Proposed Rule 222 will establish a permit streamlining pilot program removing two categories of equipment from the permit system and placing them under a minimal reporting filing system. This action will remove approximately 5,500 pieces of equipment from the permit system. Amendments to Rule 219 will add approximately 600 pieces of equipment to the permit system. Proposed Amended Rule 401 will set the visible emissions standard for uncontrolled under-fired charbroilers to Ringelmann 2, the state standard, for no more than three years. This item was reviewed by the Stationary Source Committee on July 24, 1998.

The Executive Management Agreements for District Prosecutor Peter C. Mieras and Director of Transportation Programs Catherine L. Wasikowski expire August 18, 1998. The Acting Executive Officer proposes to execute a new contract with these individuals and this action is for the Board to approve the recommended compensation for each.

4. Execute Contract for Consulting Services to Evaluate Permit System and Recommend Solutions for More Streamlined Process for Issuing Permits

On June 12, 1998, the Board approved the issuance of an RFP to select a qualified contractor to conduct a comprehensive permit streamlining study. This study is intended to identify areas where improvements are needed and recommend specific steps that could be taken to reduce the time necessary for issuing permits. The proposal evaluation panel, which consists of both AQMD staff and Permit Streamlining Task Force representatives, has evaluated the proposals received and recommends the firm of AeroVironment Environmental Services for Board approval. The project cost of $145,806 is not included in the budget. Due to the expedited Permit Streamlining initiative time schedule, it requires a temporary reallocation of this amount from the Stationary Source Compliance budget and subsequent reinstatement by appropriation from the Undesignated Fund Balance. This item was reviewed by the Administrative Committee on July 24, 1998. Less than a quorum was available to consider this item; the two Committee Members communicated their concurrence. This item was discussed by the Permit Streamlining Task Force on July 31, 1998.

5. Execute Contract to Cost-Share Comparative Life-Cycle Assessment of Environmental Impact of Electric Vehicles Relative to Internal Combustion Engines

Various studies have focused on quantifying the exhaust and evaporative emissions benefits expected with the implementation of the ARB’s ZEV program, leaving detailed examination of other environmental factors less well quantified. ARB is in the process of selecting a contractor to conduct a study to compare the life-cycle environmental impacts, excluding exhaust and evaporative emissions, of electric vehicles relative to conventional vehicles. ARB has invited the AQMD to co-sponsor this project. This action is to execute an agreement with ARB in the amount of $100,000 out of a total budget of $200,000. This item was reviewed by the Technology Committee on June 26, 1998 and July 17, 1998, and recommended for approval.

6. Execute Contract to Cost-Share Demonstration of Fast-Response On-Board NOx Sensors for Heavy-Duty Vehicles

Fast response sensors, capable of detecting real-time NOx emissions, could be useful as tools to assist in optimizing control techniques, as well as continuously monitoring vehicle NOx emissions. ARB is in the process of selecting a contractor to demonstrate fast-response on-board NOx sensors for heavy-duty vehicles. ARB has invited the AQMD to co-sponsor this project. This action is to execute an agreement with ARB in the amount of $125,000 out of a total budget of $350,000. This item was reviewed by the Technology Committee on June 26, 1998 and July 17, 1998, and recommended for approval.

7. Execute Contract to Cost-Share Development and Pre-Commercial Demonstration of Caterpillar C-12 Natural Gas Engine

Natural gas, heavy-duty engines produce less than one-half the emissions of their diesel counterparts, and several natural gas engines are certified by the ARB as low-emission engines. However, while on-highway diesel engines are offered at 400-500 horsepower, the highest horsepower natural gas engine commercially available produces 350 HP. This lower horsepower is inadequate for many over-the-road applications. DOE’s National Renewable Energy Laboratory (NREL) proposes that the AQMD join in a project supporting Clean Air Partners efforts to bring a 425 HP Caterpillar C-12 natural gas engine to market. Total project cost is approximately $2,170,692. AQMD cost-share will not exceed $500,000. This item was reviewed by the Technology Committee on July 17, 1998, and recommended for approval.

8. Issue RFP for Implementation of Low Emission, Alternative Fuel Heavy-Duty Vehicles within Western United States

According to ARB estimates, heavy-duty vehicles make up only 2% of the overall vehicle fleet in California, yet contribute 30% of NOx and 65% of particulate matter. Heavy-duty trucks and buses are responsible for 20% of the total NOx emissions in the Basin. Low emission, alternative fuel heavy-duty engines have one-half or less the NOx emissions of their diesel counterparts and a fraction of the particulate emissions. This action is to issue an RFP to solicit cost-shared proposals to facilitate the implementation of low emission, alternative fuel, heavy-duty vehicles within the western United States. Total cost to the AQMD will not exceed $100,000. This item was reviewed by the Technology Committee on July 17, 1998, and recommended for approval.

9. Execute Contract for Security Guard Services at Diamond Bar Headquarters

On April 10, 1998, the Board approved the release of an RFQ for security guard services at Diamond Bar Headquarters. This action is to execute a three-year contract with Elite Security Services for a total amount not to exceed $681,445.44. Funding has been included in the FY 1998-99 Budget and will be requested in successive fiscal years for this contract. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

10. Establish Classification of Data Base Administrator and Add and Delete Positions

To meet the high-priority need to enhance data base management operations, staff recommends establishing a Confidential classification of Data Base Administrator and deleting a vacant Systems and Programming Supervisor position in order to add a Data Base Administrator position in Information Management. To meet field inspection, permit processing, and air monitoring priorities, staff also recommends deleting four positions—an Engineering Technician, a Data Technician, a Facilities Services Specialist, and a Purchasing Manager—and adding an Air Quality Engineer II, an Air Quality Instrument Specialist II and two Air Quality Inspector II positions. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

11. Execute Contracts for AQIP Proposals Received During First Quarter of 1998

Rule 2202 - On-Road Motor Vehicle Mitigation Options was adopted on December 8, 1995. One of the compliance strategies under Rule 2202 allows employers to invest in the AQIP. Monies received are placed in a restricted account to fund programs that result in equivalent emission reductions that would otherwise have been achieved by the participating employers. Staff evaluated the proposals received during the first quarter of 1998 and this action is to recommend two for funding. The amount available for this quarter is $888,667. This item was reviewed by the Mobile Source Committee on July 17, 1998, and recommended for approval.

12. Amend Contracts with Cordoba Corporation, Majesco Software, Inc., and Sierra Cybernetics, Inc. to Provide Short- and Long-Term Systems Development and Maintenance Support

The AQMD currently has task order-type contracts with four companies for short- and long-term system development services. These contracts are amended as additional automation needs are identified. This action is to amend the contracts with three of the four companies. Funds for these services ($80,000 to Cordoba Corporation, $204,000 to Majesco Software, Inc., $112,900 to Sierra Cybernetics, Inc.) are included in the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on July 24, 1998. Less than a quorum was present during the discussion of this item; those Committee Members who were present communicated their concurrence.

13. Adopt Resolution Authorizing the Execution of an Installment Sale Agreement for New Integrated Financial and Human Resources System

On April 10, 1998, the Board awarded a bid for new financial/human resources software, hardware, and implementation services. This action is to approve a resolution authorizing an installment sale agreement between the AQMD and Municipal Leasing Associates, Inc., for a three-year period at total cost of $721,487. Funds in the amount of $241,064 are included in the FY 1998-99 Budget to cover the initial installment sale payment and the remainder will be requested in the budgets for FY 1999-2000 and FY 2000-01. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

14. Issue RFP to Develop Additional Technologies to Monitor and Reduce Fugitive Emissions at Dry Cleaners

Fugitive emissions of perchloroethylene from dry cleaners represent a potentially significant source of risks under the California Air Toxics "Hot Spots" Information and Assessment Act (AB 2588) program. AQMD Rule 1421 requires dry cleaners to perform daily checks to ensure compliance with fugitive emissions limits for perchloroethylene, but the equipment available to detect leaks is costly and hard to maintain. This action is to issue an RFP from which qualified contractors will be selected to develop new technologies to reduce fugitive emissions at dry cleaners and to simplify, reduce, or streamline monitoring by dry cleaners. A total of $200,000 is available for this effort in the AB 2588 Air Toxics Fund. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

15. Appropriate and Reallocate Funds for PAMS Program

EPA has allocated grants funds to the AQMD which can only be used for the PAMS program. From the fourth, fifth, and sixth years of implementation of the program, $233,000, $640,596 and $715,742, respectively, were unexpended. This action is to appropriate a total of $1,589,338 which reverted to the Undesignated Fund Reserves as of June 30, 1998, and reallocate these funds to the FY 1998-99 Budget for the PAMS program. This carry-over of grant funds, due primarily to AQMD's efforts to maximize the value of sequencing annual PAMS funds, has been discussed with and accepted by EPA. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

16. Issue RFQ to Purchase Instruments for Automatic Gas Calibration Systems

As part of the air monitoring network, gas calibration systems, now over 20 years old, need to be replaced with modern, state-of-the-art equipment. The newer technology is more reliable and will improve staff efficiency. This action is to issue an RFQ to purchase up to 10 gas calibration systems. There is $69,400 allocated in the FY 1998-99 Budget for five gas calibration systems, and $70,000 for up to 5 additional systems will be contingent upon the Board’s reappropriation of PAMS unexpended funds from the fourth year implementation (Agenda No. 15). This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

17. Issue Blanket Purchase Order for Purchase of Compressed Pure Gases and Cryogenic Liquids, and Establish List of Prequalified Vendors for Purchase of Compressed Mixed Gases

On May 8, 1998, the Board approved the release of an RFQ to purchase compressed pure gases and cryogenic liquids. Also, at the same meeting, the Board approved the release of a Request for Qualifications to prequalify providers of compressed mixed gases. Seven bids for compressed gases, six bids for cryogenic liquids, and seven bids for compressed blended gases were received and evaluated. This action is to issue a blanket purchase order for the purchase of compressed pure gases and cryogenic liquids, and establish a list of prequalified vendors for the purchase of compressed mixed gases. This item was reviewed by the Administrative Committee on July 24, 1998, and recommended for approval.

18. Approve MSRC Projects within FY 1997-99 Work Program Including On-Road/Off-Road Heavy-Duty Vehicle Diesel Pollution Reduction Projects, EV Charging Station Signage Consultants, and Subvention Fund Match Projects; Authorize MSRC the Ability to Adjust Up to 5%; and Authorize Execution of Agreements

As part of the FY 1997-99 Work Program, the MSRC issued RFP #9798-20 in December 1997 for an On-Road & Off-Road Heavy-Duty Vehicle Diesel Pollution Reduction Program and RFP #9798-44 in May 1998 to Obtain a Contractor for an EV Charging Station Directional Signage Implementation Program. Both RFPs closed June 30, 1998. The MSRC considered recommendations for these two RFPs at its July 23, 1998 meeting. In addition, the Subvention Fund Match Program’s application period ended March 3, 1998. At this time the MSRC requests Board approval of several on-road & off-road projects, two contractors for the EV charging station directional signage program, and the final Subvention Fund Match Program projects. The MSRC also requests authority to adjust the project costs up to 5%; and authority to execute agreements.

At its July 10, 1998 meeting, the Board amended Rule 1610 to enhance enforceability and vehicle selection provisions and continued the hearing for one month to allow for additional public input on staff’s proposal to permanently destroy the emissions-related engine components of vehicles volunteered for scrapping. This proposal has been developed in response to EPA’s comments identifying engine destruction as a rule approvability issue.

32. Amend Rule 1902 - Transportation Conformity

In 1997, the federal Transportation Conformity Rule was amended by the U.S. EPA. The proposed amendments will incorporate (1) the recently adopted changes to the federal Transportation Conformity Rule; and (2) specific administrative changes into the interagency consultation procedures in the MOU. This item was reviewed by the Mobile Source Committee on July 17, 1998.

33. Amend Rule 1107 - Coating of Metal Parts and Products

The proposed amendment will divide the general air-dried coating category into two parts: single-component and multi-component coatings, and reduce the VOC content of the single-component coating from 2.8 to 2.3 lbs/gal. Small-use exemptions for one gallon per day and 55 gallons per year of noncompliant coatings are also being deleted due to the availability of compliant coatings. This action will reduce 1.0 ton per day of VOC emissions by March 1999. This item was reviewed by Stationary Source Committee on June 19, 1998.

36. Appoint AQMD Executive Officer (No Written Material)

Interviews for the Executive Officer position have been conducted by Governing Board members on July 29 and 31, 1998. Nine candidates were invited for interview and the Board will discuss candidate qualifications in closed session and decide on an appointment. Based on closed door discussions, the Governing Board Chair can either announce the Executive Officer appointment or announce that additional interviews would be scheduled. If an appointment is made, compensation and terms and condition of the employment contract may be decided.
