PROPOSAL: 

Status Report on Paperwork Reduction Efforts

SYNOPSIS: 

This action is to present the Board with various options to reduce the amount of paper sent to Board Members, including mail, faxes, and Board and Committee agenda packages.

COMMITTEE: 

Administrative, September 17, 1999, referred to full Board for consideration.

RECOMMENDED ACTION:

Implement Options 1 and 2 to reduce the amount of paper generated; and direct staff to continue seeking other methods of paper reduction.

Background

Members of the Board have at various times expressed concern with the amount of paper generated for agenda packages, Board Committee agenda packages, and other communications with Board members. At the request of the Administrative Committee, staff has looked into various options to reduce the amount of paper. At the September 17th Administrative Committee meeting three items, detailed below, were discussed. Staff and Board members present recommend implementing Options 1 and 2, below. Regarding Option 3, it was thought that the proposal might make the package too difficult to read. With the Board's concurrence, staff will implement Options 1 and 2 and continue seeking ways to reduce the amount of paper generated.

Proposal

Option 1 - Treat "set hearing" Board letters the same as we presently do for RFPs. There would be a single Board letter listing each rule or amendment proposed for hearing and giving a brief summary of each.

Pros: 

1. Significant reduction in the amount of paper;

2. The full document would be available on the Internet at www.aqmd.gov as is presently the case.

3. Make available to the Board, public and subscribers the full documents upon request.

Cons: None apparent.

Option 2 - To the extent possible, send the day-to-day communications that presently are faxed to Board members via e-mail instead for those Board members who wish to receive such communications via e-mail.

Option 3 - All Board letters (including the Resolution, if applicable) printed full size; all other attachments printed half size, two to a page, double sided.

Pros: A 40-50% reduction in the number of pages in a typical board package.

Cons: The type size of the reduced pages is half the regular size, which some may find more difficult to read.
