Background

Two combustion analyzers were approved as part of the FY 2005-06 Budget at a cost not to exceed $16,000 (Capital Outlay, Item #7). Analyzers of this type are used by compliance staff to ensure that combustion equipment operates in compliance with AQMD rule requirements. Inspections conducted to date have found a significant number of the facilities tested to be in violation of AQMD emission requirements. With only four combustion analyzers currently available to compliance staff, additional analyzers are needed to maximize the agency’s compliance efforts.

The bidding process revealed that the $16,000 approved for the two units would be sufficient to purchase a total of three analyzers. Given the current need for this type of equipment, staff is recommending the acquisition of the additional analyzer.

Proposal

Staff recommends amending the FY 2005-06 Budget, modifying the Capital Outlay, Major Object, Item #7 to reflect three combustion analyzers at a total cost not to exceed $16,000.

Resource Impacts

Funding for this item was approved as part of the FY 2005-06 Budget.
