PROPOSAL:

Recognize Funds, Approve Additional Truck Projects and Amend Awards under Proposition 1B-Goods Movement Program

SYNOPSIS:

CARB has informed the AQMD that additional “Year 1” Proposition 1B-Goods Movement Program funds are available from the San Diego Air Pollution Control District and the Port of Long Beach truck replacement programs.  CARB and AQMD have agreed the AQMD will administer these funds and execute contracts by December 31, 2010.  These actions are to recognize Proposition 1B Program funds and approve funding for additional truck replacement projects.  This action is also to amend truck replacement awards under the Proposition 1B-Goods Movement Program due to change of primary award recipients.

RECOMMENDED ACTIONS:

  1. Recognize upon receipt up to $2,710,000 in “Year 1” Proposition 1B-Goods Movement Program funds from CARB comprised of up to $2,610,000 for “other trucks” and up to $100,000 for “ports and intermodal rail yard trucks” projects and place them into the AQMD’s Proposition 1B-Goods Movement Program Fund (81).

  2. Authorize the Executive Officer to
  1. Execute a contract with Cascade Sierra Solutions to replace two trucks serving ports and intermodal rail yard facilities as shown in Table 1, in an amount not to exceed $100,000 from the Proposition 1B-Goods Movement Program Fund (81);

  2. Execute contracts for up to 50 additional “other trucks” replacement projects in rank order from the list of backup projects approved by the Board on June 4, 2010, under Agenda No. 9, in an amount not to exceed $2,500,000 from the Proposition 1B-Goods Movement Program Fund (81); and

  3. Amend Proposition 1B-Goods Movement Program awards approved by the Board on February 5, and June 4, 2010, to change award recipients from Pier West Transportation for eight trucks, Rudy Vernon Gomez for one truck and Westar Transport for eight trucks to Cascade Sierra Solutions for unchanged award amounts as outlined in Table 2.

Background

Under the “Year 1” Proposition 1B-Goods Movement Program, the AQMD was allocated approximately $115 million through six different grants from CARB.  Besides a $3 million grant for locomotive projects, the remaining funds have been for truck replacement and retrofit projects.  Despite the fact the program was suspended several times due to unavailability of bond funds, the AQMD has successfully implemented all the projects on a tremendously compressed schedule.  CARB has now informed the AQMD that additional “Year 1” Proposition 1B Program funds are available for truck replacement projects, for which contracts must be fully executed by December 31, 2010.   

Proposal

Under the “Year 1” Proposition1B-Goods Movement Program, $2,610,000 in “other trucks” and $100,000 in “ports and intermodal rail yard trucks” grant funds are available from the San Diego Air Pollution Control District and the Port of Long Beach, respectively.  CARB and AQMD have agreed that AQMD will administer these funds, with an allowed five percent for administrative costs.  Staff proposes using the remaining funds to replace up to 50 additional “other trucks” replacement projects in rank order from the list of backup projects approved by the Board on June 4, 2010, under Agenda No. 9, in an amount not to exceed $2,500,000 from the Proposition 1B-Goods Movement Program Fund (81). In addition, two backup projects approved by the Board on September 11, 2009 for trucks serving ports and intermodal facilities as shown in Table 1 are proposed to be funded in an amount not to exceed $100,000.  

Furthermore, some applicants that were approved for truck replacement projects under the Proposition 1B Program have opted to finance the new trucks through a lease program provided by Cascade Sierra Solutions (CSS).  This requires a transfer of awards to CSS, since CSS will become the award recipient and the original recipients will be leasing the new trucks from CSS with an option to purchase the new trucks at the end of the five-year contract term.  This action is to amend Proposition 1B-Goods Movement Program awards approved by the Board on February 5, and June 4, 2010, to change award recipients from Pier West Transportation for eight trucks, Rudy Vernon Gomez for one truck, and Westar Transport for eight trucks to CSS for unchanged award amounts as outlined in Table 2.  

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids was published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.   Additionally, potential bidders may have been notified utilizing AQMD’s own electronic listing of certified minority vendors.  Notice of the RFP/RFQ has been mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s website (http://www.aqmd.gov.  Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.  

Benefits to AQMD

The successful implementation of the truck projects will reduce NOx, PM and other pollutant emissions in a cost-effective and expeditious manner which will help achieve the goals of the 2007 AQMP.  The new vehicles funded under this program are expected to operate for many years which will provide long-term emission reduction benefits at the Ports and in the region.  

Resource Impacts

Total funding for the proposed projects shall not exceed $2,600,000 from the Proposition 1B-Goods Movement Program Fund (81), upon receipt of funds from CARB.
