Barry R. Wallerstein, D.Env. Background Health and Safety Code Section 40501.1(b) requires the AQMD to appoint a Hearing Board Advisory Committee composed of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles. The following individuals, with a variety of professional experience, served on the Advisory Committee for this recruitment. They are:
The current Medical Member, Dr. Michael Glovsky, one of the two public members, Ms. Marti Klein, and one of the two public alternates, Tom Eichhorn, requested reappointment. The second public alternate seat has been vacant since the passing of Alan Stazer in August 2009. The other incumbent public member and the incumbent medical alternate are retiring and, therefore, did not seek reappointment. Based on the attached criteria developed by the Advisory Committee, the Committee members and selected AQMD staff (the Senior Policy Advisor, the Public Advisor, and the Director of Strategic Initiatives) evaluated the resumes of the 12 public member candidates, and ranked the individuals according to their scores. Based on the ranking, the Committee then narrowed the candidates to a short list of six candidates who were interviewed by the Advisory Committee. As there were only six medical member candidates, the Advisory Committee evaluated the resumes and interviewed all six candidates. After interviewing all 12 medical and public candidates, the Advisory Committee deliberated and unanimously agreed upon a recommendation to refer the top three medical candidates and top six public candidates to the Administrative Committee for interviews, ranked by the Advisory Committee as follows:
* incumbent member Proposal After interviewing each of the nine candidates, the Administrative Committee recommended that the Board reappoint Dr. Michael Glovsky as Medical Member, Medical Member M. Michael Glovsky, M.D. – A physician at the Asthma and Allergy Center in Pasadena, Dr. Glovsky was appointed to the Hearing Board in May 2009 as the medical member. He is Board Certified in Allergy and Immunology, as well as Diagnostic Laboratory Immunology. Dr. Glovsky graduated from Tufts University and received his medical training at Tufts Medical School in Boston, Massachusetts. He completed additional training at Baltimore City Hospital, the National Institutes of Health, Walter Reed Army Institute of Research and the University of California, San Francisco Medical School. Alternate Medical Member Robert F. Wayner, M.D. – Dr. Wayner is a board certified neurological surgeon with extensive experience in the field of oncology and neurosurgical oncology, recognized locally and nationally in the fields of cancer, airway management, brain tumors, trauma, intracranial pressure and the effects of the environment. Dr. Wayner graduated from McGill University, Montreal, Quebec, Canada with an Honors Degree in Physiology and Neurophysiology, and received his medical training at Albany Medical College in Albany, New York. He completed his residency in neurosurgery at Washington Medical Center in Washington, D.C. Dr. Wayner is a consultant to the United States Department of the Defense, the National Football League, Cal Optima, the California Foundation for Medical Care, MemorialCare, the British Paediatric Trauma Sociaty, Tenet Healthcare and the American College of Surgeons Commission on Cancer. He is published on topics including Pediatric Neurotrauma, clinical cancer research, nursing textbooks, cancer programs, brain tumors, clinical case review design, cerebral glucose metabolism and versions of the Advanced Life Support Manual. Dr. Wayner is also President of Wayner Instruments, specializing in medical devices/software development and publishing. Public Members Marti Klein – Marti Klein was appointed to the position of Public Member with the AQMD Hearing Board in June 1995. With thirty years of experience in the environmental and related fields, Ms. Klein brings a multidisciplinary approach to the Hearing Board. In addition to air quality, her specialties include public health, economics, and real estate and land use issues. She received her Master of Urban and Regional Planning degree from San Jose State University, and her bachelor's degree in Geography from UCLA. In addition, she completed graduate work in Epidemiology and Environmental Health at California State University, Northridge. Prior to joining the Hearing Board, she was employed in the private industrial sector as a consulting environmental planner and scientist, and managed environmental compliance programs for a major aerospace manufacturer. Ms. Klein is enrolled in the Administrative Law and Dispute Resolution Certificate programs of the National Judicial College of the American Bar Association, and is a member of the National Association of Administrative Law Judiciary. In addition, she is an active member of the Air & Waste Management Association, serving on the Higher Education Division and, as Vice Chair, Women’s Professional Development committees of the A&WMA Education Council. Ms. Klein is also a faculty member for the Advanced Hearing Board Workshop of the California Air Resources Board, serving as a panel member and developing and presenting sessions on topics ranging from cultural diversity, ethics, and professional conduct to excess emissions calculations. In addition to her duties on the Hearing Board, Ms. Klein teaches Geography at Saddleback College and Cypress College, and is also co-owner of James Klein Creative, a corporate communications consulting firm. Patricia Byrd – Ms. Byrd started her career in 1979 as a field health inspector in San Bernardino County, after graduating from Oakwood University in Huntsville, Alabama, with a bachelor’s degree in Biology and attending Loma Linda University, where she received a Master of Public Health degree with an emphasis in Environmental Health. She has since served as an environmental health specialist for both San Bernardino and Riverside Counties in consumer health protection and hazardous materials programs. She has been an adjunct instructor for Chaffey and Riverside Community colleges, and an environmental consultant for the Inland Empire Small Business Development Center. She has served as the Environmental Programs Director for the Soboba Band of Luiseno Indians, and represented the American Lung Association of the Inland Counties as its Director of Environmental Health. She has also served on various committees and advisory groups, including: Steering Committee for the Western Regional Pollution Prevention Committee, Co-Chair of the Southern California Pollution Prevention Committee, Advisory Committee for the Inland Empire Cal/EPA Permit Assistance Center, U.S.EPA Tribal Air Quality Designations Work Group, Riverside County Clean Cities Committee, Board Member for the Center for Community Action and Environmental Justice, and the SCAQMD Ethnic Community Advisory Group. Alternate Public Members Tom Eichhorn – Appointed to the Hearing Board as Alternate Public Member in June 2001, Mr. Eichhorn has been associated with the SCAQMD for the past 28 years, having served for seven years as an Alternate to the SCAQMD Governing Board Member representing the County of Orange, and then twelve years as SCAQMD’s Media Liaison Officer and then Director of Communications, prior to his appointment to the Hearing Board. His work experience includes nine years as a newspaper reporter, both before and after he received his B.A. degree in English/Creative Writing from the University of Iowa, Writers Workshop; the Orange County Transit District, as the district’s first Public Information Officer; and Orange County Board of Supervisors, as Executive Assistant to three County Supervisors. This background has provided him experience in contentious negotiations and facilitating economic issues with serious community impacts, as well as negotiations regarding labor agreements, legislation, and local government issues, which has enabled him to assist the Hearing Board in arriving at creative solutions within the established guidelines and procedures. Since his retirement in 2000, Mr. Eichhorn has also written unpublished mystery novels. Andris Abele – Mr. Abele has been involved in air pollution and energy related issues throughout his professional career of 30 years. He has worked within industries that have worked to solve air pollution problems as well as being regulated by the South Coast AQMD. He has an understanding of the AQMD’s processes and policies, having worked at the AQMD, as a Program Supervisor and then Manager in the Technology Advancement Office, for almost 10 years. He also brings insight and perspective of the challenges in trying to commercialize emerging clean air technologies in an emerging, yet-to-develop market. He is currently with UCLA’s Institute for Technology Advancement, helping provide guidance and resources to the School of Engineering and Applied Sciences on energy and environmental technologies. He also worked as Executive Director and Chief Technology Officer with a Tier One supplier of advanced alternative fuel, hydrogen, fuel cell, and hybrid electric vehicle systems to the automotive industry. Mr. Abele holds a B.S. degree in Engineering from University of California, Los Angeles, where he graduated Magna Cum Laude, and an M.S. degree in Environmental Engineering Science from California Institute of Technology, Pasadena. Fiscal Impacts Sufficient funds are budgeted each year to compensate those who serve on the Hearing Board.
