PROPOSAL:
Execute Contracts for Projects Related to AB2588 FY 93-94 Funds
SYNOPSIS:
On June 11, 1999, the Board authorized the release of five RFPs for projects related to FY 93-94 AB2588 funds. This action is to execute four contracts with qualified contractors to develop enhanced emission inventory, risk assessment, and risk reduction guidelines for motion picture film laboratories; and improved emission inventories for rubber, welding processes, and furniture stripping and other small uses of methylene chloride. A previously approved RFP for development of improved emission factors for cadmium from metal plating will be reissued. A total of $315,000 is available in the AB2588 Air Toxics Fund for these projects.

RECOMMENDED ACTION:
Authorize the Chairman to execute contracts from Air Toxic Fund #15 to:
- Pacific Environmental Services (PES) for an amount not to exceed $74,852 to develop Refined Emissions Inventory, Risk Assessment and Risk Reduction Guidelines for Motion Picture Film Laboratories;
- Pacific Environmental Services (PES) for an amount not to exceed $49,013 to develop Improved Emission Inventory for Rubber Product Makers and Processors;
- Pacific Environmental Services (PES) for an amount not to exceed $49,580 to develop Emission Inventory for Metal Welding, Cutting and Spraying Operations; and
- Institute for Research and Technical Assistance (IRTA) for an amount not to exceed $66,045 to develop Improved Emission Inventory for Furniture Stripping and Other Small Uses of Methylene Chloride.

Background
CARB and the AQMD have mutually agreed to a list of projects related to FY 93-94 AB2588 funds. On June 11, 1999, the AQMDs Governing Board authorized the release of five RFPs to solicit competitive bids for projects related to FY 93-94 AB2588 funds. This action is to execute four contracts with qualified contractors to develop enhanced emission inventory, risk assessment, and risk reduction guidelines for motion picture film laboratories; and improved emission inventories for rubber, welding processes, and furniture stripping and other small uses of methylene chloride. A previously approved RFP for development of improved emission factors for cadmium from metal melting will be re-issued. These projects were selected by the AQMD and CARB to improve information on AB2588 sources, which will benefit industry and air quality agencies throughout the state. For the four proposals, selected contractors will work under fixed price contracts not to exceed a combined total cost of $240,000. The re-issued RFP represents an additional $40,000.
The Air Toxics "Hot Spots" Information and Assessment Act of 1987 (AB 2588) requires certain facilities to submit comprehensive air toxics emission inventories to local air pollution control districts. AB2588 requires districts to use the data in these inventories to evaluate if a Health Risk Assessment (HRA) should be prepared to characterize the risk their toxic emissions pose to the surrounding community. This information also assists the AQMD in assessing the risks of toxic air contaminants for specific industries.
Proposal
Staff proposes to execute four contracts with qualified contractors to develop improved emission inventories for specific toxic air contaminants and specific industries within the South Coast Air Basin (Basin). RFP (#9899-40), Source Test and Develop Improved Emission Factors for Cadmium from Metal Plating will be re-issued due to the inadequacy of the bid received.
The selected contractors submitted proposals through an open bidding process per AQMD consultant and contractor selection policy and procedures, and its contracting and purchasing handbook. The information and data collected through these projects will help companies comply with AQMD air toxics programs, such as the California Air Toxic "Hot Spot" program and AQMD Rule 1401 - New Source Review for Toxic Air Contaminants. A description of the four projects follows:
Development of Refined Emission Inventory and Risk Reduction Guidelines for Motion Picture Film Processing. The purpose of this project is to refine the existing emission inventory and develop risk reduction guidelines for better characterization and risk reduction from the motion picture film processing industry.
Development of Improved Emission Inventory for Rubber Product Makers and Processors. The purpose of this project is to improve the emission inventory of criteria and toxic emissions for rubber product makers and processors. Two criteria pollutants, volatile organic compounds (VOC) and PM2.5, are included since many of the toxic air contaminants are also VOCs or particulate matter.
Development of Emission Inventory for Metal Welding, Cutting and Spraying Operations. The purpose of this project is to prepare emission inventories for specific toxic metals (chromium, nickel, lead, zinc and cadmium) from metal welding, cutting and spraying operations. The contractor will be responsible for gathering emission factors, surveying applicable facilities and compiling emissions data.
Development of Improved Emission Inventory for Furniture Stripping, and Other Small Uses of Methylene Chloride. The purpose of this project is to develop emissions inventories for furniture stripping and other small uses of methylene chloride. The contractor will be responsible for gathering emission factors, surveying applicable facilities and compiling emissions data.

Additionally, potential bidders were notified from the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages; Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Notice of the RFPs was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs bidders 24-hour telephone message line (909) 396-2724. A bidders conference was also held at the AQMD Headquarters on June 24, 1999. Representatives from eleven firms attended.
Proposal Evaluation & Recommendation
A total of eight proposals were received in response to the four RFPs and all met the minimum requirements. None were from disabled veteran-owned business enterprises. The proposals were evaluated and scored by a three- (Motion Picture Film Laboratories RFP) or four-member (all others) technically qualified panel. Of these, ten panelists are male and five are female. Additionally, one panelist is African American, six are Asian/Pacific Islander, seven are Caucasian, and one is Hispanic. The panels each included one representative from CARB.
The evaluation was based on Board-approved guidelines which include technical merit, contractor(s) qualifications, previous experience, and cost and time-effectiveness. Technical points were awarded according to the apparent qualifications, experience and understanding of the bidders of the projects; the technical/management approach proposed to undertake the tasks to be performed; and other relevant qualifications and expertise of bidders, including their demonstrated experience performing similar work. The proposal evaluation panels selected the following bidders and recommends awarding contracts as follows:

Resource Impacts
Funds to support these four contracts and the re-issuance of RFP #9899-90 will be drawn exclusively from the AB2588 Air Toxics Fund in an amount not to exceed $280,000. The amount shall be used on these projects per agreement with CARB to satisfy a portion of state fees collected by AQMD on CARBs behalf for the Air Toxics Program for Fiscal Year 1993-94.
