PROPOSAL:

Amend Contract with Sloat Higgins Jensen & Associates for Consulting Services on Current Legislative Activities

SYNOPSIS:

On April 20, 2009, the Executive Officer executed a consulting contract with Sloat Higgins Jensen & Associates to provide expert services to the AQMD regarding current legislative activities. The proposed action seeks necessary Board approval to amend the contract to extend the contract term for one additional month and increase the contract amount by $10,000. Funding is included in the FY2009-10 Budget, bringing total contract funding to $59,000.

RECOMMENDED ACTIONS:

Authorize the Executive Officer to amend the contract with Sloat Higgins Jensen & Associates (#C09369) to extend the contract term for one additional month and increase the contract amount by $10,000.

Background

On April 20, 2009, the Executive Officer executed a consulting contract with Sloat Higgins Jensen & Associates to provide expert services to the AQMD regarding current legislative activities.

The key personnel member on this consulting contract is Carolyn J. Veal-Hunter, a Governmental Advocate at Sloat Higgins Jensen & Associates. She is a licensed attorney with over 15 years of legislative experience and has served as both Principal Consultant and Chief Consultant to the Assembly Utilities and Commerce Committee under the direction of two chairpersons. Ms. Veal-Hunter brings a unique understanding of California’s state energy agencies, where she has special expertise. Ms. Veal-Hunter has also represented clients before various State departments and has specific expertise regarding the California Public Utilities Commission. She has been instrumental in assisting the AQMD with current legislative efforts and staff wishes to retain her key services for this additional period of time.
 

Proposal

The proposed action seeks necessary Board approval to amend the existing contract with Sloat Higgins Jensen & Associates to extend the contract term for one additional month and increase the contract amount by $10,000. Funding is included in the FY 2009-10 Budget, and will bring total contract funding to $59,000.
