PROPOSAL:

Establish List of Prequalified Providers of Temporary Employment Services

SYNOPSIS:

On March 5, 1999, the Board approved the release of an RFP to solicit bids from temporary employment providers interested in being prequalified to provide services to AQMD through the end of FY 2000-01. This recommendation is to obtain Board approval for this prequalification.

RECOMMENDED ACTION

Approve the list of temporary employment services providers, included as Attachment A, as prequalified to provide temporary employment services, as needed, through June 30, 2001.

On March 5, 1999, the Board approved the release of RFP 9899-20 to solicit bids from temporary employment services providers from which a list of prequalified providers would be developed. Evaluation of proposals was delayed by staff review of legal issues regarding temporary employment services.

When temporary staffing is needed during the life of the recommended prequalified provider list, hiring authorities will request competitive bids from all prequalified providers listed for the respective job category. Final selection will be made by the hiring authority based on the cost to AQMD, the fit between job skills of temporary personnel available and AQMD's staffing needs, the level of pay provided the temporary employee, and the ability of the temporary employment services agency to provide any related services that might be needed. If particular temporary staffing needs cannot be met by any of the prequalified agencies, other agencies may be selected to provide temporary staffing services.

In accordance with AQMD's consulting and contracting policies, a public notice advertising the RFP and inviting bids was placed in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD's own electronic listing of certified minority vendors; AQMD Purchasing's mailing list; and AQMD Human Resources' list of interested temporary services agencies. Notice of the RFP was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and was placed on the Internet at AQMD's Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD's 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

A total of 326 copies of the RFP were mailed out, and 41 proposals were received by the close of bidding at 1:00 p.m., May 7, 1999. The bids covered four major categories of temporary staffing: office/clerical, field technical, laboratory analysis, and computer-related services.

A five-person panel composed of the following AQMD staff reviewed the proposals: Contracts Manager, Human Resources Analyst, Senior Enforcement Manager, Senior Staff Specialist, and Technology Implementation Manager. Of these panelists, three were female and two were male; one was African American and four were Caucasian.

The proposal review panel represented user divisions and contracts and administrative functions. The technical and financial qualifications of the bidders were evaluated based on the criteria specified in the RFP. All of the bidders were determined to be qualified and capable of providing temporary employment services in at least one of the job categories. Staff is recommending that the temporary employment services providers be prequalified by the Board.

Attachment A contains the list of the temporary employment services providers and the designation of job categories in which they are recommended for prequalification by the Board.

Resource Impacts

There are no direct resource impacts relating to the prequalification of temporary employment services providers. The amount allocated for temporary employment services is approved by the Board as part of the AQMD budget process.
