2. Establish Board Meeting Schedule for Calendar Year 2000

The proposed Board Meeting Schedule for Calendar Year 2000 (includes January 2001) is submitted for Board consideration. If approved, the regular meeting of the Board will be held on the third Friday of the month beginning January 21, 2000. The related Administrative Committee meeting schedule is included for information only.

3. Set Public Hearing January 21, 2000 to Consider Amendments and/or Adoption to AQMD Rules and Regulations Proposed Rule 1189 - Emissions from Hydrogen Plant Process Vents

Proposed Rule 1189 would reduce VOC emissions from plants that produce hydrogen for refineries. It would establish emission limits to reduce emissions from existing hydrogen plants in two phases, and a more stringent limit for new or reconstructed hydrogen plants. 4. Execute Contract to Purchase Gas Chromatograph/Mass Spectrometer for Liquid and Headspace Analysis

On September 10, 1999, the Board approved the release of an RFQ to purchase a gas chromatograph/mass spectrometer for the laboratory to analyze liquids and headspace of material samples. This action is to execute a contract with Thermo Quest Finnigan in the amount of $82,977 for the purchase of a Gas Chromatograph/MassSpectrometer. Funds for this purchase are available in the FY 1999-00 Budget. This item was reviewed by the Administrative Committee on November 19, 1999, and recommended for approval.

5. Execute Contract for Design of Interactive Fuel Cell Museum Exhibit at California Science Center

In implementing and commercializing fuel cell technology, it is important to familiarize the public, particularly our youth, with how fuel cells work, what their applications may be, and the technology�s environmental benefits. The California Science Center Foundation, in conjunction with the AQMD, will contract for the planning, design and specification of an interactive fuel cell museum exhibit. AQMD cost for this contract will not exceed $75,000. This item was reviewed by the Technology Committee on February 26, 1999, and recommended for approval.

6. Approve Firm as Prequalified to Provide Classification and Compensation Services

On July 9, 1999, the Board authorized the release of an RFP to solicit bids from firms interested in being prequalified to provide classification and compensation services to AQMD. This recommendation is to obtain Board approval for this prequalification and for authorization to re-release the RFP as needed to solicit interest from other firms, based on evaluation of qualifications, and be recommended to the Board at a later time as additional prequalified consultants. This item was reviewed by the Administrative Committee on November 19, 1999, and recommended for approval.

7. Recognize and Appropriate Revenue from California Air Pollution Control Officer's Association for Purchase of Equipment

On December 5, 1997 the California Air Pollution Control Officers' Association (CAPCOA) received funding from EPA Region IX for local air districts to purchase certain equipment. AQMD received approval of $5,000 from CAPCOA to purchase a hand-held Global Positioning System (GPS) data receiver and recorder for the enhancement and implementation of Environmental Justice Initiatives Nos. 8 and 9. This equipment will be used by inspectors to precisely map the relative positions of sensitive receptors and sources, such as agricultural burning and portable engines. This action is to recognize the receipt of funds from CAPCOA, and appropriate $5,000 to the Planning, Rule Development and Area Sources FY 1999-00 Fixed Asset Major Object. This item was reviewed by the Administrative Committee on November 19, 1999, and recommended for approval.

8. Issue RFQ for Transportable Continuous Emissions Monitoring System

In the RECLAIM Program Three-Year Audit and Progress Report, submitted to the Board on May 8, 1998, staff recommended exploring additional monitoring requirement options to minimize facility implementation cost as well as ensure program enforceability. In follow-up, staff recommends the release of an RFQ for the acquisition of a Transportable CEMS to assist RECLAIM facilities in their efforts to develop and validate alternative CEMS monitoring approaches. In addition, the equipment would be a valuable tool to augment field inspection and compliance efforts through direct stack testing. Funding for this equipment will be proposed for appropriation from the fund balance designated for enhanced compliance activities.

9. Best Available Control Technology Guidelines Report

This quarterly report provides the new BACT determinations/listings that were added to Part B of the BACT Guidelines in the last quarter (information is available on the AQMD website). Also, a revision to Part A - Policy and Procedures is recommended. This item was reviewed by the Stationary Source Committee on November 19, 1999.

10. Approve Implementation of Regionwide Smog Alert Program through Pagers and Other Telecommunication Devices

Between February and September 1999, the AQMD tested a pilot program of the Air Quality Alert Pager Service. This program provided forecasts and real-time alerts through personal pagers of unhealthful air quality levels for each of the air monitoring and general forecast areas within the AQMD. Positive feedback from volunteers and participating pager companies in the program indicates a need for such service. Staff seeks approval to provide air quality alerts directly to pager and other wireless telecommunication devices as a public service, so the general public can subscribe to this service through their local telecommunications company. This item was reviewed by the Administrative Committee on November 19, 1999, and recommended for approval.

11. Audit Report of AB 2766 Fee Revenue Recipients for FYs Ending June 30, 1996 and 1997, and Set Public Hearing January 21, 2000 Regarding Final Resolution of Unresolved Audit Findings and Recommendations

Health and Safety Code 44244.1 requires any agency that receives fee revenues subvened from the Department of Motor Vehicles to be audited once every two years. This audit of AQMD's share, MSRC's share, and local governments' share of such subvened funds, performed by independent Certified Public Accountants, has been completed and makes certain recommendations for improvement in some areas. This item was reviewed by the Administrative Committee on November 19, 1999, and recommended for approval.

25. Adopt 1999 Amendment to 1997 Ozone SIP Revision for South Coast Air Basin and Certification of Final Supplemental Environmental Impact Report

The 1997 AQMP, adopted in November 1996, provided a revision to the 1994 California Ozone SIP for the South Coast Air Basin. On January 12, 1999, the U.S. EPA proposed partial approval/partial disapproval of the ozone portion of the 1997 AQMP (also known as 1997 Ozone SIP Revision). To address U.S. EPA's proposed disapproval, a Draft Proposed 1999 Amendment to the 1997 Ozone SIP Revision and a Draft Supplemental Environmental Impact Report (SEIR) were prepared and released for public comment on October 7, 1999. Written comments received were considered in preparing the draft final 1999 Amendment. A Final SEIR has also been prepared for the Board's consideration. This item was reviewed by the Mobile Source and Stationary Source Committees on October 15, 1999, and by the Stationary Source Committee on November 19, 1999.

26. Amend Rule 1121 - Control of Nitrogen Oxides from Residential-Type, Natural Gas-Fired Water Heaters

Proposed amendments would (1) establish NOx emission limits for new residential-type natural gas-fired water heaters less than 75,000 Btu per hour that are sold or installed in residential or commercial establishments; (2) allow water heater manufacturers to comply with either an output- or input-based emission standard which will provide compliance flexibility; and (3) make minor administrative changes. The rule will reduce NOx by 75% and achieve reductions of 7.2-8.3 tons per day at full implementation.

27. Amend Rule 2506 - Area Source Credits for NOx and SOx

The proposed amendment to Rule 2506 will lower the emission rate from 450 lbs. NOx/1000 gallons to 291 lbs. NOx/1000 gallons for diesel-fired internal combustion engines. The amendment is based on source tests conducted on diesel-fired internal combustion engines and will lower the emission rate to calculate Area Source Credits from such engines. This item was reviewed by the Stationary Source Committee on October 15, 1999.

29. Approve MOU with Teamsters Local 911 Regarding the Office Clerical and Maintenance and Technical and Enforcement Bargaining Units

AQMD management and Teamsters Local 911, representing the Office Clerical and Maintenance and Technical and Enforcement Bargaining Units, have reached agreement on a labor contract for the period July 1, 1999, through June 30, 2002, which has been ratified by bargaining unit members. This action is to present the ratified agreement to the Board for approval as the new multiyear labor contract covering the Office Clerical and Maintenance and Technical and Enforcement Bargaining Units.
