Barry R. Wallerstein, D.Env. Background CAPCOA along with CARB and U.S. EPA are hosting a Climate Change Forum at the end of August 2010. The Forum will bring together distinguished national, state, and local leaders to share their perspectives for advancing climate change programs, addressing key issues and questions, and expressing their views for what the future holds. The AQMD along with the Bay Area AQMD, Sacramento Metropolitan AQMD, San Luis Obispo APCD, and San Diego APCD will be participating partners of the Forum. CAPCOA is seeking cosponsorship from its member air districts. A copy of the sponsorship opportunities is attached. Proposal Staff is recommending that the Chairman execute a contract with CAPCOA to cosponsor the Climate Change Forum at a cost not to exceed $50,000 from the Clean Fuels Fund (Fund 31). Sufficient funds are available from the Clean Fuels Fund. Sole Source Justification Section VIII.B.2 of the Procurement Policy and Procedure identifies four major provisions under which a sole source award may be justified. This request for a sole source award is made under provision B.2.d.: Other circumstances exist which in the determination of the Executive Officer require such waiver in the best interest of the AQMD. Specifically, these circumstances are: B.2.d.(1) Project involving cost sharing by multiple sponsors. The CAPCOA Climate Change Forum is cosponsored by several entities including other California air districts. AQMD’s contribution of $50,000 will help support the Forum. Benefits to AQMD One of the purposes of the CAPCOA Climate Change Forum is to look at ways various state and federal climate change programs could be harmonized. Venues such as the Climate Change Forum provide the AQMD opportunities to develop effective implementation approaches to the AQMD’s climate change initiative. Resource Impacts The requested sponsorship funding of $50,000 for the CAPCOA Climate Change Forum will be from the Clean Fuels Fund. Sufficient funds are available in the Clean Fuels Fund, which is established as special revenue from the state-mandated Clean Fuels Program. The Clean Fuels Program, under Health and Safety Code Sections 40448.5 and 40512 and Vehicle Code Section 9250.11, establishes mechanisms to collect revenues from mobile sources to support projects to increase the utilization of clean fuels, including the development of the necessary advanced enabling technologies. Funds collected from motor vehicles are restricted, by statute, to be used for projects and program activities related to mobile sources that support the objectives of the Clean Fuels Program. CARB has identified that mobile sources contribute about 40 percent of the greenhouse gas emissions. As mobile source emission reduction strategies are implemented, there will be potential concurrent criteria pollutant emission reductions, which will help the region attain ambient air quality standards. In addition, transportation fuels play an important role in reducing greenhouse gas emissions and criteria pollutant emissions. California has set a goal to reduce greenhouse gas emissions from conventional petroleum fuels. CARB has adopted a low carbon fuel standard regulation calling for 10 percent reduction in carbon intensity from all fuel types. Low carbon fuels will be one of the topics of the CAPCOA Forum.
