This action is for the Board to act in the place of the Administrative Committee to review a Board Member's Proposal for SCAQMD Board Member Assistant/Consultant and make the findings required by Board policy. This item was reviewed by the Administrative Committee on September 17, 1999. Since less than a quorum was present, the Committee referred this matter to the full Board for consideration.

3. Approve Compensation Packages for Three Designated Deputies

The Executive Management Agreements between the District and Carol Coy, Dr. Chung Liu, and Rick Pearce will expire October 29, 1999. The Executive Officer desires to renew the employee contracts and this action is to approve the compensation packages.

4. Execute Contracts for AQIP Proposals Received During Second Quarter of 1999

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. One of the compliance strategies under Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions that would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the second quarter of 1999. This action is to recommend two for funding. The amount available for this quarter is $411,148. This item was reviewed by the Mobile Source Committee on September 24, 1999, and recommended for approval.

5. Approve Salary and Benefit Adjustments for Noncontract Management, Confidential, and Attorney Employees

A proposal to approve an MOU with the SCAQMD-Professional Employees Association is scheduled for consideration by the Board at this October 8, 1999, meeting, Approval of this MOU would result in salaries and benefits for employees in the Professional Bargaining Unit being adjusted as provided for in the new contract. This action is to approve similar adjustments, for FY 1999-00, for noncontract management, confidential, and attorney employees.

6. Execute Contract for Data Collection to Track Effectiveness of Voluntary Ridesharing and Other Emission Reduction Activities Among Employer Worksites Exempted from Rule 2202

Tracking the effectiveness of voluntary ridesharing and other emission reduction measures among employer worksites exempted from Rule 2202 - On-Road Motor Vehicle Mitigation Options is essential to estimate the magnitude of the emission reduction shortfall and how it changes over time. An RFP was released to seek a qualified contractor to collect the necessary survey data to estimate the emission reduction shortfall for the year 1999. The proposals received have been evaluated, and this action is to execute a contract with Haug International in an amount not to exceed $79,787. The funds for this contract are included in the FY 1999-2000 Budget. This item was reviewed by the Mobile Source Committee on September 24, 1999, and recommended for approval.

7. Amend Contract with Mikon Computer Systems, Inc. for New Integrated Financial and Human Resources System

On April 10, 1998, the Board awarded a contract for new financial/human resources software (PeopleSoft), hardware, and implementation services to Mikon Computer Systems, Inc. Implementation services were subcontracted to a consulting firm that departed the project before completion. Additional funds are needed to complete the implementation. This action is requesting approval of an additional $82,300 for Mikon�s contract to complete implementation of the remaining module (Projects), correct known problems with the financial modules, and implement identified enhancements that will increase staff productivity. This action is also requesting approval to add PeopleSoft Support Group and DataStudy Inc. to AQMD's approved Vendor List of companies that provide temporary employees for post- implementation PeopleSoft support. 8. Approve Classification and Salary Recommendations and Add and Delete Positions

Based on results of consultant-conducted classification studies and changes in staffing needs, staff recommends establishing three new job classifications, revising classification specifications for four classifications, increasing the salary level for three classifications, reclassifying seven positions, and adding four positions and deleting three. The total AQMD cost for FY 99-00 to implement these recommended changes is approximately $50,238. Sufficient funds exist within the approved budget and no additional appropriation is requested. 9. Establish List of Prequalified Providers of Temporary Employment Services

On March 5, 1999, the Board approved the release of an RFP to solicit bids from temporary employment providers interested in being prequalified to provide services to AQMD through the end of FY 2000-01. 10. Approve MOU with SCAQMD Professional Employees Association Regarding Professional Bargaining Unit

AQMD management and representatives of the SCAQMD Professional Employees Association (SC-PEA) representing the Professional Bargaining Unit have reached agreement on a labor contract for the period July 1, 1999, through June 3, 2002, which has been ratified by bargaining unit members. This action is to present the ratified agreement to the Board for its approval as a new multi-year labor contract covering bargaining unit members represented by SC-PEA.

11. Establish Lists of Prequalified Counsel to (1) Represent AQMD in Environmental Law Litigation; (2) Represent and Advise AQMD Hearing Board; and (3) Represent AQMD in Tort Liability Litigation

On June 11, 1999, the Board approved issuance of an RFP to prequalify outside counsel having expertise in the California Environmental Quality Act, AQMD rulemaking and planning procedures, administrative law and related issues for both the AQMD and the AQMD Hearing Board. The RFP was issued jointly to limit costs. Also, an RFP was issued under the Executive Officer's Authority to prequalify counsel in personal injury and tort liability litigation. The evaluation of responding firms has been completed. This action is to establish three lists of prequalified counsel; one to represent the AQMD, one to represent the AQMD Hearing Board in environmental areas, and one to represent the AQMD in tort liability litigation. 12. Recognize, Appropriate and Reallocate Funds for PAMS Program

EPA has allocated $854,953 from Section 105 grant funds for the seventh year of the PAMS program. In addition, EPA funds from the fourth, fifth and sixth years of implementation of the PAMS program - $88,342, $251,084 and $330,526, respectively, were unexpended. This action is to: 1) recognize $854,953 for the seventh year PAMS program upon receipt and appropriate these funds to the FY 1999-2000 Budget; and 2) recognize, appropriate and reallocate $669,952 which reverted to the Undesignated Fund Reserves as of June 30, 1999, to the FY 1999-2000 Budget for the PAMS program. The carryover of unexpended grant funds was discussed with and accepted by the EPA. This item was reviewed by the Administrative Committee on September 17, 1999. 13. Recognize, Appropriate and Reallocate Funds for PM2.5 Program

EPA has allocated $31,670 from Section 103 grant funds to continue the PM2.5 program. In addition, $562,761 EPA funds were unexpended from the second year of the PM2.5 "core" monitoring program. This action is to: 1) recognize $31,670 additional funds for the PM2.5 program upon receipt, and appropriate these funds to the FY 1999-2000 Budget, and 2) recognize, appropriate and reallocate $562,761 which reverted to the Undesignated Fund Reserves as of June 30, 1999, to the FY 1999-2000 Budget for the PM2.5 program. 14. Appropriate and Reallocate Funds for Children's Health Study

In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and enhanced four existing sites as part of the Children's Health Study. Each successive year, ARB has funded the operation. For FY 1998-99 and the conclusion of the study, $98,047 was unexpended. This action is to appropriate and reallocate $98,047 which reverted to the Undesignated Fund Reserves as of June 30, 1999, to the FY 1999-2000 Budget. 15. Recognize and Appropriate Grant Funds from EPA for Boiler Tune-up Outreach Program

The EPA has awarded AQMD $100,000 in Small Business Assistance Program funds (Section 507) to coordinate and conduct a multi-agency project demonstrating the effectiveness of using education and outreach to reduce emissions. The proposed project will educate businesses on the air quality and economic benefits of having their boilers tuned up regularly. This multi-agency project is expected to include AQMD, EPA Region IX, the California ARB, and the Small Business Assistance programs in Hawaii, Nevada, and Arizona. This action is to recognize these funds from EPA upon receipt, and appropriate these funds to the FY 1999-2000 Budget for the Region IX Boiler Outreach Program. 16. Execute Contracts for EV Charge as part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created the $2,000,000 EV Charge Program, which through an application process, provides co-funding for the development and installation of electric vehicle (EV) charging stations. Funding is awarded on a first-come; first-serve basis to applicants that satisfy specified requirements as stated in the EV Charge Application package. Applications were accepted within a six-month time frame that began February 12, 1999 and ended on August 31, 1999. Eligible categories include Major Destination, Work Place/Fleets, Charging Site Expansion and Municipal sites. The Board at its February 13, 1999 meeting approved the EV Charge Application Package. At this time the MSRC is requesting approval of applications submitted in August 1999.

31. Amend Rule 1171 - Solvent Cleaning Operations

The proposed amendments will implement the AQMP control measure for solvent cleaning operations by decreasing VOC limits for four major cleaning categories: product cleaning and surface preparation; repair and maintenance cleaning; cleaning of coating and adhesive application equipment; and cleaning of ink application equipment. The proposed amendments will also establish and define five new solvent cleaning categories and VOC limits for blanket wash, on-press components, pharmaceutical products, removable press components and roller wash. Lastly, the proposed amendments will include certain exemptions. This item was reviewed by the Stationary Source Committee on August 20, 1999.

32. Amend Rule 1130 - Graphic Art

Proposed amendments to Rule 1130 would further reduce VOC emissions from graphic art operations. Revisions respond to ARB comments and also seek additional reduction opportunities. PAR 1130 would lower the allowable VOC content for flexographic printing inks on porous substrates, fountain solutions and adhesives; require higher efficiencies for add-on controls; limit the proof press exemption; and eliminate the small user exemption. The proposed amendment would also specify retention factors for lithographic inks and incorporate other clarifications. This item was reviewed by the Stationary Source Committee on August 20, 1999.
