San Pedro Bay Ports Clean Air Action Plan
(Informational Item)
The Ports of Los Angeles and Long Beach recently released
a draft joint plan of actions to reduce
emissions from
port-related sources. Representatives of
the ports will
provide an overview of the plan, followed by AQMD staff evaluation and discussion of proposed improvements and
future
AQMD actions.

Bond measure recently approved by the
Legislature for the
November ballot, with focus on
funding for air quality
improvements.

Public Comment
Members of the public are afforded the opportunity to speak on any
agenda item before or during the Board's consideration of the item. At
a special meeting, no other business may be considered. Each speaker
will be afforded three minutes to address the Board. (Govt. Code
Section 54954.3)

The special meeting was called to order by Vice Chairman Wilson at 9:00
a.m., and introductory remarks were given by Executive Officer Barry R.
Wallerstein, D.Env.
1. San Pedro Bay Ports Clean Air Action Plan
Peter Greenwald, AQMD Senior Policy Advisor, provided background regarding
staff’s view of the significance of the ports’ plan and how that plan fits
into the District’s efforts; and introduced Paul Johansen, of the Port of
Los Angeles, who gave a presentation on the ports’ clean air action plan.
Mr. Johansen and Richard Cameron, of the Port of Long Beach, responded to
questions and comments from Board members, and Mr. Greenwald concluded the
presentation with a report on the key public comments on the plan.
2. State Emission Reduction Plan for Ports and Goods Movement in California
Cynthia Marvin, California Air Resources Board, gave a presentation on
CARB’s recently adopted plan to reduce emissions from goods movement in
California.
3. Transportation Bond
Oscar Abarca, AQMD DEO of Public Affairs, introduced the item; and a
presentation was given by Jared Ficker of California Strategies and
Advocacy, LLC on the Transportation Bond measure recently approved by the
Legislature for the November ballot.
