PROPOSAL:

Issue Program Announcement for Heavy-Duty Diesel Truck Retrofit Projects under the Proposition 1B – Goods Movement Emission Reduction Program

SYNOPSIS:

At the February 19, 2010 meeting, the Board issued a new solicitation for additional truck replacement projects for “Year 1” of the Proposition 1B – Goods Movement Program. Subsequently, CARB informed AQMD that the program must include a retrofit option, though this option is not available to drayage trucks due to the statewide drayage truck regulation. Most truck owners/operators prefer to replace their old trucks rather than retrofit. Since CARB has reallocated the balance of funds from the drayage truck category to the other trucks category, this retrofit option has to be offered. This action is to issue a program solicitation for heavy-duty diesel truck retrofit projects under the Proposition 1B program.

Background

At the February 19, 2010 Special Board Meeting, a new solicitation for additional truck replacement projects for “Year 1” of the Proposition 1B – Goods Movement Program was approved for release. Subsequently, CARB informed AQMD that the program must include a retrofit option because CARB has re-allocated the balance of funds from the drayage truck category to the other trucks category. Given the response from applicants in a previous solicitation for retrofit funding, the expectation is that there will be a low demand for retrofit funding due to the upcoming compliance dates and the low incentive amount of only $5,000 per retrofit device offered by the program. Most truck owners/operators prefer to replace their old trucks rather than retrofit. Nevertheless, due to the re-allocation of grant funds by CARB, AQMD is required to offer a retrofit option.  

Proposal

Staff proposes to issue Program Announcement #2010-08 to solicit heavy-duty diesel retrofit projects for the Proposition 1B - Goods Movement Program. The funding amount will be up to $5,000/retrofit device. Drayage trucks will not be eligible for retrofit funding since these trucks are subject to the statewide drayage truck regulation. Applications received in response to this solicitation will be evaluated and, if eligible, ranked along with the truck replacement projects approved as eligible under PA #2010-07. All retrofit and replacement projects approved for Proposition 1B funding must have fully executed contracts by no later than June 30, 2010, the statutory deadline to encumber the “Year 1” Proposition 1B funds.  

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the Program Announcement and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin. 

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the Program Announcement will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Benefits to AQMD

The successful implementation of this program will reduce PM emissions in a cost-effective and expeditious manner to meet the goals of the 2007 AQMP. The vehicles and equipment funded under this program will operate for many years in the South Coast region and provide long-term emission reductions. 

Resource Impacts

Total funding for projects approved under PA #2010-08 will come from the Proposition 1B – Goods Movement Program Fund (81).
