PROPOSAL:

Report of RFPs and RFQs Scheduled for Release in March

SYNOPSIS:

This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of March.

COMMITTEE:

Administrative, February 13, 2009. Less than a quorum was present during the discussion of this item; the acting Chairman communicated concurrence and recommended this item be forwarded for Board consideration with no approval or disapproval recommendation from Committee.

RECOMMENDED ACTION:

Approve the release of RFPs/RFQs for the month of March.

Background

At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.
 

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
 

Proposal Evaluation

Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

RFP #P2009-13 Issue Request for Proposal for Employee Litigation and Negotiation Services WIESE/3460
  AQMD contracts with outside law firms for employee relations litigation services and for legal counsel on labor and employment law matters. Current contracts expire June 30, 2009. This action is to issue an RFP for the purpose of pre-qualifying law firms to provide these services as needs arise. Funds for these services in the amount of $200,000 will be requested in the FY 2009-10 Budget and in successive fiscal years.  


REQUESTS FOR QUALIFICATIONS - Prequalified Vendor List

RFQ #Q2009-04 Issue Request for Quotation to Establish List of Prequalified Vendors for Compressed EPA Protocol Calibration Gases, Ultrapure Air, and Other Gases Needed for Satisfying Federal Air Monitoring Program Requirements MIYASATO/3249
  AQMD expects to spend approximately $40,000 to purchase compressed EPA Protocol calibration gases, ultrapure air, and other gases needed in support of Federal air monitoring programs in fiscal year 2009-10. These gases are used in the AQMD’s monitoring stations and laboratory for calibration, auditing, and as instrument supply gases. This action is to issue an RFQ to purchase EPA Protocol calibration gases, ultrapure air, and other gases needed in support of ambient monitoring programs in FY 2009-2010. Funds for these purchases will be requested in the FY 2009-10 Budget.  


REQUEST FOR QUOTATIONS – Commercial Off-the-Shelf Equipment

RFQ #Q2009-05 Issue Request for Quotation to Purchase Compressed Pure Gases and Cryogenic Liquids MIYASATO/3249
  AQMD expects to spend approximately $115,000 to purchase compressed pure gases and cryogenic liquids in fiscal year 2009-10. These gases are used in a wide variety of analytical and monitoring needs. The laboratory uses compressed gases as carrier gases and purging agents, and cryogenic liquids are used to concentrate samples for gas chromatographic analysis for PAMS, Environmental Justice, compliance, special studies and other network samples. Ambient monitoring stations also use compressed gases for normal and special monitoring operations. This action is to issue an RFQ to purchase compressed pure gases and cryogenic liquids in FY 2009-2010. Funds for these purchases will be requested in the FY 2009-10 Budget.  
RFQ #Q2009-06 Issue Request for Quotation for Laboratory Information Management System (LIMS) MIYASATO/3249
  The Laboratory processes thousands of samples annually. Many are routinely scheduled such as those from the PM and PAMS networks. There are, however, a large segment of samples that are received ad hoc, such as those from compliance staff, special monitoring projects, and emergency responses. Currently, a manual sample log-in process and multiple, independent excel-based sample tracking systems are used. A Laboratory Information Management System (LIMS) would allow for more integrated sample log-in, tracking, prioritization, automated quality assurance functions, report generation and centralized data storage. A LIMS would also provide enhancements in communication with other AQMD data bases such as the air monitoring data base, Legal’s database, or those used by Engineering and Compliance (such as CLASS). Sufficient funds have been allocated for the purchase of a LIMS in the FY 2008-09 Budget.
