The proposed amendments to Rule 430 will clarify rule requirements for equipment breakdowns affecting non-RECLAIM pollutants, add permit condition relief, and provide reporting procedures consistent with Rule 2004 - Requirements.

Rule 2002 - Allocations for NOx and SOx;
Rule 2004 - Requirements;
Rule 2005 - New Source Review for RECLAIM;
Rule 2011 - Requirements for Monitoring, Reporting, and Recordkeeping for SOx Emissions;
Rule 2012 - Requirements for Monitoring, Reporting, and Recordkeeping for NOx Emissions; and
Rule 2015 - Backstop Provisions
The proposed amendments are necessary to clarify rule requirements and improve monitoring, reporting, and recordkeeping flexibility for RECLAIM facilities. These amendments will: provide procedures consistent with Rule 430 - Breakdown Provisions, for reporting equipment breakdowns affecting RECLAIM pollutants; provide more accurate emission factors and clarify RTC allocations after year 2010; consolidate the requirements for reports on RECLAIM issues; clarify requirements for Super Compliance facilities; provide a period of time for CEMS repairs; add language to clarify monitoring, reporting, recordkeeping, and other requirements; and allow an alternative to the NOx ending emission factor for cement kilns based on a demonstration plan.

4. Execute Contracts for Air Quality Investment Program

On March 8, 1996, the Board approved in concept the staff recommendations to execute contracts for the AQIP. At that time, staff was directed to return to the Board for final approval. Staff recommends that the Board approve the release of AQIP funds for the final quarter funding of 1995. This was reviewed by the Mobile Source Committee on April 26, 1996, and recommended for approval.

5. Execute a Contract to Cost-Share the Development of a Prototype Economical Advanced Electric Vehicle and a Plan for California Production

ARB has identified several impediments to development and production of EVs by major vehicle manufacturers, including low-volume production, uncertain market and undeveloped electric drivetrain and battery technologies. The proposed contract with ARB will produce an EV design and analysis of the processes\costs of developing and manufacturing low production volumes of advanced EVs in California. AQMD contribution to this $2.4 million program will not exceed $500,000. This was reviewed by the Technology Committee on April 10, 1996 and referred to the Administrative Committee for further review. This was reviewed by the Administrative Committee on April 19 and May 24, 1996, and recommended for approval.

6. Execute a Sole Source Contract to Help Fund the Development of Air Quality Related Educational Exhibits at the California Museum of Science and Industry's California Science Center

The California Museum of Science and Industry (CMSI) is developing modern, interactive exhibits addressing environmental, transportation, and global consequences of air pollution for its Creative World section of the newly constructed California Science Center. AQMD's cost-share for this important outreach program is $100,000. The museum is an admission-free, public facility which offers a wide range of educational programs to teachers, children and the general public. This was reviewed by the Administrative Committee on May 24, 1996 and recommended for approval.

7. Execute Contract for Enhancement of Facility Permit Processing System

The Board authorized the reissue of an RFP to seek a contractor to enhance the facility permit processing software and database. The objective of this contract is to enhance and streamline the facility permit system thereby reducing the amount of time and effort required to generate a facility permit. Staff recommends executing a contract with Sierra Cybernetics, Inc., in an amount not to exceed $400,000. This was reviewed by the Administrative Committee on May 24, 1996 and recommended for approval.

7(A).Execute Contracts with Horizon Air Measurement Services, Inc. and Team Environmental Services, Inc. for Source Emissions Testing

On February 9, 1996, the Board approved the release of an RFP to seek outside contractors to perform source emissions tests. An evaluation panel has reviewed all proposals received in accordance with established criteria and AQMD policy on consultant selection. Staff recommends contracting with the two most qualified, one of which is a woman-owned business, for a total not to exceed $300,000. Sufficient funds are available in the FY 1995-96 Budget. This was reviewed by the Administrative Committee on May 24, 1996 and recommended for approval.

8. Award Bid for Independent Audit Services for Fiscal Years Ending June 30, 1996, 1997, and 1998

On March 8, 1996, the Board approved the release of an RFP for independent financial audit services. An evaluation panel composed of outside and AQMD legal and finance staff evaluated the proposals. The top four proposals were submitted to the Administrative Committee for consideration at its May 24, 1996 meeting. The Administrative Committee interviewed representatives of each of the firms and Vargas and Company was selected to be recommended to the full Board.

9. Establish List of Pre-Qualified Vendors for Providing Mailing Services

On February 9, 1996, the Board approved the release of RFQs to solicit bids to establish a list of pre-qualified vendors from whom the AQMD may purchase various nonconsultant services and supplies. Staff is recommending three vendors to be placed on a pre-qualified vendor list for providing mailing services. This was reviewed by the Administrative Committee on May 24, 1996 and recommended for approval.

10. Issue a Request for Proposals to Audit AB 2766 Fee Revenue Recipients for Fiscal Years 1993-94 and 1994-95

AB 2766 requires any agency that receives fee revenues subvened to the AQMD from the Department of Motor Vehicles to be audited once every two years. This audit is to be performed by an independent Certified Public Accountant selected by the AQMD. This was reviewed by the Administrative Committee on May 24, 1996 and recommended for approval.

This report recaps the cooperative efforts of AQMD and various fire protection agencies in the South Coast Air Basin to coordinate and approve an acceptable level of controlled burning and thereby reduce the danger of wildland fires.

17. Tenth Semi-Annual Report of the Coachella Valley PM10 Technical Working Group

As part of Resolution 90-49 adopting the 1990 SIP for PM10 in the Coachella Valley, the Board established a Technical Working Group (TWG) to evaluate technical information and to resolve technical issues encountered during SIP implementation and its subsequent 1994 revision. One of the requirements of the TWG is to prepare semi-annual progress reports to the Board and the Coachella Valley Association of Government's Executive Committee. This is the tenth semi-annual report and covers the period July 1, 1995 through December 31, 1995.

Public outreach is an increasingly important element of the AQMD`s effective interaction with the communities it serves. These actions will enhance the AQMD`s outreach efforts.

26. Amend Rule 1136 - Wood Products Coatings

Proposed Rule 1136 amendments will establish interim VOC limits, achieving a 45% VOC emission reduction compared to current limits. Choices are provided for facilities to use waterborne topcoats or topcoats and sealers formulated with exempt compounds such as acetone. The final limits are proposed to be delayed until 2005 to allow time for low-VOC coating technology improvement and for wood coaters to adjust to low-VOC coatings. Amendments also include compliance flexibility. The rule was reviewed by the Stationary Source Committee on April 19, 1996.

27. Amend Rule 1304 - Exemptions and Rule 1306 - Emission Calculations

The proposed amendments to Rule 1304 - Exemptions and Rule 1306 - Emission Calculations provide technical clarification and return Emission Reduction Credits (ERCs) to facilities that provided ERCs to comply with the requirement to offset positive NSR balances. The proposed amendments also provide an exemption from offsets for methyl bromide fumigation equipment.
