PROPOSAL:

Authorize Purchase of Network Servers

SYNOPSIS:

Server replacements are required to support the ongoing Windows Server 2008 operating system upgrades. The existing servers are becoming obsolete and will no longer be supported by the manufacturer. This action is to authorize the purchase of HP ProLiant DL580 G5 servers to support the ongoing Windows Server operating system upgrades. Funds for this purchase ($75,000) are included in the FY 2010-11 Budget.

Authorize Procurement Manager to purchase HP ProLiant DL580 G5 servers from California Integrated Solutions at a cost not to exceed $75,000, which is allocated in the FY 2010-11 Budget.

Background

The AQMD’s network servers are used to provide file sharing, e-mail, network printing, Internet and Intranet access. AQMD is in the process of migrating to the Windows 2008 Server environment, providing a more stable network platform, increased availability, enhanced file sharing, better security, and a host of other new and improved features. In addition, demands on the network servers have steadily increased as desktop and network resources have risen. The network servers have aged to the point that they cannot provide adequate capacity, and will no longer be supported by the manufacturer.


Bid Evaluation

In accordance with the AQMD’s Purchasing Policy and Procedure No. 35, bids were solicited from firms on the List of Prequalified Vendors to Provide Computer, Network, Printer Hardware and Software, and Purchase Desktop Computer Hardware Upgrades; master agreements; cooperative agreements; and other interagency agreements with governmental entities; in order to achieve the best available price for the network servers configured as shown on Attachment A. The prequalified vendors list was approved by the Board on January 8, 2010, and is in effect for a period ending January 8, 2012. Of the fourteen vendors on the list, one is from a certified disabled veteran-owned, three are from women-minority-owned, and seven are from certified minority-owned.

Three responses were received for the request for four network servers (see Attachment B); one vendor submitted a ‘No Bid’. California Integrated Solutions submitted the lowest bid at $71,777, including sales tax. 

Proposal

This action is to authorize the Procurement Manager to execute a purchase order for four HP ProLiant DL580 G5 network computer servers from California Integrated Solutions at a total cost of $71,777. 

Resource Impacts

Sufficient funds are available in the FY 2010-10 Budget, under District General Capital Outlays ($75,000).
