The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

Clean Air Act Emissions Fees for Major Stationary Sources of VOC and NOx
Rule 317 is continued to February by direction of the Board to allow consideration of any forthcoming guidance from U.S.EPA and allow consideration of alternative emission baseline determination methods.

Reduction of VOC Emissions from Lacquer Thinners and Paint Thinners (CTS-04)
Rule 1143 is moved to February from January to allow staff additional time to address public comments made since the Set Hearing and to consider significant changes to the rule language.

VOC Emission Reductions from Lubricants (CTS-01)
Rule 1144 is moved to February from January to allow for additional staff analysis and input from stakeholders.

Particulate Matter Control Devices (BCM-01)
Rule 1155 is moved to May from March to allow additional staff time for analyses and public input.

Further Reductions of Particulate Emissions from Cement Manufacturing Facilities
Rule 1156 is moved to March from February to accommodate a mobile public hearing in the affected community.

Fugitive Emissions of Volatile Organic Compounds and Releases from Components of Petroleum Facilities and Chemical Plants
Amendment of Rule 1173 is moved forward to February to correct paragraph (l)(5) to reference paragraphs (h)(6) and (h)(7) instead of (h)(4) and (h)(5).

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources.

Note:

AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
