2. Set Public Hearing January 10, 1997 to Amend Rule 403 - Fugitive Dust and Adopt Proposed Rule 1186 - PM10 Emissions from Paved and Unpaved Roads and Livestock Operations

The 1994 PM10 SIP identified candidate Best Available Control Measures (BACM) for fugitive dust sources and established technical and cost feasibility criteria for their adoption by February 8, 1997, as required by the federal Clean Air Act. District staff have completed the BACM feasibility analysis and have incorporated the BACM that meet the feasibility criteria into proposed amendments to District Rule 403 and proposed Rule 1186.

4. Set Public Hearing January 10, 1997 to Amend Rule 1145 - Plastic, Rubber & Glass Coatings

Proposed amendments will: 1) lower VOC requirements for electric dissipating and shock- free coatings; 2) replace solvent cleaning operations language with a reference to Rule 1171 provisions; 3) add a transfer efficiency requirement of 65% to be consistent with other AQMD coating rules; 4) replace outdated compliance test methods with current AQMD test methods; and, 5) add an exemption for air brush operations from transfer efficiency requirements. Proposed amendments will result in an emission reduction of approximately 1.4 tons of VOC per day. This was reviewed by the Stationary Source Committee on December 5, 1996.

5. Reorganize the Advisory Council

At its January 12, 1996 meeting the Board asked the Administrative Committee to undertake a comprehensive evaluation of the Advisory Council’s composition, duties and activities, and provide the Board with recommendations for its consideration. This action is to provide the evaluation of the existing advisory group structure and present recommendations to reorganize that structure, including the Advisory Council. This was reviewed by the Administrative Committee on November 22, 1996 and recommended for approval.

6. Establish 1997 Board Meeting Schedule

The proposed Board Meeting Schedule for 1997 (includes January 1998) is submitted for Board consideration. The related Administrative Committee meeting schedule (third Friday before a Board meeting) is included for information only. 7. Amend Conflict of Interest Code of the South Coast Air Quality Management District

The Political Reform Act requires the AQMD to review its Conflict of Interest Code biennially and submit notice to the Board regarding its accuracy or the need to amend to reflect the addition, reclassification, renaming or deletion of designated positions. As a result of personnel changes during the past two years, the code must now be amended. Individuals holding designated positions are required to disclose certain investments, income, interests in real property, business entities, and business positions and also may have to disqualify themselves from making or participating in the making of governmental decisions affecting those interests.

8. Amend Contract for Employee Relations Litigation and Negotiation Services

This recommendation is to amend the Goldstein, Kennedy & Petito contract to add an amount not to exceed $200,000 to cover extraordinary litigation expenses involving ongoing lawsuits, legal challenges relating to the June 30, 1994, layoffs and reductions in classifications, and contract negotiations. This was reviewed by the Administrative Committee on November 22, 1996 and recommended for approval.

9. Amend Four Contracts to Continue the Peer Review Process and Enhance Socioeconomic Impact Assessments

In order to further enhance the AQMD’s socioeconomic analysis, several actions are recommended. Specifically, these actions provide funding of $90,000 for: peer review and expert advice; development of labor force participation rates by ethnicity; refined sub-county socioeconomic impact analyses through internal and external databases; continued incorporation of local socioeconomic data; and sensitivity analyses of various policy scenarios. This item was reviewed by the Administrative Committee on November 22, 1996, and recommended for approval.

10. Execute Contract for Travel Agency Services

The AQMD’s current agreement for travel services expires in December 1996. On September 13, 1996 the Board authorized the issuance of an RFP and four bidders submitted proposals. This action is to award the bid for travel services to Bonneville Travel, LLC. for one year with an option to renew for two additional years. For the current FY, travel and related expenses are estimated to be approximately $190,000. This was reviewed by the Administrative Committee on November 22, 1996 and recommended for approval.

11. Execute Contract for Air Quality Modeling Evaluation of the "Cool Communities" Ozone Control Strategy

The use of light color roofing and paving materials and increased tree planting has been suggested as a strategy to reduce temperatures in high ozone receptor areas, decreasing ozone formation and energy demand for cooling. Based on results of a competitive solicitation, Environ International Corporation has been selected to conduct air quality modeling to evaluate the feasibility of the "Cool Communities" strategy. Total project cost is $44,967. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

12. Execute Contract for Air Quality Modeling Evaluation of an Ozone Control Strategy Focusing on Air Conditioning-Bound Catalysts for Ozone Scrubbing

Control strategies targeting high ozone receptor areas have been proposed as alternatives to more stringent basin-wide emission controls. One promising strategy is the use of air conditioning-bound catalysts for ozone scrubbing. Based on results of a competitive solicitation, ICF Kaiser Consulting Group, Systems Applications International, Inc. has been selected to conduct air quality modeling to evaluate the feasibility of this strategy. Total project cost is $49,457. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

13. Execute Contract with CARB to Cost-Share Heavy-Duty Vehicle Fleet Characterization for Reduction of NOx and Particulate Matter Emissions in the South Coast Air Basin

The objective of this project is to obtain detailed activity and usage data for heavy-duty vehicles (HDVs) operating in the Basin to enable the design of incentive programs to increase the percentage of HDVs with low-emitting engines. The incentive programs supported by the ARB will assist the AQMD’s efforts to attain ambient air quality standards for ozone and particulates in the South Coast Air Basin. AQMD funding for this $200,000 project shall not exceed $100,000. The remaining balance will be funded by the ARB. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

14. Issue RFP to Measure Evaporative Emissions from Off-Road Equipment Powered by Gasoline and Liquefied Petroleum Gas Engines of 25 to Less Than 175 Horsepower

Off-road equipment powered by gasoline and liquefied petroleum gas engines of 25 to less than 175 horsepower contribute significantly to the South Coast Air Basin’s mobile source emissions. There are currently no emissions standards and control requirements for these engines. The proposed RFP asks for measurement of evaporative emissions from this equipment. The emissions results will be used to suggest cost-effective control methods with estimation of potential emissions benefits. The AQMD is the sole participant in this project, and the total funding shall not exceed $150,000. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

15. Issue RFP to Develop and Demonstrate Fast Charging Systems for Electric Vehicles

Automotive original-equipment manufacturers have announced the introduction of their EVs. Besides higher capacity batteries, fast charging systems for EVs have been identified as an area in which new technology is needed. It is proposed that the AQMD issue an RFP to expedite the development of this charging technology. AQMD funding of $1,000,000 for multiple projects is proposed. Expected cost-sharing is $2,000,000 with a total project value of $3,000,000. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

16. Issue RFP to Study the Use and Impacts of Advanced Batteries in Electric Vehicles

Automotive original-equipment manufacturers have announced the introduction of their EVs, many with lead-acid batteries. Three manufacturers will sell EVs next year with advanced, higher-capacity batteries which increase EV range by 50%. These batteries may substantially alter EV usage, charging patterns and utility impacts compared to lead-acid batteries. This RFP solicits bids to conduct a study of the market and infrastructure impacts of advanced batteries in EVs. This information is crucial to ZEV introduction. Total funding is $480,000, including $240,000 being provided by the ARB. This was reviewed by the Technology Committee on November 15, 1996 and recommended for approval.

17. Issue RFP to Enhance the Current RECLAIM Trading Credit Computer System

AQMD is seeking qualified bidders to enhance the current RECLAIM Trading Credit (RTC) Computer System. The existing RTC trading program was developed for registering and tracking RTC trading information, and updating the RTC listings. Additional enhancements to the RTC trading program are needed to improve program security, to streamline the RTC trade registration process, and to expand the system to accommodate the proposed future Universal Trading Credit market. These enhancements will increase staff’s productivity and ensure enforceability of the NOx/SOx RECLAIM Program. This was reviewed by the Administrative Committee on November 22, 1996 and recommended for approval.

18. Issue RFP to Enhance Electronic Permit Application Filing System

The pilot system for filing electronic permit applications (Web-Actuated Request for Permits - WARP) was developed to fulfill part of the Board’s Regulatory Reform Initiatives. WARP went on line in November 1996. To expand WARP’s capabilities to include the remaining supplemental application forms (the full spectrum of equipment types) and all regulated facilities, an RFP should be issued to solicit bids for system expansion and enhancement. Funds for these services ($85,000) are included in the approved FY 1996-97 Budget. This was reviewed by the Administrative Committee on November 22, 1996, and recommended for approval.

19. Issue RFP to Develop Workflow Automation System and Initial Applications

A number of AQMD functions involving multiple levels of approval and cutting across organizational lines lend themselves to workflow automation (e.g., timecards, purchase requisitions, etc.). This action is to issue an RFP to solicit bids for designing and developing a workflow system and initial applications. Funds for these services in the amount of $150,000 are included in the approved FY 1996-97 Budget. This was reviewed by the Administrative Committee on November 22, 1996, and recommended for approval.

The Board conducted a public hearing December 6, 1996 in Palm Desert, California to consider adopting the Coachella Valley PM10 Attainment Redesignation Request and Maintenance Plan and certifying the Final Environmental Impact Report. The public hearing was continued to December 13, 1996.

30. Amend Rule 1130.1 - Screen Printing Operations

Proposed amendments will address concerns raised by the industry, ink manufacturers, and staff by creating higher VOC limits for various screen printing operations and postponing the implementation of the lower VOC limit for extreme performance applications. The amendments will result in a permanent emission reduction loss of 0.13 ton per day and delay the 0.28 ton per day emission reduction associated with extreme performance applications from 1998 to 2003. This was reviewed by the Stationary Source Committee on December 5, 1996.

31. Amend Rule 1124 - Aerospace Assembly and Component Manufacturing Operations

Proposed amendments will redefine adhesion promoter as an adhesive bonding primer and extend the compliance dates for: several types of adhesive bonding primers, fuel-tank coatings, solid-film lubricants and primer coatings from 1997 to either 1998, 1999, 2000, or 2002, because compliant coatings have not been qualified by all major aerospace companies. In addition, the VOC limits are proposed to be decreased for dry lubricative coatings. This was reviewed by the Stationary Source Committee on December 5, 1996.

32. Amend Rule 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II

Rule 219 identifies equipment and processes which are exempt from AQMD written permits. The proposed amendments focus on implementing the first tier of the 1996 AQMD Regulatory Reform Initiative to "eliminate permits for small businesses" by removing approximately 10,000 permits from the system and reducing the number of expected new applications by 1,000/year. The proposal would also require permits for all equipment subject to state Air Toxic Control Measures and federal NESHAP. This was reviewed by the Stationary Source Committee September 20, 1996. Fiscal impact was reviewed by the Administrative Committee October 18, 1996.
