PROPOSAL:

Unfund Manager Position, Establish New Class, and Reclassify Supervisor Position

SYNOPSIS:

Upcoming retirements provide an opportunity to achieve efficiencies through restructuring. To that end, this item is to combine the Building Maintenance and Business Services units under the Business Services Manager, unfund the Building Maintenance Manager position, and reclassify Building Maintenance Supervisor to a new class of Building Supervisor. The net annual cost savings of these changes is approximately $139,629.

  1. Establish the new classification of Building Supervisor, adopt the attached class specification as part of AQMD’s classification plan, and amend the Salary Resolution to establish a salary range of $61,654.82 – 76,386.20

Background

The significant number of retirements AQMD is experiencing affords opportunities to achieve organizational efficiencies and cost reductions. One such opportunity is to combine building maintenance and business services units in Administrative and Human Resources under a single manager. Prior to AQMD’s relocation to its newly constructed headquarters in Diamond Bar, building maintenance reported, through a supervisor, to the Business Services Manager. With the move to the new facility, with its innovative building features, a management-level Building Engineer position was established to assure effective implementation of new systems and to establish building maintenance protocols and procedures. Now that protocols and procedures are in place, it makes sense to return to the leaner structure and to eliminate the manager position over building maintenance.


Proposal

To enhance efficiency and reduce budgetary costs, staff recommends combining the Building Maintenance and Business Services units into a single unit under the Business Services Manager. With this restructuring, a vacant Building Maintenance Manager position would be unfunded and the existing Building Maintenance Supervisor class would be reclassified to the new classification of Building Supervisor, with higher-level responsibilities to provide support to the Business Services Manager. The pay proposed for the new class is approximately ten percent above the pay for the existing Building Maintenance Supervisor class. Since the incumbent has successfully served a probationary period, staff recommends he be reclassified with his position.

The reclassification recommendation regarding the Office Clerical and Maintenance Bargaining Unit class has been discussed with the unit’s labor representative, who has agreed to this change.

Resource Impacts

The approximate annual budgetary savings of these changes is $139,629.

A Resolution of the South Coast Air Quality Management District Board amending AQMD’s Salary Resolution to establish the new classification of Building Supervisor at a salary range of $61,654.82 – 76,386.20.

WHEREAS, the Governing Board of the South Coast Air Quality Management District exercises its duty to review and determine appropriate wages, hours, and other terms and conditions of employment provided to employees. 

THEREFORE, BE IT RESOLVED that the Board of the South Coast Air Quality Management District, State of California, in regular session assembled on April 2, 2010, does hereby amend AQMD’s Salary Resolution to establish the new classification of Building Supervisor at a salary range of $61,654.82 – 76,386.20.

TITLE: BUILDING SUPERVISOR Approved:  

DEFINITION: Under general direction, supervises building and grounds maintenance activities and provides support to the Business Services Manager; and does other work as required.

CLASSIFICATION STANDARDS: This single-position class is characterized as a working supervisor, with the responsibility to plan, coordinate, and supervise the maintenance and repair of District-owned machinery, equipment, and facilities, including building grounds, and to provide assistance to the Business Manger.

EXAMPLES OF DUTIES:

Plans and implements a preventive maintenance program for District facilities; analyzes situations, troubleshoots problems, and devises and implements expeditious, safe, cost-effective solutions; contacts vendors, as needed, and authorizes expenditures within specified limits.

Assigns and performs work; supervises and evaluates the work of assigned staff.

Meets with various staff and vendors on facility-related matters and ensures effective customer service in responding to needs.

Prepares plans and specifications for facility repairs and alterations and prepares cost estimates; assists manager in preparing requests for proposals (RFPs), requests for quotes (RFQs), invitations to bid (ITBs), and contracts for facility-related work, such as HVAC, water treatment, landscape, and standby power systems; assures contracted work meets specifications.

Maintains detailed building and grounds documentation and detailed records and reports of all work performed.

Provides assistance to Business Services Manager in support of facility operations; assists in the determination of office layout and space allocation.

Repairs and maintains machinery and mechanical equipment in accordance with diagrams, sketches, specifications, and operations manuals; locates and corrects electrical problems involving generators, motors, transformers, switches, controls, and conduit circuits.

Performs a variety of machining operations, using various machine tools to rework parts or materials; sprays and brush paints coatings on rough and finished building surfaces, furniture, and equipment, etc.

Moves materials, equipment, and machinery; cleans parts, fixtures, equipment, and machinery.

Constructs, installs, and repairs structures and fixtures; fits and installs window frames, doors, door frames, interior and exterior trim, and hardware, such as locks.

Drafts preliminary building maintenance budget for the manager; conducts research, compiles data, and prepares reports relating to the facility.

Keeps abreast of technical developments in the field of facilities maintenance.

Participates in the District’s emergency preparedness plan.

MINIMUM REQUIREMENTS:

Training and experience which would demonstrate the knowledge, skills and abilities required to perform general maintenance work using tools and equipment necessary to perform a variety of electrical, carpentry, painting, plumbing, utility, and mechanical maintenance duties; ability to plan and supervise the work of journey-level workers and to maintain detailed records and reports - AND - experience which would demonstrate the knowledge of principles and practices of supervision.

LICENSE: California Class "C" Driver's License.
