Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Below is a summary of key issues addressed at the MSRCs meeting on November 18, 2010. The MSRCs next meeting is currently scheduled for Thursday, December 16, 2010, at 2:00 p.m. in Conference Room CC8; however, there is a possibility this meeting will be canceled.

Adoption of 2011 Meeting Schedule

At its November 18, 2010 meeting, the MSRC adopted its 2011 meeting schedule, which is attached for your reference (Attachment 1). The MSRC will continue to meet on the third Thursday of every month at 2:00 p.m. and its Technical Advisory Committee will continue to meet on the first Thursday of every month at 1:30 p.m. Both meetings are typically conducted in Room CC8.

Issue RFP for New MSRC Website and Maintenance Services as Part of FY 2010-11 Work Program

The MSRC maintains a website which was initially developed in 2005 by HiP Design on the MSRCs behalf. Over the last five years, a variety of new options for content management system platforms and hosting have become available. The newer platforms provide for more flexibility and smoother processing. Additionally, much of the current hosting hardware, although still operational, is outdated and needs replacement. And finally the websites appearance needs to be refreshed and updated. It has also been determined that the existing MSRC database and its contents can be smoothly moved to newer platforms if a new website is desired. At its November 18, 2010 meeting, the MSRC unanimously approved a Request for Proposals #P2011-13 to identify and retain a contractor to develop, host and maintain their new website. The MSRC has allocated $100,000 for this effort as part of its FY 2010-11 Work Program. The AQMD Board will consider issuance of the RFP at its December 3, 2010 meeting.

The MSRC also received and filed two website-related reports, one provided statistical data on usage of the MSRCs existing website; the second, an update on the development and usage of the MSRCs Facebook page.

Approval of FY 2010-11 Work Program Elements/Categories

Over the last few months the MSRC and its Technical Advisory Committee and support staff have been brainstorming categories for its FY 2010-11 AB 2766 Discretionary Fund Work Program. Five subcommittees were formed to assist with this process --Vehicles; Infrastructure; Local Government Match; Transportation Control Measures; and Showcase. At its October 21, 2010 meeting, the MSRC received updates and provided feedback and direction on the potential work program categories and the parameters thus far identified for each. They also approved three elements for immediate action. These included:

  • development of a new MSRC website including hardware upgrades and maintenance and hosting for two years; $100,000 was set aside and the MSRC directed preparation of an RFP for consideration at its next meeting;
  • upgrades to its existing website to conduct a pilot project for online proposal submission;  $1,500 was allocated for these website upgrades and would be addressed through a modification to HiP Designs contract; and
  • Implementation of a Follow-On Showcase Off-Road Diesel Exhaust After-Treatment Program; $2,250,000 was identified from funds previously set aside but not spent for Showcase-related efforts and staff will begin developing solicitations to launch this follow-on Showcase Program.

Subsequently, at its November 18, 2010 meeting, the MSRC unanimously approved the remaining work program categories and funding allocations totaling more than $22 million for the FY 2010-11 AB 2766 Discretionary Fund Work Program. They also directed their staff and Technical Advisory Committee to begin preparation of solicitations to implement the Work Program. The categories and funding allocations approved by the MSRC are as follows: 

  • Local Government Match Program (with a mandatory online submission work program requirement) - $5 Million
  • Alternative Fuels Infrastructure - $5 Million
  • Off-Road Engine Repowers - $3.5 Million
  • On-Road Engine Repowers - $3.5 Million
  • Alternative Fuel School Bus Incentives - $1.5 Million
  • School Bus Life Extension Program - $1.5 Million
  • Event Center Shuttles - $1.5 Million
  • Multi-Mobility Hubs - $1 Million
  • 511 Smart Phone Application - $200,000

The AQMD Board will consider the FY 2010-11 Work Program elements/categories at its December 3, 2010 meeting. Solicitations to implement each category will be brought forward to the MSRC and AQMD Board for consideration in the near future.

Contract Modification Request

The MSRC considered one contract modification for Palm Springs Disposal Services Contract #MS07049, which provides $96,000 towards the purchase of three refuse collection trucks equipped with advanced natural gas engines. They unanimously approved a no-cost, ten-month contractual term extension.

Contracts Administrators Report

The MSRCs AB 2766 Contracts Administrator provides a written status report on all open contracts from FY 2002-03 through the present. The Contracts Administrators Report for November 2010 is attached (Attachment 2) for your information.
