PROPOSAL:

Issue RFQ to Establish List of Prequalified Vendors for Mailing Services

SYNOPSIS:

On December 7, 2007, the Board approved a prequalified list of vendors for mailing services. This prequalified list currently contains only two vendors. This action is to release a new RFQ to establish a new list of prequalified vendors, to ensure better competitive bids.

Background

In December 2007, the Board approved a prequalified list of vendors to provide mailing services to AQMD for a three-year period. The current list includes only two vendors. Staff anticipates that releasing a new RFQ will attract additional qualified vendors to provide AQMD with a more competitive bidding process for mailing services.
 

Proposal

Staff recommends the Board authorize release of RFQ #Q2008-24 to solicit bids from qualified vendors interested in providing mailing services over a three-year period.
 

Outreach

In accordance with AQMD’s Procurement Policy and Procedure, a public notice advertising the RFQ and inviting bids will be published in the Los Angeles Times, the Orange County Register, the San Bernardino Sun, and Riverside County Press Enterprise newspapers to leverage the most cost-effective method of outreach to the entire South Coast Basin.

Additionally, potential bidders may be notified utilizing AQMD’s own electronic listing of certified minority vendors. Notice of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, the State of California Contracts Register website, and placed on the Internet at AQMD’s Web site (http://www.aqmd.gov where it can be viewed by making menu selections “Inside AQMD”/“Employment and Business Opportunities”/“Business Opportunities” or by going directly to http://www.aqmd.gov/rfp/index.html). Information is also available on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
 

Proposal Evaluation

Proposals received will be evaluated by a diverse, technically qualified panel in accordance with criteria contained in the attached RFQ.
