PROPOSAL:

Approve Additional Port Drayage Truck Replacement Projects under Proposition 1B Goods Movement Emission Reduction Program

SYNOPSIS:

In November 2009, the Board recognized additional Proposition 1B funds from CARB and approved LNG truck projects from the second phase of the program. CARB requested AQMD evaluate the remaining diesel truck applications from the second phase of the program and subsequently approved funding for the eligible projects in accordance with the Proposition 1B guidelines and latest streamlining efforts by CARB.  AQMD staff has completed evaluating the applications and this action recommends funding the additional eligible Port drayage truck replacement projects in an amount not to exceed $5,400,000 from the Proposition 1B Program Fund.

Background

At its July 10, 2009 meeting, the Board recognized up to $49 million from CARB for the LA/Inland Empire Corridors partial allocation of the first year Proposition 1B Goods Movement Program funds and approved the release of Program Announcement #PA2010-02 to solicit projects for replacement of pre-2004 diesel drayage trucks.  Over 1,600 applications were received, and on November 6, 2009, the Board approved contract awards for 1,358 eligible truck replacement projects.  In order to maximize the number of LNG truck deployments, the Board also approved 63 LNG truck applications that were submitted in the second phase of the Program Announcement, between July 24 and August 7, 2009.

In early January of this year, CARB indicated that the available bond funds should be used to evaluate and fund the remaining diesel truck applications submitted in the second phase.  Eligible projects would be granted the same extension date of April 30, 2010 as the first phase of the program.  There are 108 diesel truck applications in the second phase, and recognizing the magnitude of this effort, CARB has streamlined the evaluation criteria for the expedited implementation of these trucks.

Proposal

Staff proposes the Board approve contracts for up to 108 drayage truck replacement projects, as listed in Table 1, in an amount not to exceed $5,400,000 from the Proposition 1B Goods Movement Program Fund (81).  These projects were submitted to AQMD during the second phase of the program solicitation between July 24 and August 7, 2009.

CARB approved the use of Proposition 1B funds for projects approved as eligible by AQMD pursuant to the Proposition 1B Guidelines and/or the latest streamlining document provided by CARB.  Since there are adequate Proposition 1B funds for all eligible projects, CARB has agreed to generate and post the rank list for these projects after the projects are approved by the AQMD.

Outreach

In accordance with AQMDs Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids was published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Air Basin.  Also, staff has held several public workshops in the South Coast Air Basin, advertised in a trade journal, and has used consultants for outreach purposes.

Additionally, potential bidders may have been notified utilizing AQMDs own electronic listing of certified minority vendors.  Notices of the RFP/RFQ have been mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMDs website (http://www.aqmd.gov).  Information was also available on AQMDs bidders 24-hour telephone message line (909) 396-2724.

Benefits to AQMD

The successful implementation of the truck projects will reduce NOx, PM and other pollutant emissions in a cost-effective and expeditious manner which will help achieve the goals of the 2007 AQMP.  The new vehicles funded under this program are expected to operate for many years which will provide long-term emission reduction benefits at the Ports and in the region.

Resource Impacts

Total funding for the truck replacement projects listed in Table 1, shall not exceed $5,400,000 from the Proposition 1B-Goods Movement Program Fund (81).
