The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

102 Definition of Terms
Rule 102 is moved to June from April to allow additional time to examine recently exempted compounds by the U.S. EPA.
317 Clean Air Act Emissions Fees for Major Stationary Sources of VOC and NOx
Rule 317 is continued to March to allow consideration of any forthcoming guidance from U.S. EPA and allow consideration of alternative emission baseline determination methods.
433 + Natural Gas Fuel Specification (CMB-04)
Rule 433 is moved to June from April to allow additional time for staff analysis and public review.
1112.1 Emissions of Particulate Matter from Cement Kilns
Rule 1112.1 is moved forward to June based on data received from stakeholders.
1401 New Source Review of Toxic Air Contaminants
Rule 1401 is moved to June from March to allow staff additional time for analysis and review.

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources.
Note: AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
