This report highlights AQMD rulemaking activity and public workshops potentially scheduled for the year 2009.

The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes that occurred since last month’s forecast are summarized.

433 Natural Gas Quality (CMB-04)
As a result of the rule development process progressing earlier than previously anticipated Proposed Rule 433 is moved forward to June from September.
1111 NOx Emissions from Natural Gas-Fired Fan Type Central Furnaces (CMB-03)
Rule 1111 is moved to October from June. Staff is awaiting technical input from the manufacturer’s organization to better classify equipment categories for rule development and emissions formulation. Additional time is needed to incorporate the data to draft rule language for internal and Proposed Amended Rule 1111 Task Force review.
1112.1 Emissions of Particulate Matter from Cement Kilns
Rule 1112.1 is moved to September from June to allow staff additional time for review and analysis of emissions data.

Solvent Degreasers
Solvent Cleaning Operations
Rules 1122 and 1171 are moved forward to May. The proposed amendments will extend a compliance date, include an exemption and clarify language for these rules.
1145 Plastic, Rubber, and Glass Coatings
Rule 1145 is moved to September from June to allow staff additional time to review and analysis of emissions data.
1155 Particulate Matter Control Devices (BCM-01)
Rule 1155 is moved to September from May to allow more time for analysis and public process.

Requirements for Stationary Diesel-Fueled Internal Combustion and Other Compression Ignition Engines
Agricultural Stationary Compression Ignition Engines
Proposed Amended Rule 1470 and Proposed Rule 1471 are to address changes to the state Air Toxics Control Measures (ATCM) for agricultural diesel powered engines. These amendments are currently being implemented through the state ATCM and are being delayed to November from May to allow staff to work on higher priority projects.
2511 Credit Generation Program for Locomotive Head End Power Unit Engines
Proposed Rule 2511 is moved to September from May to allow more time for discussions and public input regarding project life and surplus issues.

Reg. IV, IX, X, XI, XIV, and XX Rules Various rule amendments may be needed to meet the requirements of state and federal laws (e.g., SB 700), address variance issues/technology-forcing limits, or to seek additional reductions to meet the SIP short-term measure commitment. The Air Toxics Control Plan (ATCP) is being updated to include new measures to address toxic emissions in the basin. The revised ATCP will include a variety of measures that will reduce exposure to air toxics from stationary, mobile, and area sources.
Note: AQMD may add control measures necessary to satisfy federal requirements, to abate a substantial endangerment to public health or welfare, state regulatory requirements or SIP commitment.
