PROPOSAL:

Adopt Resolution to Renew General Services Agreement with County of Los Angeles

SYNOPSIS:

Since its inception, AQMD has contracted with the County of Los Angeles for the provision of various services such as treasury services, vehicle gasoline and compressed natural gas, retirement program administration, and various supply items. The estimated annual cost of these services is $81,000. The current agreement expires on June 30, 2010. This action is to adopt a Board Resolution to renew the agreement for a period of five years beginning July 1, 2010 and ending June 30, 2015.

Adopt the attached resolution which authorizes the Chairman to execute the attached Agreement setting forth those services desired from County of Los Angeles.

Background

AQMD executed a five-year agreement in July, 2005 with the County of Los Angeles for provision of various services. The agreement permits AQMD to obtain services such as administration of the AQMD’s Retirement Plan and Treasury functions at rates determined by the County Auditor/Controller. The agreement provides a contractual mechanism whereby the AQMD may avail itself of various services provided by the County of Los Angeles but does not preclude the AQMD from obtaining these services from other sources if it is in the AQMD’s best interest to do so.

Proposal

This action is to adopt the attached Resolution which authorizes the Chairman to execute an Agreement and sets forth those services desired from the County of Los Angeles.

Resource Impacts

Funds for the first year of the agreement are being requested in the FY 2010-11 Budget and will be budgeted for in the second through fifth years.

A resolution of the South Coast Air Quality Management District Governing Board authorizing a General Services Agreement with the County of Los Angeles and specifying services required of it. 

WHEREAS, the Board of the South Coast Air Quality Management District (District) desires to contract with the County of Los Angeles (County) for performance by the County of certain services; and 

WHEREAS, the District has authority to contract for such services pursuant to Health and Safety Code Section 40701 (f);

THEREFORE, BE IT RESOLVED that the South Coast Air Quality Management District Governing Board hereby authorizes its Chairman to execute a General Services Agreement with the County of Los Angeles and requests the Board of Supervisors of the County of Los Angeles to execute said Agreement and to authorize County departments to continue to provide the following services:

  1. All treasury functions as are normally performed for County Special Districts. The functions shall include the processing of South Coast Air Quality Management District warrants and investment services.

  1. Administer the District’s Retirement Plan for those employees participating in the Los Angeles County Employee’s Retirement Association. The Plan provided is similar to that provided for County employees and shall provide the same services to the District as is provided to County Special Districts.

  1. Sell to the District gasoline, compressed natural gas and oil for District vehicles at rates to be determined by the County. The gasoline allocation under this agreement shall be the same as the County’s allocation for nonemergency vehicles if the allocation is restricted.

  1. Purchase such supplies as may be requested by the District. Payment by the District shall be for actual cost of supplies ordered and an overhead charge fixed by the County.
