended Holt Boulevard Project Dedication Event in Montclair along with Governing Board Member Leonard Paulitz.
7/8 San Bernardino Attended the Grand Terrace City Council Meeting. Provided staff support to Governing Board Member Leonard Paulitz.
7/10 Los Angeles Attended swearing in ceremony for Los Angeles City Councilmember (7th District) Alex Padilla in Pacoima.
7/13 Los Angeles Met with City Manager for City of La Puente to discuss air quality policies contained in their general plan elements.
7/14 Los Angeles Met with staff to Senator Adam Schiff (District 21) to provide an overview of the various AQMD programs.
7/14 Los Angeles Met with City Manager for City of San Fernando. The City Manager had requested a briefing on the AQMD for the City’s three newest councilmembers.
7/14 Los Angeles At the request of the Mayor of the City of Santa Clarita, staff attended the public hearing on L.A. County Soledad Canyon Sand and Gravel Mining Project at Valencia High School in Santa Clarita.

7/20 Los Angeles Assisted the City of Glendale's environmental engineer in obtaining permit and compliance information on a crematorium operating in the city. Residents are voicing complaints and protests against the crematorium (due to smoke and odor).
7/20 San Bernardino Attended the Redlands City Council Meeting. Provided staff support to Governing Board Member Leonard Paulitz.
7/21 San Bernardino Attended the San Bernardino Associated Governments (SANBAG) Plans and Programs Committee Meeting. Provided support to SANBAG staff regarding the AB 2766 Outreach Program MOU and the status report on SCAQMD Rule 1186 amendment items on their agenda. Discussed the MOU adoption and implementation schedule with SANBAG staff.
7/21 San Bernardino Met with the city manager of the City of Fontana regarding potential alternative fuel vehicle program expansion, street sweeping services with respect to Rule 1186, and land use issues in the north Fontana development area.
7/21 Los Angeles Met with Maria Veloz, L.A. County’s Proposition 10 Commission member, to discuss the commission’s priorities for disbursing Prop. 10 funds.
7/22 Orange Met with Orange County Council of Governments (OCCOG) staff regarding the AB 2766 Outreach Program MOU.
7/22 Los Angeles Met with staff for Assemblymember Sheila Kuehl, (District 41) to provide an overview of various AQMD programs.

7/28 Los Angeles Staff attended a community workshop in Santa Clarita to discuss amendments to the City’s General Plan (noise and air quality elements).
7/28–30 Districtwide Attended the League of California Cities Mayors and Council Member’s "Executive Forum." Met with mayors and council members from around the state, attended sessions regarding legislative matters of interest to local elected officials, networked and maintained a District presence among the local elected officials, and discussed the ramifications of District Rule 1186 with several local elected officials and city managers.
