4. Award Contract for California Environmental Quality Act Analysis Assistance

At its October 8, 1999 meeting, the Board approved the release of an RFP to secure assistance with preparing environmental analyses as required by CEQA. Nine proposals were received and reviewed by a qualified evaluation panel and it is recommended that the most qualified bidders be awarded time and materials contracts, divided between four consultants, for a total amount not to exceed $200,000. This item was reviewed by the Administrative Committee on December 17, 1999, and recommended for approval.

5. Execute Contract for Legislative Representation in Washington, D.C.

At its August 1999 meeting, the Board approved the release of an RFP to solicit proposals for legislative representation in Washington, D.C. Eleven proposals were submitted. Based on the evaluation of the proposals submitted and interviews of the potential candidates, the Legislative Committee recommends that the Board authorize the Chairman to execute a contract with Patton Boggs, L.L.P.

6. Execute Contract to Purchase Desktop Computer Hardware

AQMD operational efficiency is ever more dependent on staff's desktop computer systems, and many software applications (both off-the-shelf and in-house developed applications) are exceeding the capacity of the present desktop systems. This action is to authorize the purchase of new desktop computer systems, with adequate capacity to support current software applications, to replace older desktop systems. These replacements are in accord with AQMD�s Information Management strategic plan. Funds for this purchase ($150,000) are included in the FY 1999-00 Budget. This item was reviewed by the Administrative Committee on December 17, 1999, and recommended for approval.

7. Execute Contract to Co-Sponsor Evaluation of Emissions Durability of Off-Road LPG Engines Equipped with Three-Way Catalysts

Large spark-ignited off-road engines powered by LPG and gasoline are important contributors to NOx and VOC emissions in the Basin. Based on the results of the recently completed project conducted by Southwest Research Institute (SwRI) and jointly sponsored by the AQMD and the ARB, these emissions can be reduced significantly with the application of three-way catalysts. This action proposes a follow-up project to be conducted by SwRI to assess the durability of emission control systems on large spark ignited off-road engines operating on LPG. This $250,000 project shall be cost shared by the AQMD in an amount not to exceed $100,000 and the ARB contributing the balance of $150,000. 8. Execute Contract to Cost-Share Completion of Relocating Solar Based Hydrogen Refueling Facility

On May 8, 1999, the Board awarded $50,000 to Clean Air Now, Inc. to relocate its solar hydrogen refueling station from Xerox, El Segundo to Sunline Transit facility near Palm Desert, California. Due to a substantial increase in the engineering and financial scope of the project involving the host partner, SunLine Transit Agency and the U.S. Department of Energy, the project could not be completed on time. Sunline Transit is managing the construction at their site. Staff is recommending that AQMD contract with Sunline Transit, the construction manager and host, for $55,000 to complete the relocation and safety review. Total project cost is $325,000. This item was reviewed by the Technology Committee on December 17, 1999. Less than a quorum was present during the discussion of this item. 9. Amend Contract to Co-Sponsor Evaluation on Effects of Biodiesel and Other Clean Fuel Blends on Exhaust Emission Rates and Reactivity � Phase 2

Biodiesel blends and other types of low-sulfur diesel fuels may have the potential to reduce significantly exhaust emissions from diesel burning engines. Staff recommends amending contract #99120 with CE-CERT in an amount not to exceed $90,531 which would add two additional fuels comprised of a low-sulfur diesel fuel called EC-diesel and a biodiesel produced from recycled cooking oil called OXyG B60 to the existing test matrix. Southern States Power Inc. will co-fund $25,000 of this additional effort. This item was reviewed by the Technology Committee on December 17, 1999. 10. Execute Agreement to Cost-Share Determination of Non-Registration Rates of On-Road Vehicles

The vehicle emissions inventory is based upon the number of vehicles registered by the Department of Motor Vehicles. However, a 1989 study indicated that 8% of the on-road vehicles are not registered for up to a month and 1% are not registered for two or more years. The ARB issued a solicitation with California University Services to determine the non-registration rates of on-road vehicles. Through this competitive process, the ARB selected UCR CE-CERT to conduct this project. Staff recommends executing an agreement with the ARB in an amount not to exceed $50,000 to cost-share this $210,000 project. This item was reviewed by the Technology Committee on December 17, 1999. 11. Issue RFP for Development of Very Low NOx Heavy-Duty Natural Gas Engine and Accept Co-funding from California Energy Commission and US Department of Energy

Natural Gas Heavy-Duty Engines are typically certified at ARB low-NOx emission standards of 2.5 g/bhp-hr NOx or less, significantly below the heavy-duty engine emission standard of 4.0 g/bhp-hr. ARB proposes that transit bus engines be certified to 0.5 g/bhp-hr NOx in 2004 and 0.2 in 2007. Staff proposes to co-fund development of natural gas engines to meet this standard in the near term. Total funding for this RFP will not exceed $2,500,000. The AQMD's Clean Fuels Program will provide $1,000,000, with maximum co-funding of $500,000 from the CEC, and $1,000,000 from the DOE. It is expected that there will be multiple awards from this RFP. This item was reviewed by the Technology Committee on December 17, 1999. 12. Authorize AQMD Membership in California Fuel Cell Partnership and Execute Contract to Cost-Share Support Services to Partnership

The California Fuel Cell Partnership has invited the AQMD to join as a full member. The Partnership seeks to demonstrate fuel cell vehicles through on-road operation and development of supporting fueling sites beginning in 2000.

13. Recognize and Allocate EPA 105 Grant Funds and Approve Purchase of Paperless Chart Recorder Data Acquisition Systems

AQMD received $42,500 in EPA Section 105 Grant funds originally allocated for a demonstration of a Remote Optical Sensing. With the concurrence of AQMD, EPA redesignated these funds for the purchase of paperless chart recorder data acquisition systems. EPA has also previously provided $99,000 in Section 105 Grant funds for the purchase of paperless chart recorder data acquisition systems. This action is to recognize the $42,500 from EPA and allocate these funds to the FY 1999-00 Budget; and to approve the purchase of thirty-five (35) paperless chart recorder data acquisition systems from Yardley Instruments, Inc., on a sole-source basis. This item was reviewed by the Administrative Committee on December 17, 1999, and recommended for approval.

14. Recognize Revenues from California Department of Health Services for Development of Mobile Asthma Unit and Implementation of One-Year Asthma Outreach Program

In January 1999, the Board adopted the Children's Air Quality Agenda, which included ten action items to protect children from adverse health effects of air pollution. Action Item No. 5 sought to "Seek federal and state funding for additional lung and asthma testing of children through a mobile unit traveling to school and sports league sites." The AQMD has received $200,000 in appropriated funds from the California Department of Health Services Medi-Cal budget for FY 1999-00, which resulted from Assemblyman Marco Firebaugh's legislative request. These funds will be used to implement an asthma van project. The AQMD plans to provide $100,000 in co-funding toward the $300,000 that is required to manufacture, operate, maintain, and staff the mobile asthma unit for one year. This item was reviewed by the Administrative Committee on December 17, 1999, and recommended for approval.

31. Receive Monitoring, Recordkeeping, & Reporting Task Force Progress Report and Approve Recommendations to Streamline VOC Recordkeeping

The Monitoring, Recordkeeping, & Reporting Task Force has developed a consensus proposal to streamline VOC recordkeeping for numerous facilities within AQMD. It is recommended that the Board approve the proposed actions and that staff develop rule amendments and implement other parts of the proposal, as detailed in the Task Force Progress Report and Recommendations. Such actions will reduce or eliminate unnecessary recordkeeping burdens while maintaining the enforceability of AQMD's VOC control rules and regulations.

32. Adopt Proposed Rule 1189 - Emissions from Hydrogen Plant Process Vents

Proposed Rule 1189 would reduce VOC emissions from plants that produce hydrogen for refineries. It would establish emission limits to reduce emissions from existing hydrogen plants in two phases, and a more stringent limit for new or reconstructed hydrogen plants.
