The proposed amendments to Rule 442 will: (1) reduce VOC emissions from equipment not subject to source-specific VOC rules; (2) establish limits to reduce emissions from coatings, resins, adhesives, inks, solvents, thinners, diluents, mold seal and release compounds, lubricants, cutting oils, heat treating and quenching oils; and (3) delete obsolete language and clarify language to improve enforceability. (B) Proposed Rule 1132 - Further Control of Volatile Organic Compound Emissions from High Emitting Spray Booth Facilities

Proposed Rule 1132 will further reduce VOC emissions from spray booths operated by the highest-emitting facilities. Facilities subject to the rule will be required to install add-on control systems and reduce their spray booth emissions or demonstrate compliance through an alternative compliance plan. The proposed rule will establish a two-tiered compliance schedule that will become effective in 2003 for the higher emitting facilities and 2004 for the remaining facilities subject to the rule. The proposal implements portions of Control Measure CTS-09 of the 1999 AQMP Amendments. (Review: Stationary Source Committee on September 22, 2000 and October 27, 2000.)

3. Execute Contract to Evaluate Performance of Emission Control Technologies for Underfired Charbroilers

AQMD's Proposed Rule 1138.1 is to control PM and VOC emissions for commercial underfired charbroilers. A newly developed and/or improved control technology will be tested and evaluated at CE-CERT, from the following control technologies recommended by the Rule 1138.1 Working Group: 1) Microwave Filter System, 2) Bubbler Ventilation System, and 3) Grease, Particle, and Gas Filter System. AQMD's contribution to this project shall not exceed $15,000. The Technology Committee reviewed this item on September 22, 2000 and recommended approval.

4. Execute Contract to Cosponsor Enhancement of L/CNG Fueling Station Evaluation and Upgrade

The proposed project would incorporate advanced LNG fueling technology at the UPS Ontario Airport facility. The station is a prime location to provide accessibility to fleets in the Inland Empire. The Board originally approved this effort in March 1999. At that time, the Gas Research Institute (GRI) was unable to secure the necessary technical partner to upgrade the station. GRI has now secured the cooperation of ALT-USA to perform the upgrade. Total cost to the AQMD for this project will not exceed $35,000. Total project cost is approximately $179,733; the Gas Research Institute will provide $35,000, and ALT-USA will contribute $104,733. The Technology Committee reviewed this item on September 22, 2000 and recommended approval.

5. Appropriate Funds from Clean Fuels Fund and Execute Purchase Agreements for Three Alternate Fuel Vehicles for Alternative Fuel Vehicle Loan Program

As part of of the Technology Advancement Alternative Fuel Vehicle Loan Program, the AQMD demonstrates alternate fuel vehicles with available low-emission and clean-fuel technologies. It is proposed that the AQMD purchase three compressed natural gas (CNG)-powered Ford Crown Victoria Sedans. Total cost to the AQMD for these three vehicles will not exceed $29,000 per vehicle. The Technology Committee reviewed this item on September 22, 2000 and recommended approval.

7. Execute Contract to Purchase Private Data Network Services to Support Emissions Reporting System

On August 18, 2000, AQMD released an RFP to select vendors capable of providing Private Data Network (PDN) services to support the telecommunication and data processing needs associated with the AQMD�s electronic Emission Reporting System requirements for RECLAIM. This action is to execute a contract with Pacific EnviroSystems for PDN development and services in the amount of $50,000, and to issue a purchase order to NDC eCommerce to perform PDN services in the amount of $75,000. Funds for this purchase are available in the FY 2000-01 Budget. The Administrative Committee reviewed this item on October 13, 2000, and recommended approval.

8. Execute Contract to Purchase Ingres Relational Database Management System Software

On April 21, 2000, AQMD released an RFP to select vendors capable of providing Ingres Relational Database Management System software or equivalent. The Ingres database software is used for the implementation of the Central Information Repository Database. This database is used by most enterprise-level software applications at the AQMD, and currently supports a suite of client/server and web-based applications known collectively as the Clean Air Support System (CLASS). The CLASS applications are used to support many of the AQMD core activities. This action is to execute a five-year purchase contract with Computer Associates International, Inc. for Ca-Ingres II Database software licenses, support and maintenance for an annual cost of $210,629. The Administrative Committee reviewed this item on October 13, 2000 and recommended approval.

9. Execute Contract for Management Firm to Operate Diamond Bar Headquarters Cafeteria

The contract for the management and operation of the Diamond Bar Headquarters cafeteria expires on December 31, 2000. On May 19, 2000, the Board authorized the release of an RFP to select a cafeteria management firm. This action is to execute a three-year contract with Food Systems, Inc. to manage and operate AQMD's cafeteria. The Administrative Committee reviewed this item on October 13, 2000 and recommended approval.

10. Establish List of Prequalified Vendors to Provide Printing Services

On July 21, 2000, the Board approved the release of an RFQ for printing services. This item is to establish a list of prequalified vendors for printing services for a two-year period. The Administrative Committee reviewed this item on October 13, 2000 and recommended approval.

11. Issue RFP for Workers' Compensation Claims Third-Party Administrator and/or General Liability Adjusting Services

AQMD contracts with JT2 Integrated Resources for third-party administration of workers� compensation claims. This contract is scheduled to expire October 31, 2001. However, JT2 has claimed it cannot meet AQMD service requirements under current contract cost arrangements. To ensure the most cost-effective services are obtained, staff recommends releasing the RFP at this time and potentially terminating the current contract effective June 30, 2001, or, if necessary, earlier. This action is to issue an RFP to solicit proposals from state-certified third-party administrators. AQMD is also seeking, with this RFP, proposals from these administrators or other qualified contractors to perform general liability claims adjusting services. The contract(s) would be for a one-year base period, commencing July 1, 2001, with two additional one-year options, at AQMD�s discretion. The Administrative Committee reviewed this item on October 13, 2000 and recommended approval.

12. Inter-District Transfer of Emission Reduction Credits to Antelope Valley Air Pollution Control District and to Mojave Desert Air Quality Management District

Three companies request inter-district transfer of Emission Reduction Credits (ERCs) generated and issued in the SCAQMD to other districts. The Blythe Energy Project requests transfer of VOC ERCs to their facility in Blythe, California. Blythe is located in the Mojave Desert AQMD. Northrop Grumman requests transfer of VOC ERCs to their facility in Palmdale, California. Lockheed Martin requests transfer of VOC, NOx, CO and PM10 ERCs to their facility in Palmdale, California. Palmdale was previously part of the SCAQMD, but is now located in the Antelope Valley Air Pollution Control District. California Health and Safety Code Section 40709.6 and SCAQMD Rule 1309(h) specify the requirements that allow ERC transfer between air districts provided, in addition to meeting other requirements, approval of such transfer has been obtained from both the air district in which the ERC is generated and the air district to which the ERC is transferred. This item was reviewed by the Stationary Source Committee on October 27, 2000.

28. Procedures for Calculating Toxic Risk Reduction from Vehicle Emissions

On June 16, 2000, the Governing Board directed staff to develop procedures for calculating toxic risk reduction from vehicle emissions. The calculations are to be based on the unit risk factors as approved by the California Office of Environmental Health Hazard Assessment (OEHHA). This report presents the staff recommended procedure. The procedure entails determining the emission rates for carcinogenic chemicals or surrogates, and the calculation method to yield a total risk weighted emission rate for each vehicle engine family for toxic chemicals. The relative toxicity from different vehicles can then be compared. Emission rates are to be determined by CARB approved methods. The Mobile Source Committee reviewed this item on August 25, 2000, September 22, 2000 and October 27, 2000

29. Report on Control Technologies for Medium-Duty Diesel-Powered Vehicles

In the Rule 1191 - Clean On-Road Light- and Medium-Duty Public Fleet Vehicles, adopting resolution, the Board directed staff to report on the state-of-science of control technology for diesel-powered medium-duty vehicles, and to compare emissions from engines powered by diesel and other transportation fuels. The staff has summarized the necessary technical information on medium-duty vehicles. Although significant progress has been made in diesel engine and control technology, these vehicles are still emitting more NOx and PM emissions than other transportation fuels. Low sulfur diesel fuels and further advancements in engine design and control devices will be necessary for these vehicles to comply with LEV II emission requirements. No changes are recommended for Rule 1191, subject to technological development in the future. The Technology Committee reviewed this item on September 22, 2000.

The AQMD is proposing to amend several rules as part of a recordkeeping streamlining project that implements recommendations from the Monitoring, Recordkeeping, and Reporting Task Force. Proposed amendments will allow sources that meet certain criteria the option to keep monthly, rather than daily, records of VOC emissions. Outdated portions of the rules have also been updated. 31. Amend Rule 1146 - Emissions of Oxides of Nitrogen from Industrial, Institutional, and Commercial Boilers, Steam Generators, and Process Heaters

Proposed Amended Rule 1146 will address issues raised by CARB regarding implementation of all feasible measures and make Rule 1146 as stringent as the requirements of other California air districts, as required by the 1994 SIP settlement agreement. Proposed amendments to Rule 1146 will lower the NOx emission limit from 40 ppm to 30 ppm, add an annual testing requirement, and may change monitoring, recordkeeping or reporting requirements. 32. Amend Rule 1102 - Petroleum Solvent Dry Cleaners

The proposed amendments will: address CARB comments to make the rule as stringent as other comparable rules in the state relative to transfer machines; include new provisions for closed-loop machines; and, incorporate appropriate perchloroethylene ATCM requirements. Proposed amended Rule 1102 will achieve VOC emission reductions through phasing out transfer machines that use solvents containing VOCs and requiring closed-loop machines instead. The proposed amendments will exempt all types of dry cleaning machines that use solvents containing Group II exempt compounds other than perchloroethylene except for certain recordkeeping and reporting requirements. Other minor changes will be made to improve clarity and enhance enforceability. (Review: Stationary Source Committee on September 22, 2000)
