PROPOSAL:
Appropriate and Reallocate Funds for Childrens Health Study
SYNPOSIS:
In FY 1995-96, AQMD assumed operation of four ARB monitoring sites and enhanced three existing sites as part of the Childrens Health Study. Each successive year, ARB has funded the operation. For FY 1998-99 program implementation and the conclusion of the current phase of the study, $98,047 of ARB funding was unexpended. This action is to appropriate and reallocate $98,047 which reverted to the Undesignated Fund Reserves as of June 30, 1999, to the FY 1999-2000 Budget.

Background
The ARB-sponsored Childrens Health Study (CHS), one of the most comprehensive long-term pollutant health effects studies ever conducted, includes specialized air monitoring at selected sites throughout Southern California. In 1995, the ARB requested that the AQMD assume the operational responsibility for those designated sites within the AQMDs jurisdiction, and accordingly, ARB provided funding for that effort. Currently, the existing agreement covers the following monitoring stations: Mira Loma, Arrowhead, UC Riverside, Glendora, Lake Elsinore, Long Beach, and Upland. ARB has provided funds to the AQMD for each year of this program. The ARB has requested the AQMD to continue operation of the CHS sites through November 14, 1999. In July 1998, the Board recognized $200,000 from the ARB for this effort.
Proposal
Staff proposes that the Board appropriate and reallocate $98,047, unexpended from the CHS program implementation from the Undesignated Fund Reserves to the FY 1999-2000 Budget, as follows:

Resource Impacts
Since the appropriation of funds by the AQMD constitutes a budget supplement within the meaning of Health and Safety Code Section 40720(j), notice of this proposed supplement was published in the Los Angeles Daily Journal, San Bernardino Sun, Riverside Press Enterprise, Orange County Register, and the Inland Valley Bulletin.
