On November 17, 2000, the Board approved a contract with Pacific EnviroSystems to provide Private Data Network (PDN) services to support telecommunication and data processing needs associated with AQMD�s electronic Emission Reporting System requirements for RECLAIM with option to renew for one additional year. This action is to renew the contract with Pacific EnviroSystems for another year to provide PDN services. Funds ($75,000) for this service are available in the FY 2002-03 Budget. 3. Execute Contracts and Reissue RFP for On-Road and Off-Road Categories Under FY 2001-02 Carl Moyer Memorial Air Quality Standards Attainment Program

On March 29, 2002, proposals were received in response to an RFP for the Carl Moyer Memorial Air Quality Standards Attainment Program. Staff recommends award of contracts to the On-Road (transit, trucks and on-road other) and Off-Road (forklifts, other, marine and construction) project categories. Total cost to the Carl Moyer Program Special Revenue Fund, including unspent funds from FY 2000-01 and all returned funds will not exceed $8,792,798. The RFP will be reissued to solicit projects for the remaining $6.6 million. (Review: Technology Committee, May 24, 2002)

4. Approve Grants to Public School Districts and Private School Bus Operators to Retrofit 1058 Diesel School Buses with Particulate Traps Under Lower-Emission School Bus Retrofit Program

On March 1, 2002, under the FY 2001-02 Lower-Emission School Bus Retrofit Program, the AQMD issued Program Announcement & Application #PA2002-04 in the amount of $1.77 million soliciting applications from public school districts and private bus operators to retrofit school buses with particulate filters. A similar program announcement in the amount of $5.637 million was also issued in FY 2000-01. A total of 46 applications were received. Staff recommends making awards to retrofit 1,058 diesel school buses with particulate filters, with a maximum amount of $6,500 for purchase and installation of a particulate filter per bus, and $500 for the purchase of low sulfur diesel. Total amount of award shall not exceed $7.407 million. (Reviewed: Technology Committee, May 24, 2002)

5. Approve Salary and Benefits Adjustment for Noncontract Management, Confidential, and Attorney Employees

6. Approve Memorandum of Understanding for Office Clerical & Maintenance and Technical & Enforcement Bargaining Units

AQMD management and representatives of Teamsters Local 911, representing the Office Clerical & Maintenance and Technical & Enforcement Bargaining Units, have reached agreement on a labor contract for the period July 1, 2002, through June 30, 2005, which has been ratified by bargaining unit members. This action is to present the ratified agreement to the Board for approval as a new three-year memorandum of understanding.

7. Authorize Purchase and Installation of Video Projector for AQMD's Auditorium

On February 1, 2002, the Board approved release of an RFQ for the purchase of a video projector for AQMD's auditorium. Based on evaluation of bids received, staff recommends purchase of a Christie Roadie X10 video projector from Spinitar at a cost not to exceed $85,000, including installation. Funds for this purchase are included in the FY 2001-02 Budget. (Review: Administrative Committee, May 10, 2002)

8. Execute Contract for Travel Agency Services

On March 1, 2002, the Board authorized the issuance of an RFP for travel agency services. This action is to award the bid for travel services to Managed Air Resources for one year with an option to renew for two additional years. Based on AQMD�s current travel needs, the estimated cost for travel agency service is approximately $8,000 annually. (Review: Administrative Committee, May 10, 2002)

9. Appropriate Funds and Amend Litigation Services Contract

Staff recommends that the Board authorize the Executive Officer to amend the contract with the law firm of of Shute, Mihaly & Weinberger for an additional amount of up to $30,000 for FY 2001-02. In addition, this action is to appropriate $30,000 from the Designated for Litigation/Enforcement to the Services and Supplies Major Object, Professional and Special Services account for this purpose. 10. Execute Purchase Orders for Laboratory and Air Monitoring Network Equipment

On February 1, 2002 the Board approved the release of an RFQ to purchase a gas chromatograph/mass spectrometer for analysis of compliance samples. Also, the Board recognized and allocated funding from EPA for 9th year PAMS fixed assets and reallocated a portion of unused funds from EPA for PM2.5 fixed assets on July 20, 2001 and October 19, 2001, respectively. This action is to execute purchase orders for various fixed assets for the laboratory and air monitoring network and to appropriate $10,000 from the Reserve for Subvention Compliance to the FY 2001-02 Budget. 11. Award Contracts for California Environmental Quality Act Analysis Assistance

At its April 5, 2002 meeting, the Board approved the release of an RFP to secure assistance with preparing environmental analyses as required by CEQA. Seven proposals were received and reviewed by a qualified evaluation panel, and it is recommended that the most qualified bidders be awarded time and materials contracts, divided between three consultants, for a total amount not to exceed $150,000. 12. Approve Additional Contracts for Diesel Particulate Trap Retrofit and Alternative Fuels Transit Bus Projects as Part of FY 2001-02 AB 2766 Discretionary Fund Work Program; Grant MSRC Authority to Adjust Project Costs Up to 5%; and Authority to Execute Agreements

At its April 25, 2002 meeting, the MSRC decided to use turn-back and residual funds to fund additional projects under the Diesel Particulate Trap Retrofit Program and Alternative Fuels Transit Bus Program as part of the FY 2001-02 AB 2766 Discretionary Fund Work Program. The MSRC requests approval to fund two particulate trap projects from the County of Riverside and City of Long Beach, totaling $620,500, and one transit bus project from the Los Angeles County MTA totaling $350,000. The MSRC also requests authority to adjust contracts up to 5 percent and authority for the Board Chairman to execute agreements.

Rule 2506 - Area Source Credits for NOx and SOx requires staff to present an annual audit report to the Board describing area source credit activity for the preceding year. This rule established a voluntary emission reduction credit program for unpermitted sources in order to accelerate the introduction of lower-emitting technologies and provide regulated companies with alternative methods of compliance with AQMD regulations. 20. Report on Emission Limits for Rule 1189 - Emissions from Hydrogen Plant Process Vents

On January 21, 2000, the Board adopted Rule 1189 - Emissions from Hydrogen Plant Process Vents. The Board also directed staff to evaluate source test data required by the rule, and to report back to the Board no later than six months prior to January 1, 2003, on the appropriateness of the emission limit of 2.5 pounds of VOC per million cubic feet of hydrogen produced. The evaluation has now been completed and the report indicated that the emission limit is appropriate. (Review: Stationary Source Committee, May 24, 2002).

35. Approve Advanced Air Pollution Research Plan for FYs 2002-03, 2003-04, and 2004-05

In February 2002, the Board approved a workplan for the Chairman's Strategic Alliance Initiatives. As part of Initiative No. 5 - Strategic Alliance for Advanced Air Pollution Research, staff prepared a three-year plan that will provide direction for research studies and projects to support the development and enhancement of the AQMD's air programs. This research plan contains research study proposals that would be initiated in-house or through extramural contracts over the next three fiscal years. 36. Amend Rule 1168 - Adhesive and Sealant Applications

The proposed amendments to Rule 1168 address the VOC limits and compliance dates for adhesives used in the automotive and marine top and trim industry; the adhesives used for shoe and handbag repairs; plastic pipe cements, and the associated primers. The amendments also addresses the use of methylene chloride and other toxic compounds in adhesives and sealants. (Review: Stationary Source Committee, March 22 and April 26, 2002).

37. Amend Rule 1193 - Clean On-Road Residential and Commercial Waste Collection Vehicles

Staff is proposing an amendment to the sunset date of July 1, 2002 to allow the acquisition of dual-fueled heavy-duty engines for use in waste collection vehicles for an additional year. The proposed amendment is based on recent submittals by dual-fuel engine manufacturers certifying that dual-fuel engines that operate primarily on an alternative-fuel will continue to do so in a "stop-and-go" refuse collection duty cycle. 38. Submittal of Implementation Status of PM10 Portion of 1997 AQMP and PM10 Emissions Budgets for Transportation Conformity Use

As part of its 1997 AQMP submittal to EPA, the AQMD requested an extension of the PM10 attainment date from 2001 to 2006. To date, the EPA has not taken action on the PM10 portion of the 1997 AQMP. In order to facilitate the federal action, the AQMD is submitting an updated implementation schedule, PM10 emissions budgets, and a commitment to update the PM10 portion of the AQMP in 2003. 39. Allocate Rule 2202 AQIP Funds to Assist in Purchase of Natural Gas Vehicles for Taxicab Services

Due to turndown in purchase orders nationwide for new natural gas Ford Crown Victoria ULEV vehicles, staff recently discovered that potentially up to 97 Rule 1194-compliant alternative vehicles may be available to replace existing older gasoline vehicles used for taxicab services. Based on the estimated emission reduction benefits associated with the purchase of a ULEV compared to the historical purchase of an existing pre-owned TLEV, staff believes that funding assistance at this time would accelerate implementation of Rule 1194. Funding for 13 of the 97 vehicles is currently available based on prior Board actions. Funding for the remaining 84 vehicles could be made under the Rule 2202 AQIP and the emission reductions would go towards meeting the rule's emission reduction targets. Staff is recommending that the Board consider providing assistance to individual taxicab operators at a cost not to exceed $1,092,000 ($13,000 per vehicle) for up to 84 vehicles from the CY 2002 1st quarter Rule 2202 AQIP. Remaining 1st quarter Rule 2202 AQIP funds will be recommended for disbursement at a future date.
