PROPOSAL:

Approve One-year Labor Contract with SCAQMD Professional
Employees Association

SYNOPSIS:

AQMD management and representatives of the SCAQMD Professional Employees Association Bargaining Unit have reached an agreement on AQMD’s proposal for a new one-year labor contract that, consistent with Board direction, provides no salary increases or other cost changes beyond an adjustment to AQMD’s monthly contribution toward health benefits, effective September 1, 2010, to maintain current levels of health benefits. This health benefit adjustment is consistent with that approved by the Governing Board on June 4, 2010, for all other AQMD employees. This action requires an appropriation of $646,000 to the FY 2010-11 Budget.

RECOMMENDED ACTIONS:

  1. Authorize the Executive Officer to sign the ratified one-year memorandum of understanding (MOU) between AQMD and SCAQMD Professional Employees Association (SC-PEA), covering employees in the Professional Bargaining Unit. MOU changes are shown in the attachment. All other MOU provisions remain unchanged from the July 1, 2009-June 30, 2010 MOU.
  2. Appropriate $646,000 from the Undesignated Fund Balance to the FY 2010-11 Budget, Salaries and Employee Benefits Major Object.

Background

On July 10, 2009, the Board approved a new one-year labor contract through June 30, 2010, for the Professional Bargaining Unit members, represented by SC-PEA. The Professional Bargaining Unit members have ratified AQMD’s proposal, consistent with Board direction, for a successor agreement for the period July 1, 2010, though June 30, 2011. 

Proposal

In recognition of the current economic environment, the one-year labor agreement, which was proposed by AQMD and subsequently ratified by bargaining unit members, includes no salary or other cost changes beyond maintenance of employees’ current levels of health coverage by a sixteen percent adjustment in AQMD’s monthly contribution toward health insurance premiums, effective September 1, 2010. Apart from this adjustment, the other MOU changes, as shown in the attachment, reflect only an update to the new term of the agreement and minor technical changes that have no economic impact. All other MOU provisions remain the same as in the current MOU.

Resource Impacts

Funding for this health benefits adjustment for employees in the Professional Bargaining Unit requires an appropriation of $646,000 to the FY 2010-11 Budget from the Undesignated Fund Balance.
