to Consider Amendments and/or Adoption to AQMD Rules and Regulations Budget/Fiscal Impact 3. Execute Contract for Media Relations Services On February 2, 2007, the Board approved release of an RFP for Media Relations/Public Relations Services. Twelve proposals were received by the RFP deadline and were evaluated based on the criteria stated in the RFP. The Administrative Committee reviewed this item on April 13, 2007, and May 11, 2007, interviewed the top candidate firms and recommended executing a month-by-month contract with Westbound Communications for $12,916 per month for a period of 12 months with an option to renew for an additional year. (Review: Administrative Committee, April 13, 2007 and May 11, 2007) 4. Execute Contract to Cosponsor Demonstration of Hydraulic-Hybrid
Shuttle Bus Hybrid-electric passenger cars, trucks and buses have been commercialized by vehicle manufacturers. These systems capture braking energy, store it electrically, and re-use it in vehicle propulsion with the use of electric motors. Hydraulic-hybrid systems are now being developed which store braking energy as compressed gas and re-use this energy for propulsion through the use of special hydraulic pump/motors in the drivetrain. This action is to execute a contract with CALSTART, in association with Eaton Corporation, Complete Coach Works and Riverside Transit Agency, to demonstrate a hydraulic-hybrid shuttle bus. The total cost of this project is estimated to be $1,210,000 with AQMD funding not to exceed $250,000. (Review: Technology Committee, May 25, 2007) 5. Execute Contract to Purchase Global Positioning Systems and Acquire
Monitoring Services This action is to execute a contract with Radio Satellite Integrators, Inc. to purchase up to 200 global positioning systems and to acquire monitoring services for an amount not to exceed $546,150 for a period of up to five years. (Review: Technology Committee, May 25, 2007) 6. Execute Contract for Study on Combustion Exhaust and Respiratory Health
of Port Community Children The University of Southern California has submitted a proposal to study health effects in children in San Pedro, West Long Beach and Wilmington exposed to primary and secondary exhaust products resulting from the transport of commercial goods along major transportation corridors near the ports. This proposed study will be an add-on to an ongoing research effort on the influences of environment and genetics on children’s asthma funded by the National Institutes of Environmental Health Sciences. This action is to fund the study, “Combustion Exhaust and the Respiratory Health of Port Community Children,” in an amount not to exceed $489,300 from the Clean Fuels Fund. (Review: Technology Committee, May 25, 2007) 7. Execute Contract with CARB to Fund Database Tool Development for Light-
and Medium-Duty Vehicle High Emitter Repair or Scrap Program and Amend Contracts On September 9, 2005, the Board approved a sole source contract with the Foundation of California Community Colleges (FCCC) as part of the AB 923 (Moyer) funded High Emitter Repair or Scrap (HEROS) program. The Program uses remote sensing devices to identify high emitting light-duty vehicles and offers free emission testing and repairs and monetary incentives to attract voluntary participation in repair or early vehicle retirement. FCCC will develop a $300,000 database to track all Program information. CARB has committed $150,000 to fund database development to apply to other districts should they choose to implement similar programs. In conjunction with receiving these funds from CARB the Program will add a third remote sensing device team under contractor Environmental Systems Products to improve monitoring and high emitter vehicle identification. (Review: Technology Committee, May 25, 2007) 8. Execute Contracts to Cosponsor Integration and Demonstration of Low
Emission CNG Engine in School Buses Since 2000, under its Lower Emission School Bus program, AQMD has awarded the purchase of 513 new CNG school buses as replacement of older diesel school buses. Of these 513 new buses, 427 were CNG school buses powered by John Deere CNG engines. John Deere has announced that it is withdrawing from the CNG market at the end of 2007. Cummins Westport plans to fill the void with its new 8.9 liter ISL-G engine, which is being certified to the cleanest heavy-duty vehicle standard of 0.2 g/bhp-hr NOx. This action is to award separate contracts to Thomas Built and Blue Bird corporations, the two primary vendors of CNG school buses, to integrate and demonstrate the Cummins Westport engine in their school bus chasses at a cost not to exceed $250,000 each from the Clean Fuels Fund. Both Thomas Built and Blue Bird will provide in-kind contributions. (Review: Technology Committee, May 25, 2007) 9. Execute Contracts for Rule 2202 AQIP At its October 6, 2006 meeting, the Board approved release of an RFP to solicit projects to meet Rule 2202 AQIP emission reduction targets. Proposals for the funding opportunity have been reviewed. This action is to fund AQIP projects in an amount not to exceed $2,173,614 (Review: Mobile Source Committee, May 25, 2007) 10. Execute Port LNG Truck Fleet Modernization Contract under "Year 8"
Carl Moyer Program, and Authorize Final Payment on Completed Contract On February 3, 2006, the Board set aside $6 million to replace older heavy-duty diesel trucks at the Port of Los Angeles (POLA) and the Port of Long Beach (POLB) with new LNG trucks under the Carl Moyer fleet modernization program. On February 1, 2007, AQMD, POLA, and POLB released a joint RFP for a total amount of $22 million to solicit LNG truck projects. The RFP closed on March 30, 2007, and AQMD, POLA, and POLB jointly evaluated the applications which were received in response to the RFP. This action is to execute a contract with Total Transportation Services to replace 20 heavy-duty pre-1990 diesel trucks with 2006 model year LNG trucks in an amount not to exceed $2,880,000. This action is also to authorize final payment on a completed marine vessel contract with OceanAir Environmental, LLC under the State Emissions Mitigation program. (Review: Technology Committee, May 25, 2007) 11. Amend Contract with Thermal Comfort Systems for Pilot Study of
Classroom Air Purifier Systems at Three Elementary Schools In December 2006, the Board approved a contract with Thermal Comfort Systems for a pilot study of classroom air purifier systems at three elementary schools. Following meetings with the contracting team and final classroom selection, the scope of work is now clearly defined and additional funds are needed to satisfy the objectives of the pilot study. These funds will be used for purchase and rental of air monitoring equipment and laboratory analyses needed to ensure meaningful results, and for any duct cleaning or other abatement measures that may be necessary prior to installation of the air purifier systems. This action is to amend the existing contract with Thermal Comfort Systems to provide additional funds in an amount not to exceed $380,000 from the Rule 1173 Mitigation Fee Special Revenue Fund. Advance Technology, Outreach and Education Fund to Support Low- And
Zero-Emission Stationary Source Projects On May 5, 2006, the Board approved $105,000 of the BP ARCO Settlement Projects Fund be administered by the Technology Advancement Office (TAO) for Stationary Source Research and Development projects. This action is to transfer these funds to the Advance Technology, Outreach and Education Fund to allow TAO to administer, manage, and track these projects utilizing its established contracts process and resources. Buses by Public School Districts This action is to approve issuance of a new program announcement in the amount of approximately $19 million to replace pre-1987 school buses with new alternative fuel buses from the Carl Moyer Program Fund, AB 923 Account. (Review: Technology Committee, May 25, 2007) 14. Refurbish Hydrogen Generation Facility at AQMD The AQMD, in partnership with Hydrogenics Corporation (formerly Stuart Energy Systems) installed a hydrogen generation and fueling station at AQMD Headquarters. Failure of one of the two cell stacks has occurred, creating additional stress on the remaining stack and components. The manufacturer strongly recommends replacement of both cells. The refurbishment will include two new cell stacks and two additional spare stacks. This action is to issue a purchase order with Hydrogenics to refurbish the facility in an amount not to exceed $43,000 from the Clean Fuels Fund. (Review: Technology Committee, May 25, 2007) 15. Execute Contract for Replacement of Worn Carpeting in
High-Use Areas of Diamond Bar Headquarters On September 8, 2006, the Board authorized the expenditure of funds for several Diamond Bar headquarters building refurbishment projects, including carpet replacement. This action is to execute a contract with DFS Flooring, Inc., for replacement of worn carpeting in high-use areas of the building for an amount not to exceed $400,000. Sufficient funding is available in the FY 2006-07 Budget. (Review: Administrative Committee, May 11, 2007) 16. Execute Contract to Implement Phase II of Air Quality Institute In January 2006, the Board approved the implementation of the Air Quality Institute (AQI) to disseminate information on environmental justice and air quality-related matters. Based on the success of the AQI, the Board authorized the program's continuation via a sole source contract for two additional sessions; one in Sacramento and the second in Washington, D.C. At the same time, the Board authorized the release of an RFP for Phase II of the AQI. Four proposals were received and evaluated by a panel of four. This action is to execute a contract with Cordoba Corporation for implementation of Phase II of the AQI. The contract(s) will be for one year, beginning in July 2007, and may be extended for up to two one-year terms, upon satisfactory performance, at the Board's discretion. Total expenditures for the contract shall not exceed $130,000 for the initial one-year period. (Review: Administrative Committee, May 11, 2007) 17. Amend Funding Award from MSRC for CNG School Buses to Private School
Bus Transportation Service Provider On September 8, 2006, the Board approved an MSRC allocation of $2 million for CNG school bus incentives to private school bus transportation service providers. Subsequently, on February 2, 2007, the Board approved an additional $2 million from the MSRC for this program. On January 5, 2007, the Board approved an award to Student Transportation of America, a private school bus transportation service provider, in the amount of $1,137,580 to purchase 23 CNG school buses which equates to an incentive amount of $49,460 per bus. Since the original award, the awardee has learned that fewer school buses are required. This action is to amend the award to Student Transportation of America by reducing the number of school buses from 23 to 10, and by increasing the award for each bus from $49,460 to $60,000 per bus. The total amount of the award will decrease from $1,137,580 to $600,000. An amount of $537,580 will revert to the Discretionary Fund for future allocation by the MSRC. Approve Salary Adjustments for Executive Officer and District Counsel The Personnel Committee recommends the Executive Officer and District Counsel, based on their Fiscal Year 2006-07 job performance, receive the same CPI-based 3.8% salary adjustment provided management, confidential, professional, and technical and enforcement employees, effective July 2, 2007. Public Affairs Report This report highlights the April 2007 outreach activities of Public Affairs which include: Environmental Justice Update, Community Events/Public Meetings, Business Assistance, and Local Governmental Activity. 20. Report to Legislature and CARB on AQMD's Regulatory Activities for
Calendar Year 2006 The AQMD is required by law to submit a report to the Legislature on its regulatory activities for the preceding calendar year. The report is to include a summary of each rule and rule amendment adopted by AQMD, number of permits issued, denied or cancelled, emission offset transactions, draft budget and forecast, and an update on the Clean Fuels program. 21. Hearing Board Report This reports the actions taken by the Hearing Board during the period of April 1 through April 30, 2007. 22. Civil Filing and Civil Penalties Report This reports the monthly penalties from March 1 through March 31, 2007, and legal actions filed by the District Prosecutor during March 1 through March 31, 2007. Lead Agency Projects and Environmental Documents Received by AQMD This report provides, for the Board's consideration, a listing of CEQA documents received by the AQMD between April 1, 2007 and April 30, 2007, and those projects for which the AQMD is acting as lead agency pursuant to CEQA. Management Scheduled to Start During Last Six Months of FY 2006-07 Information Management is responsible for data systems management services in support of all AQMD operations. This action is to provide the monthly status report on major automation contracts and projects to be initiated by Information Management during the last six months of FY 2006-07. 26. Report of RFPs and RFQs Scheduled for Release in June This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of June. Control of Emissions from Refinery Flares Rule 1118 was amended November 4, 2005. As part of the adopting resolution, staff was directed to study several issues and report back to the Board. Implement Heavy-Duty Replacement and Retrofit Measure in Clean Air Action Plan The Ports of Los Angeles and Long Beach are developing a heavy-duty truck replacement and retrofit program to control emissions from port drayage trucks. A key element being considered would limit trucks entering port property to those operated by companies entering concession agreements with the ports. Conditions of the agreements would require replacement and retrofit of trucks to reduce emissions. PUBLIC HEARINGS 37. Adopt 2007 Air Quality Management Plan for South Coast
Air Quality Management District and Certify Final Program Environmental Impact
Report On October 10, 2006, staff released the Draft 2007 Air Quality Management Plan (AQMP) to satisfy both federal and state Clean Air Act requirements, address the attainment demonstration requirements of the federal Clean Air Act for 8-hour ozone and PM2.5, and establish transportation emission budgets based on the latest approved motor vehicle emissions model and planning assumptions. The proposed modifications to the Draft 2007 AQMP were released on March 2, 2007 to incorporate revisions to the emissions inventory, modeling, attainment demonstration, and transportation budgets. The Draft Program Environmental Impact Report (PEIR) was also released for public review on March 2, 2007. The Draft Socioeconomic Report was released for review on April 27, 2007. Regional public hearings were held on April 17 through April 19, 2007 throughout the four counties to receive additional public testimony on the 2007 AQMP. A Final PEIR incorporating comments received has also been prepared for the Board’s consideration. Pursuant to Regulation II This proposal will exempt certain underground methane gas collection systems in and around residential buildings from permitting requirements; harmonize the exemption levels applicable to ultra violet and electron beam curable materials and other coating, ink and adhesive application operations in an equitable manner; provide for a simplified alternative permitting process for ultra-low emission rate operations as well as for certain currently exempt operations that emit four tons or more of VOCs per year; and, include other minor clarifications. Releases from Components at Petroleum Facilities and Chemical Plants The proposed amendments will require enhanced monitoring and reporting of releases from pressure relief devices and other amendments for clarity and enforceability, including clarifying the applicability of facilities subject to the rule. Internal Combustion and Other Compression Ignition Engines Rule 1470 was adopted by the Board on April 2, 2004 and implements CARB’s Airborne Toxic Control Measure for Stationary Compression Ignition Engines. Proposed amendments will allow use of new Tier II engines for direct-drive fire pumps to allow manufacturers additional time to complete safety certifications for Tier III engines. Other amendments are proposed to improve the clarity of Rule 1470 and consistency with the AQMD’s Best Available Control Technology requirements for new engines enrolled in demand response programs.
