1 Public Hearing on October 20, 2000 to Amend Rule 1610 - Old Vehicle Scrapping continued to the January 19, 2001 Board meeting. At the November 17, 2000 Board meeting, the Board set a public hearing on January 19, 2001 to adopt Proposed Rule 1132 - Further Control of Volatile Organic Compound Emissions from High Emitting Spray Booth Facilities.

2. Execute Contract to Assess, Develop and Demonstrate Low-VOC Cleaning Systems

Solvent cleaning operations contribute significantly to the South Coast Air Basin's VOC emissions. Technological advancements are needed to meet some of the year 2005 VOC limits of Rule 1171- Solvent Cleaning Operations. Based on results of a competitive solicitation, the Institute for Research and Technical Assistance scored highest and should be selected to assess, develop and demonstrate low-VOC cleaning systems. If cleaning systems compliant with the year 2005 VOC limits are successfully developed and implemented, approximately 9 tons per day of VOC emission reduction could take place. Total project cost will be $149,720, which will be borne by the AQMD. The Technology Committee reviewed this item on December 1, 2000 and recommended approval.

3. Execute Contract for Marine Vessel Emission Testing Services and Technical Assistance/Due Diligence Investigation of Proposed Carl Moyer Program Awardees - Marine Vessels

On May 19, 2000 the Board approved the release of an RFQ to provide technical assistance to the Technology Advancement program for conducting marine vessel emission testing services and due diligence investigation of proposed Carl Moyer Program Awardees for marine vessels. All submittals have been reviewed and staff recommends executing a contract with Seaworthy Systems. Total project cost is $50,000. The Technology Committee reviewed this item on December 1, 2000, and recommended approval.

4. Issue RFP for Construction Management and Consulting Services for Design/Engineering, Permitting, and Equipment Specification of Natural Gas Fueling Station at AQMD Headquarters

The AQMD desires to build and operate a new natural gas fueling station at its Diamond Bar facility that can accommodate the growing District alternative fuel vehicle fleet. The purpose of this RFP is to solicit construction management and, as an option, consulting services including site analysis/selection, design development drawings, permitting assistance and equipment specifications for a new natural gas fueling station at AQMD headquarters. The total project cost of this phase of the fueling station construction is not to exceed $45,000. The Technology Committee reviewed this item on September 22, 2000 and recommended approval.

5. Execute Contract for Janitorial Services at Diamond Bar Headquarters

On August 18, 2000, the Board approved the release of an RFP for Janitorial Services. This action is to execute a three-year contract with Bell Building Maintenance Company for an amount not to exceed $719,000. Funding for this contract has been included in the FY 2000-01 Budget and will be requested in successive fiscal years. The Administrative Committee reviewed this item on November 3, 2000, and recommended approval.

6. Execute Contract for Landscape Maintenance at Diamond Bar Headquarters

On August 18, 2000, the Board approved the release of an RFP for Landscape Maintenance. This action is to execute a three-year contract with Tropical Plaza Nursery, Inc. for an amount not to exceed $100,800. Funding for this contract has been included in the FY 2000-01 Budget and will be requested in successive fiscal years. The Administrative Committee reviewed this item on November 3, 2000, and recommended approval.

7. Establish Lists of Prequalified Vendors to Provide Mailing Services, Automotive Mechanical Repair and Services, and Unleaded Fuel

On August 18, 2000, the Board approved the release of RFQs for mailing services, automotive mechanical repair and service, and unleaded fuel. This item is to establish lists of prequalified vendors from which purchases are made for these services and supplies for a two-year period. The Administrative Committee reviewed this item on November 3, 2000 and recommended approval.

8. Issue RFP for Media Relations/Public Relations Services

At a time of heightened AQMD rulemaking, compliance and mobile source program activity, the Media Communications Office is seeking to solicit bids from qualified media relations/public relations firms to assist with media outreach programs. A firm is needed to assist the office, which handles day-to-day media communications services and programs, with proactive media outreach activities, including press conferences, media campaigns and special publicity for AQMD programs. This RFP will cover a one-year period for an amount not to exceed $120,000. The Administrative Committee reviewed this item on December 8, 2000 and recommended approval.

9. Approve Transit Bus, Heavy-Duty Vehicle, and Transportation Control Measure Projects as Part of FY 2000-01 AB 2766 Discretionary Fund Work Program; Authorize MSRC Authority to Adjust Project Costs Up 5%; and Authorize Board Chairman Authority to Execute Agreements

As part of its FY 2000-01 AB 2766 Discretionary Fund Work Program, the MSRC issued six RFPs and one RFQ seeking proposals for transit bus, heavy-duty vehicle and TCM projects. The seven solicitations closed at 5:00 p.m. on October 5, 2000, at which time 46 eligible proposals had been received. At this time the MSRC requests Board approval of several projects as part of the FY 2000-01 AB 2766 Discretionary Fund Work Program. The MSRC also requests authority to adjust project costs up to 5 percent and authority for the Board Chairman to execute agreements.

11. Remove Various Fixed Assets from AQMD Inventory

This action is to declare certain fixed assets as surplus equipment and vehicles determined to be obsolete or broken and not worth repairing. 18. Report on Implementation Study for Rule 1146.2 - Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers

Rule 1146.2 establishes NOx emission limits for large water heaters and small boilers rated between 75,000 and 2,000,000 Btu/hr heat input. The rule requires an implementation study 18 months prior to each compliance date. This report summarizes the second phase of the Implementation Study for equipment rated between 1-2 million Btu/hr. 29. Amend Rule 442 - Usage of Solvents

The proposed amendments to Rule 442 will: (1) reduce VOC emissions from equipment not subject to source-specific VOC rules; (2) establish limits to reduce emissions from coatings, resins, adhesives, inks, solvents, thinners, diluents, mold seal and release compounds, lubricants, cutting oils, heat treating and quenching oils; and (3) delete obsolete language and clarify language to improve enforceability. Cenco Refining Company, et al., United States District Court Case No. 00-05665 AHM (AIJx), Engine Manufacturers Association v. SCAQMD, United States District Court Case No. 00-09065 FMC (BQRx), and SCAQMD v. USEPA, et al., United States District Court Case No. SACV 98-9789 (HLH). It is also necessary for the Board to recess to closed session pursuant to Government Code section 54956.9(c) to confer with its counsel to decide, based on existing facts and circumstances, whether to initiate litigation (one case).
