PROPOSAL:

Issue RFP for Information Technology Audit

SYNOPSIS:

AQMD requires the services of qualified Information Technology (IT) audit professionals to perform an IT performance audit to help determine opportunities for hardware, system and software modernization. This action is to issue an RFP for a technological position audit. Its purpose is to review and evaluate the information technologies currently in place and those that are needed to support AQMD’s business goals.

Background

An information technology (IT) audit is an examination of information systems (hardware and software) within an IT infrastructure. The focus of an IT audit can vary depending on needs and resources. A technological position audit reviews the technologies currently being used and the technologies that are needed to achieve business goals and objectives. During an IT audit, the auditor collects and evaluates evidence of an organization’s information systems, practices, and operations. In a technological position audit, this evaluation of the obtained evidence determines if changes are needed in the existing structure to meet current and future needs.

Proposal

It is proposed that AQMD solicit bids from qualified IT professionals who have received or are qualified to receive the Certified Information Systems Auditor (CISA), or similar credentials to perform a technological position audit. This audit should review and evaluate the IT technologies the agency currently has and that it needs to add to achieve the agency’s information systems goals and objectives.

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFP/RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFP/RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov/ where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

Proposals will be reviewed and evaluated by a diverse, technically qualified panel in accordance with criteria contained in the attached RFP. In addition, the most qualified firms may be interviewed by the Administrative Committee of the Board for the purpose of final recommendation.

Proposed budget

The total funding from the AQMD for this RFP will be determined as part of the selection process and will be subject to subsequent budget approval by the Board, if applicable.
