This report highlights the October 1999 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including the Speakers Bureau, Visiting Dignitaries and Public Information Center), Business Assistance, Intergovernmental Affairs and Media Communications (including the Communication Center).

ENVIRONMENTAL JUSTICE UPDATE

INITIATIVE

ACTIVITY

1. Town Hall Meetings

  • Santa Fe Springs/Whittier Town Hall Meeting was held Wednesday, October 13, 1999 at Santa Fe High School.

2. Ambient Monitoring of Air Toxics

MATES-II and Microscale Study:

  • Draft Final MATES II Report presented at November Governing Board meeting.

3. Community Response Teams

  • Alhambra

    Community is requesting a permit appeal hearing for Wondries Collision Center. A legal briefing schedule has been set and a pre-hearing conference is scheduled for January 13, 2000 with a Public Hearing tentatively scheduled for January 18, 2000.

  • Grandview Crematorium - Glendale

    AQMD is monitoring emissions from facility. A determination of Best Available Control Technology has been made. An Order of Abatement has been filed and the hearing is set for November 10, 1999.
  • LAX - Inglewood/Lennox

    Phase 1 and Phase 2 of special AQMD air monitoring completed. Results are scheduled for release to public by mid-November. The City of Inglewood held a public meeting on LAX on Saturday October 23. Staff is working on an expanded air monitoring study in conjunction with the U.S. EPA and the City of Inglewood.

5. Environmental Justice Task Force

Completed.

6. City of Los Angeles Environmental Justice Forum

Completed. AQMD co-sponsored the City of LA's Environmental Justice Forum on October 25, 1997. AQMD will participate in additional forums as they are scheduled.

7. Diesel Fuel Clean-Up Incentives

Support Funding Incentives

  • The Carl Moyer Air Quality Incentive Program, is progressing. Another AQMD RFP for the Moyer Program was released September 10, 1999 with proposals due January 11, 2000.

8. Field Inspection Technology

Completed.

9. Portable Equipment Permitting

 

10. Public Comment, Rules 1401 and 1402

Public Comment for Rules 1401 & 1402 is on-going.

  • Rule 1401 will change as the state updates risk values or adds new chemicals.
  • Rule 1402 - Comprehensive amendments are being developed for approval at the March 2000 Board meeting. Staff is developing an Air Toxics Reduction Plan and a final version is tentatively scheduled to go to the Governing Board in March 2000.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during October.

A four-member delegation from Thailand, participating in the Entrain Program sponsored by the World Environment Center, met for two weeks with Monitoring and Analysis staff on source testing, laboratory analysis and ambient air monitoring. A 15-member delegation from various provincial environmental protection bureaus in China met with Public Advisor staff for a general air quality overview and a tour of AQMD headquarters.

Gave a presentation on the Clean Air Awards at a meeting of the Pacific Rim Association at Cal State Long Beach.

Mr. Anil Giri of the Royal Nepal Academy of Science and Technology met with Public Advisor staff for a general air quality overview and with Science and Technology staff on alternative energy projects.

A delegation from the Committee on Transport, Public Works and Water Management of the Netherlands Parliament was introduced to the Governing Board, then met with Public Affairs, Planning and Transportation staffs on a variety of air quality issues.

BUSINESS ASSISTANCE

AQMD assists businesses by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Wood furniture manufacturing: New business start-up. Staff visited the shop, explained rule requirements, and assisted in completing spray booth applications. Assistance was given in Spanish.

Furniture refinishing facility: Conducted an on-site consultation meeting and provided assistance and explanations to the applicant regarding District rules and permitting requirements for wood furniture stripping operation.

Car wash: Walk-in applicant needed assistance with permit requirements for the construction of car wash. Discussed applicable rules and exemptions.

Solvent recovery equipment manufacturer: Conducted an on-site consultation meeting and inspected the prototype model. Explained to the equipment manufacturer the rules and equipment permitting requirements for this type of equipment.

Rule 109 Taskforce: Accompanied compliance staff in conducting field visits to sources affected by the proposed Rule 109 changes in order to get feedback.

Warehousing facility: Company wanted to know regulations related to open storage of sand. Staff discussed rules pertaining to fugitive dust and public nuisance.

Gasoline service station: Owner heard there were new regulations regarding his gasoline dispensing equipment that required replacement of aluminum nozzle spouts with stainless steel spouts. Staff confirmed worn spouts must be replaced with stainless steel type and advised how spouts are tested for wear.

Automobile detailer: Owner expanding business from Ventura to Los Angeles and wanted to know applicable rules. Staff discussed permit exemption limits for open spraying, as well as public nuisance considerations.

Chain link fence manufacturer: Relocating to Riverside. Conducted an on-site consultation meeting and explained to the applicant the rules and equipment permitting requirements for new permit applications.

Container manufacturer: Requested assistance in petitioning for a variance to allow the use of material containing air toxins compound. Staff advised the applicant to apply for change of permit conditions as the first step to resolve the situation.

Plastic bag manufacturer: Company purchased printing press for printing on bags and submitted application for permit. They wanted to know if there is any way to speed up processing. Staff discussed Rule 301(y) provision for expediting and explained how much it would cost.

Aggregate crushing: Called to discuss permitting requirements for crushing operations in the Palm Springs area. Staff discussed District rules and regulations including BACT and referred to District’s web site for application forms.

Truck tire recapper and wheel refinisher: Company purchased powder coating system and wanted to know how to permit. Advised of special requirements for permitting powder coating systems.

Industrial equipment sales: Company is selling plasma arc cutter and dust collector. Wanted to know if their client will need permits. Advised that permits are required for this particular application and provided forms and advice on how to complete them.

Staffed an information booth at the Hispanic Chamber of Commerce of Orange County’s 10th Annual Business Development Conference and Expo, at the Disneyland Hotel in Anaheim.

Construction contractor: Will be working with sites that contain asbestos. Explained District rule requirements and assisted in the completion of applications.

Auto body shop: Business start-up that includes a paint spray booth. Provided a permit application package, advised them of fees and assisted in the completion of forms. Staff also provided and explained Rules 109, 1151 and 1171. Assistance was given in Spanish.

Roofing contractor: Company received violation for operating tar kettle without permit. Staff visited facility and assisted in filling out application forms.

Small dry cleaning facility: Sited for operating a venting perc dry cleaning machine. Conducted a consultation meeting at the District with the facility owner and provided assistance and explanation in ways to achieve compliance with District requirements.

Electronics manufacturer: Inspector visited the facility who noted use of flux thinner in wave solder machines that was prohibited by permit conditions. Plant manager did not understand why. Staff looked at application files and found company had provided incorrect information in permit applications. Advised how to submit new applications to change permit conditions.

Inland Empire Permit Assistance Center (CAL EPA PAC): Provided information and assistance to PAC staff in preparation for providing assistance to an out-of-state furniture manufacturer planning to relocate to the South Coast.

U.S. Small Business Administration, "Minority Enterprise Development." Network and exposure of upcoming Air Quality Assistance Fund to lenders and Small Business Development Centers.

Sportswear screen printer: Company installed printing machines and drying ovens. Owner was concerned they may exceed Rule 219 exemption limits for ink usage and wanted to apply for permits. Staff visited facility and discussed current usage. Advised on application fees and information that must be obtained to complete applications.

Auto repair and services: This was a referral from a fire department. This company was still using a solvent-based parts washer. Staff contacted the company, explained Rule 1171 requirements and provided a list of water-based products/equipment.

Auto body shop: Received a Notice of Violation and as part of a settlement with our CPO, the company was required to attend a Compliance Promotion Class and apply for a permit. SBAO staff made arrangements to give this company the class at their shop to facilitate hands-on training. The assistance was given in Spanish.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works with local government, state and federal officials in response to their air quality concerns and local issues. Additionally, staff administers the AB 2766 Subvention Fund Program.
