3. Set Public Hearing January 8, 1999 to Amend Rule 1401 - New Source Review of Toxic Air Contaminants

In July 1998, the Board continued the public hearing to amend Rule 1401 to January 1999 for consideration of adding sodium hydroxide, hydrochloric acid, and nickel compounds, pending source tests to better characterize emissions from metal plating operations. The proposed amendments would add these chemicals, as well as 41 compounds for which the Office of Environmental Health Hazard Assessment has recently finalized risk values. This item was reviewed by the Stationary Source Committee on September 18, 1998.

The Executive Management Agreement between the District and Dr. Vinita C. Mathur expires January 31, 1999. The Executive Officer desires to renew Dr. Mathur's employment contract and this action is to approve the compensation package.

5. Execute Contracts with College of Engineering - Center for Environmental Research and Technology

Since 1991, CE-CERT has facilitated the transfer of air pollution control technologies from research and development to commercial implementation. Staff proposes to execute contracts with CE-CERT to perform the following: (1) Develop and Evaluate the Hynol Process for Renewable Production of Vehicle Fuel; (2) Provide Research Assistance in Expanding Rule 1138, to Include Underfired Charbroiled Cooking Operations; (3) Conduct the 1999 World Truck Conference; (4) Conduct the 1999 SAE Future Transportation Technology Conference. Total cost for the proposed projects shall not exceed $140,000. This item was reviewed by the Technology Committee on November 20, 1998, and recommended for approval.

6. Recognize and Appropriate Funds from EPA for PM2.5 Program

EPA has allocated $505,125 Section 103 Grant funds for the second year of the PM2.5 "core" monitoring program. This action is to recognize these funds from EPA upon receipt, and appropriate these funds to the FY 1998-99 Budget for the PM2.5 program. This item was reviewed by the Administrative Committee on November 20, 1998, and recommended for approval.

 7. Execute Contract to Purchase Document Scanning Services

On September 15, 1998, the AQMD released an RFP to select a vendor capable of providing scanning and indexing services for the AQMD's paper permit files. This action is to execute a contract with MSI Imaging for the purchase of document scanning and indexing services for a total amount not to exceed $45,000. Funds for this purchase are included in the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on November 20, 1998, and recommended for approval.

This item was reviewed by the Administrative Committee on November 20, 1998, and recommended for approval.

9. Implement Environmental Justice Initiative No. 8 - Field Inspection Technology Recommendations

On February 13, 1998, the Board approved the issuance of an RFP to select a contractor to identify state-of-the-science sampling, analytical and compliance assessment technologies in support of Environmental Justice Initiative No. 8 - Field Inspection Technology. On July 10, 1998, the Board approved the selection of the contractor and the execution of the contract. The contractor's report was submitted October 7, 1998 and was reviewed by staff and by the ad hoc Peer Review Group. This Board letter provides a staff analysis of this report and recommendations for the implementation of selected items. Future budget recommendations will include necessary funding.

 10. Adopt Update of Technology Advancement Plan for Clean Fuels Program

The proposed update to the Technology Advancement Plan for the AQMD's Clean Fuels Program outlines planned project expenditures for 1998-99 in accordance with Health and Safety Code Section 40448.5.1. This legislation requires that research, development, and demonstration projects for vehicle applications within the AQMD's Clean Fuels Program do not duplicate the efforts of specified organizations. Based on communications with these organizations, staff has determined that the proposed projects are not duplicative. The Plan will be updated periodically to reflect new developments. This item was reviewed by the Technology Committee on November 20, 1998, and recommended for approval.

11. Status Report on Rule 1610 Working Group

At its July 10, 1998 meeting, the Board directed staff to convene a working group consisting of Rule 1610 stakeholders to address mobile-to-stationary source trading issues, as well as credit quantification issues, and to provide the Board with recommendations at its December 1998 meeting. The Rule 1610 Working Group was formed and has met three times. This report summarizes progress on topics covered in the working group’s discussions.

18. Rule 2202 Emissions Equivalency Task Force Status Report

This is a second in a series of reports on the efforts of the Rule 2202 - On-Road Motor Vehicle Mitigation Options Emissions Equivalency Task Force. This Task Force is charged with the task of evaluating and recommending methods to make up the emissions shortfall caused by the permanent exemption of worksites with less than 250 employees from Rule 2202 compliance. This item was not reviewed by the Mobile Source Committee since there was no November committee meeting.

27. Permit Streamlining Task Force Status Report

The Permit Streamlining Task Force, composed of AQMD Board Members, industry and environmental/community group representatives, was formed in April 1998. Since its formation, it has identified and discussed a wide variety of permitting related issues. This report provides a listing and status of various permit streamlining issues discussed by the Task Force.

At the October 1998 Board meeting, the Board continued the BACT Guidelines for 60 days to allow time for the proposed reformatting to be reviewed by the Board's Advisory Groups and for staff to address the concerns expressed during the public hearing. The reformatted BACT Guidelines proposal includes an enhanced public participation process.

29. Amend Rule 1151 - Motor Vehicle and Mobile Equipment Non-Assembly Line Coating Operations

Proposed amendments will address industry/staff concerns by delaying implementation of Group II multistage topcoat VOC limits, exempting from VOC limits topcoats used on prototype motor vehicles, adding 10% usage limitation on monthly basis for specialty coatings, extending "prohibition of sale, offer for sale, and distribution" applicability to all parties involved, requiring coating manufacturers/jobbers to offer for sale clearcoats with 2.1 lbs/gal VOC or less by January 1, 1999, removing acid requirement in pretreatment coatings, and clarifying rule language. Extending implementation of multistage topcoat limit will delay emission reduction of 1200 lbs/day for approximately three and a half months, and prototype motor vehicle exemption will cause permanent emission reduction loss of 9 lbs/day. This item was reviewed by Stationary Source Committee on September 18, 1998.

30. Amend Rule 403 - Fugitive Dust and Rule 1186 - PM10 Emissions from Paved and Unpaved Roads, and Livestock Operations

As directed by the Board, staff has worked with agricultural groups, local governments, and street sweeper manufacturers to resolve implementation issues arising from the February 1997 amendment of Rule 403 and adoption of Rule 1186. Staff proposes to streamline Rule 403 agricultural requirements and postpone the effective date six months to allow for additional education/outreach. Staff is also proposing a one-year delay from the Rule 1186 January 1, 1999 procurement date for PM10-efficient street sweepers, to allow for completion of sweeper testing protocols, certification testing, and jurisdictional budgeting and procurement. Also, certain U.S. EPA SIP-approvability issues are addressed. This item was reviewed by the Mobile Source Committee on October 16, 1998.

31. Adopt Revisions to SCAQMD CEQA Implementation Guidelines

The SCAQMD's CEQA Implementation Guidelines were first adopted on February 6, 1987 and last amended on November 4, 1988. There have been several revisions to the state CEQA Implementation Guidelines since 1988 and staff has been supplementing the 1988 SCAQMD guidelines with the most current state guidelines. This action is to rescind the 1988 SCAQMD CEQA Implementation Guidelines and adopt by reference the current state CEQA Implementation Guidelines. This item was reviewed by the Administrative Committee on November 20, 1998, and recommended for approval.
