PROPOSAL:

Amend Contract with PCR Services, Inc. to Provide Technical Support for Upper Air Monitoring Network

SYNOPSIS:

In June 2003, PCR Services, Inc. (PCR) was the successful bidder to RFP #P2003-28 to provide technical support for the AQMD PAMS upper air meteorological monitoring. Based on PCR’s responsiveness and satisfactory performance during the current contract effort, staff recommends the PCR contract be amended to: (1) increase the amount by $50,000 allocated from the U.S. EPA Section 105 Grant for the 12th Year of PAMS; and (2) extend the contract term through September 30, 2005.

Authorize the Executive Officer to amend the existing contract with PCR Services, Inc. to: (1) increase the contract amount by $50,000 allocated from the U.S. EPA Section 105 Grant for the 12th Year of PAMS; and (2) extend the contract term through September 30, 2005.

Background

On April 4, 2003, RFP #P2003-28 was released to solicit consultants capable of providing technical support for the operation of the AQMD PAMS upper air meteorological monitoring network. PCR Services, Inc. (PCR) was the successful bidder and the contract was executed on June 24, 2003 in an amount not to exceed $50,000 utilizing U.S. EPA Section 105 Grant funds reallocated from the 9th Year PAMS program. The contracted effort includes field support and data management tasks for the radar wind and temperature profilers, sodars and surface meteorological instrumentation at the upper air stations. In addition to successfully performing instrumentation upgrades, calibrations, maintenance and data processing tasks at the three operational upper air stations, PCR has played a critical role in the identification of a new station location in Orange County and in the resolution of a radar interference problem at the Ontario Airport station. The initial contract has had relatively high up-front costs, primarily due to the need for the consultants to undergo airport security screening for Los Angeles and Ontario International Airports and obtain the necessary clearances. In addition, there have been costs associated with learning AQMD’s complex instrumentation and data requirements. The economic benefit of not repeating these startup costs, along with PCR’s satisfactory performance, makes it desirable to retain the same contractor for this work for an additional year. On December 5, 2003, the Board recognized and appropriated U.S. EPA Section 105 Grant funds for the 12th Year PAMS program (Agenda Item No. 7) and allocated $50,000 to continue the contracted technical support for the PAMS upper air program.

Proposal

Based on PCR’s responsiveness and satisfactory performance to date, as well as the economic benefit due to high initial start-up costs for this effort, staff recommends that the PCR contract be amended to increase the total award by $50,000 and to extend the term to September 30, 2005. This $50,000 utilizes funds approved for this purpose from the 12th Year U.S. EPA Section 105 Grant.

Resource Impacts

Funds in the amount of $50,000 have been budgeted for the PAMS upper air technical support contract from the U.S. EPA Section 105 Grant for the 12th Year PAMS program. Since this contract uses PAMS pass-through funds, it will not impact AQMD staff or fiscal resources.
