PROPOSAL:

Report of RFPs and RFQs Scheduled for Release in November

SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of November. 

COMMITTEE:

Administrative, October 9, 2009. Less than a quorum was present during the discussion of this item; the Chairman communicated his concurrence and recommendation that this item be forwarded for Board consideration with no approval or disapproval recommendation from the Committee.

RECOMMENDED ACTION:

Approve the release of RFPs/RFQs for the month of November.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin. 

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

Request for Proposals for a Contractor to Provide Technical Support for AQMD Upper Air Meteorological Monitoring Network

Staff has identified a continuing need for contractor services to provide technical support for the routine operation, maintenance and data management of the five-station AQMD PAMS upper air meteorological network. This specialized technical assistance will ensure quality data through the implementation of consistent maintenance schedules, operating practices and timely field repairs. The contract effort will provide data management and accessibility to meet the needs of AQMD, U.S. EPA and others, including network summary and event analyses. Funding, not to exceed $90,000, has been identified in the FY 2009-10 Budget from the U. S. EPA Section 105 Grant supplement for the PAMS Program. This contract shall be renewable for up to three additional years, based on availability of funds and satisfactory performance.

Issue RFP to Establish List of Pre-qualified Legal Counsel to Represent the AQMD in Finance and Related Matters

From time to time, the AQMD requires the assistance of outside legal counsel having expertise and experience in finance and related matters. The purpose of this RFP is to solicit qualified law firms or sole practitioners to establish a pre-qualified list that District Counsel may use to advise and represent the AQMD in finance and related matters, including revenue, expenditure, tax, investment contracts, bond issues, contractor bankruptcies and District funding programs. The total funding for this RFP will be a maximum of $50,000 for a three-year period. The intent of this RFP is to create a list of knowledgeable and experienced finance attorneys or firms and to contract with them as matters arise. Due to the indefinite nature of the work, the actual contract amount for each contractor selected cannot be determined at this time.
