PROPOSAL:

Issue RFQ and Purchase Order for CNG Compact Sedans for AQMD Fleet

SYNOPSIS:

This action is to issue an RFQ to solicit bids for the procurement of up to five dedicated-CNG compact sedans for AQMD’s fleet and to issue a purchase order for an amount not to exceed $150,000 for purchase of the five vehicles from the lowest-cost bidder(s). The FY 2008-09 Budget includes funding for 25 vehicles; however; due to budget constraints, this action is to purchase only the five vehicles needed for the five new inspector positions added in the FY 2008-09 Budget.

RECOMMENDED ACTION:

Authorize the Procurement Manager to release RFQ #Q2009-07 for purchase of five dedicated-CNG compact vehicles and, upon receiving the bids, to execute a purchase order to purchase vehicles from the lowest-cost responsive bidder(s) for an amount not to exceed $150,000.

Background

To reduce the number of high-mileage, high-maintenance-cost vehicles in AQMD's fleet and to promote the use of dedicated-CNG vehicles, AQMD budgets annually for the replacement of high-mileage vehicles that are no longer cost effective to maintain and repair. Twenty-five vehicles were approved for purchase in FY 2008-09. However, due to budget constraints, this action is to purchase only the five vehicles needed for five new inspector positions added in the FY 2008-09 Budget. CNG vehicles in the fleet meet District needs and set an example for achieving emissions reductions. Since CNG sedans are not currently available through the State of California Multiple Award Schedule, the Procurement Manager would solicit bids through a formal RFQ process and would purchase the five vehicles from the lowest-cost responsive bidder(s).
 

Proposal

Staff recommends the Board authorize the Procurement Manager to release RFQ #Q2009-07 and, based on bid results received, to execute a purchase order for an amount not to exceed $150,000 for the purchase of five dedicated-CNG compact sedans from the lowest-cost responsive bidder(s).
 

Resource Impacts

Sufficient funds for the purchase of these five fleet vehicles have been included in the FY 2008-09 Budget.
