Background To reduce the number of high-mileage, high-maintenance-cost vehicles in AQMD's fleet and to promote the use of dedicated-CNG vehicles, AQMD budgets annually for the replacement of high-mileage vehicles that are no longer cost effective to maintain and repair. Twenty-five vehicles were approved for purchase in FY 2008-09. However, due to budget constraints, this action is to purchase only the five vehicles needed for five new inspector positions added in the FY 2008-09 Budget. CNG vehicles in the fleet meet District needs and set an example for achieving emissions reductions. Since CNG sedans are not currently available through the State of California Multiple Award Schedule, the Procurement Manager would solicit bids through a formal RFQ process and would purchase the five vehicles from the lowest-cost responsive bidder(s). Proposal Staff recommends the Board authorize the Procurement Manager to release RFQ #Q2009-07 and, based on bid results received, to execute a purchase order for an amount not to exceed $150,000 for the purchase of five dedicated-CNG compact sedans from the lowest-cost responsive bidder(s).
