Best Available Control Technology Guidelines Report

SYNOPSIS:

This quarterly report provides the BACT determinations and listings for two refinery heaters, four spray booths, a gas turbine, and a plastic film laminator that were added to Part B of the BACT Guidelines in the last quarter. This information is available on the AQMD website.

Background

AQMD's New Source Review regulations require applicants to use Best Available Control Technology (BACT) for new sources, relocated sources, and for modifications that increase emissions. Regulation XIII - New Source Review also requires the Executive Officer to periodically publish BACT Guidelines for commonly permitted equipment. On December 11, 1998, the Governing Board approved a new format, process, and procedures for updating the AQMD BACT Guidelines. The Board also directed staff to report back on progress made, on a quarterly basis.

Staff has added new BACT listings to Part B of the BACT Guidelines. This work has been in coordination with the Scientific Review Committee (SRC), whose membership includes industry, environmental groups, CARB, and U.S. EPA.

Part B - BACT Determinations

The following examples are being added to the existing BACT Guidelines Part B for providing information to applicants and permitting staff.

Section 1 - AQMD BACT Determinations

Attached are six new BACT listings for refinery heaters and spray booths that received AQMD permits. The two refinery heaters will use selective catalytic reduction (SCR) to emit less than 5 ppm NOx (dry, at 3% oxygen). The spray booths have a variety of BACT requirements that include: the use of low-VOC coatings; add-on VOC controls; or limited VOC emissions and use of Regulation XI-compliant coatings.

Section 2 - Non-AQMD LAER/BACT Determinations

Attached is a BACT listing for a gas turbine combined cycle power plant in the San Joaquin Valley that was recently approved by the California Energy Commission (CEC). It is representative of several new, clean, power plant projects that are proposed to be located in California and are being reviewed by CEC.

Section 3 – Other Technologies

There is one Section 3 BACT listing attached for a plastic film laminator that emits ozone and has an ozone control device that may become BACT once it is achieved in practice.

Conclusion

Staff sincerely extends its appreciation to SRC members and others who assisted in updating the BACT Guidelines. In particular, the commitment of past and present continuing SRC members in the development and review of the attached information is much appreciated.
