Budget/Fiscal Impact 3. Execute Contract for Investment Consultant Services This action is to award a contract in the sum of $45,783 to Sperry Capital, Inc. to provide investment consultant services to assist in the annual update of AQMD's Investment Policy and Guidelines, advise staff on short-term investment strategies and to provide investment monitoring and compliance reporting services. (Review: Administrative Committee, November 10, 2005) 4. Extend Contracts for Legislative Representation in Sacramento,
California (Continued from November 4, 2005 Board Meeting) The current contracts for Legislative Representation in Sacramento expire on December 31, 2005 for California Strategies and Advocacy, LLC, and for Allan Lind & Associates. Continued communication between AQMD and Sacramento-based legislative and administration decision-makers is necessary to further AQMD policy positions at the state level. The current contracts have an option to renew one additional year. This action calls for the extension of the existing two contracts for legislative consulting services in Sacramento, California for Calendar Year 2006. Total expenditure for the recommended one-year contract extensions shall not exceed $186,480 for California Strategies and Advocacy, LLC, and $102,108 for Allan Lind & Associates, which represents the current two contract amounts plus CPI.(Review: Legislative Committee, October 14 and November 10, 2005; Administrative Committee, October 14, 2005) 5. Execute Contracts to Generate Emission Credits under Rule 1121
Mitigation Fee Program In July 2005, a Program Announcement was issued to solicit NOx emission reduction projects as provided under Rule 1121. At the close of the solicitation deadline of September 1, 2005, nine proposals were received with a requested total funding of $3,150,907. This action is to execute contracts at a total cost not to exceed $1,514,835 to fund qualified stationary and mobile source NOx emission reduction projects. (Review: Technology Committee, November 18, 2005) 6. Execute Contracts for FY 2004-05 Carl Moyer Memorial Air Quality
Standards Attainment Program On September 30, 2005, proposals were received in response to an RFP for the Carl Moyer Air Quality Standards Attainment Program. This action is to execute Carl Moyer contracts for agricultural engines, forklifts, and marine vessels projects. Proposals submitted for the remaining equipment categories are currently under evaluation and contracts for those categories will be proposed in the near future. Execute Contract to Conduct Emissions Testing for Advanced Locomotive Aftertreatment Technology Placer County Air Pollution Control District, along with other partners including the U.S. EPA, the Sacramento Municipal Air Quality Management District, Union Pacific Railroad, and Advance Cleanup Technologies, has initiated a project to implement selective catalytic reduction on locomotives at the Roseville rail yard. This action is to cofund the emissions testing for this project in an amount not to exceed $50,000 from the Advanced Technology, Outreach, and Education Fund. (Review: Technology Committee, November 18, 2005) 8. Recognize Revenue and Approve Expenditures for Conference on Ultrafine
Particles The Board has directed staff to organize a conference regarding ultrafine particles in the Spring of 2006. This action is to recognize revenues, approve a conference budget and authorize the Executive Officer to approve conference expenditures not to exceed $200,000 from the Clean Fuels Program. (Review: Technology Committee, November 18, 2005) 9. Amend FY 2005-06 Budget to Increase Number of Combustion Analyzers
Authorized for Purchase The approved FY 2005-06 Budget includes acquisition of two combustion analyzers at a total cost not to exceed $16,000. The bidding process has revealed that the approved funding is sufficient to purchase a total of three analyzers. Amendment of the FY 2005-06 Budget for Capital Outlay is necessary to approve the acquisition of the third unit. (Review: Administrative Committee, November 10, 2005) 10. Issue RFP to Review Emissions Inventories and Health Risk Assessments
Developed for Rule 3503 - Emissions Inventory and Health Risk Assessments for Railyards An RFP will be released to develop a list of pre-approved consultants to review railyard emission inventories and health risk assessments (HRAs) submitted to the SCAQMD per the requirements of Rule 3503. The consultants must have expertise in emission inventory development, including on- and off-road emission inventories, dispersion modeling, and HRA preparation in California. Consultants must also demonstrate that they do not have any conflicts of interest. (Review: Administrative Committee, November 10, 2005) Information Only - Receive and File 11. Public Affairs Report This report highlights the October 2005 outreach activities of Public Affairs which include: Environmental Justice Update, Community Events/Public Meetings, Business Assistance, and Local Governmental Activity. 12. Hearing Board Report This reports the actions taken by the Hearing Board during the period of October 1 through October 31, 2005. 13. Civil Filing and Civil Penalties Report This reports the monthly penalties from August 1 through August 31, 2005, and legal actions filed by the District Prosecutor during September 1 through September 30, 2005. A glossary explaining the key terms and Index of District Rules are attached with the penalty report. 14. Rule and Control Measure Forecast This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2006. 15. Lead Agency Projects and Environmental
Documents Received by AQMD This report provides, for the Board's consideration, a listing of CEQA documents received by the AQMD between October 1, 2005, and October 31, 2005, and those projects for which the AQMD is acting as lead agency pursuant to CEQA. 16. Status Report on Major Projects for Information
Management Scheduled to Start During First Six Months of 2005-06 Information Management is responsible for data systems management services in support of all AQMD operations. This action is to report on major automation contracts and projects to be initiated by Information Management during the first six months of FY 2005-06. 17. Annual Environmental Justice Program Review and Proposed Work Plan for
FY 2005-06 Staff has implemented the FY 2004-05 Environmental Justice Program Enhancements as directed by the Board and as described in the report. In addition, for the FY 2005-06 Work Plan, staff proposes to continue and enhance ongoing elements from previously adopted work plans, and assess the effectiveness of overall program activities in this area. Technology Assessment for Rule 1122 - Solvent Degreasers On September 21, 2001, Rule 1122 - Solvent Degreasers was amended and required that the VOC content of solvents used in open-top degreasers contain no more than 25 g/l starting on January 1, 2006. The Board, at the time of the amendment, directed the AQMD staff to conduct a technology assessment in order to determine the feasibility of this future limit. This report presents staff's findings that compliant materials are available to achieve this limit and staff conclusions that the VOC limit be implemented as established in the rule. Adopt Proposed Rule 1316 - Federal Major Modifications Proposed Rule 1316 implements the mandatory U.S. EPA regulatory reform requirements for major sources, while ensuring compliance with state law for New Source Review. (Review: Stationary Source Committee, November 18, 2005) 28. Amend Rule 1151 - Motor Vehicle And Mobile Equipment Non-Assembly Line
Coating Operations The proposed amendments will further reduce VOC emissions by modifying Rule 1151 coating categories and VOC limits in accordance with the California Air Resources Board 2005 Automotive Coatings Suggested Control Measure. The proposed amendments to Rule 1151 implement, in part, Control Measure CTS-10 - Miscellaneous Industrial Coatings and Solvent Operations which is part of the 2003 AQMP. Sources and Regulation X - National Emission Standards For Hazardous Air
Pollutants U.S. EPA has authorized local air districts to implement federal standards set in 40 Code of Federal Regulations (CFR) Part 60, Standards of Performance for New Stationary Sources, (NSPS), and Part 61, National Emission Standards for Hazardous Air Pollutants (NESHAPs). Periodic amendments to Regulations IX and X incorporate new or amended standards by reference. One action for each, NSPS and NESHAP, is proposed for incorporation into Regulations IX and X, respectively. The NSPS change includes addition of alternative test methods and monitoring procedures. The NESHAP change is a typographical correction. Affected industries include those using stationary gas turbines and those generating asbestos waste.
