2. Set Public Hearings December 10, 1999 to Consider Amendments and/or Adoption to AQMD Rules and Regulations 

(A) Rule 1121 - Control of Nitrogen Oxides from Residential-Type, Natural Gas-Fired Water Heaters

Proposed amendments to Rule 1121 would (1) lower the NOx emission limit to 20ng/J and 10 ng/J by July 1, 2002 and January 1, 2005, respectively for new residential-type natural gas-fired water heaters less than 75,000 Btu per hour that are sold or installed in residential or commercial establishments; (2) allow water heater manufacturers to comply with either an output- or input-based emission standard which will provide compliance flexibility; and (3) make minor administrative changes. The rule will reduce NOx by 75% and achieve reductions of 7.2 - 8.3 tons per day at full implementation. This item was reviewed by the Stationary Source Committee on September 17, 1999 and October 15, 1999.

The proposed amendment to Rule 2506 will lower the emission rate from 450 lbs. NOx/1000 gallons to 291 lbs. NOx/1000 gallons for diesel-fired internal combustion engines. The amendment is based on source tests conducted on diesel-fired internal combustion engines and will lower the emission rate to calculate area source credits from such engines. This item was reviewed by the Stationary Source Committee on October 15, 1999.

3. Execute Contract to Co-Sponsor Evaluation of Methanol Fuel Quality Specifications for Proton Exchange Membrane Fuel Cells

On May 14, 1999, the Board approved execution of a contract with dbb Fuel Cell Engine Corporation to co-sponsor an evaluation of fuel quality requirements and recommendation for a proton exchange membrane fuel cell and its associated methanol reformer under the FY 1998-99 Budget. The required contracts were not fully executed prior to end of FY 1998-99 due to procedural delays. This action will allow the contract to be fully executed. Total project cost is $465,000. Total AQMD funding shall not exceed $205,000. This item was reviewed by the Technology Committee on October 22, 1999, and recommended for approval.

4. Execute Contract to Co-sponsor Development and Demonstration of Advanced Safety Inspection Methods for Compressed Natural Gas Storage Tanks

During normal operations of NGVs, the compressed natural gas storage tanks can endure adverse conditions, which over time, could potentially compromise the safety of these tanks. Current methods of visual inspection are inadequate to reliably detect damage to high pressure compressed natural gas storage tanks. The Gas Research Institute in conjunction with Battelle Memorial Institute, has proposed to develop and demonstrate an advanced damage indicator coating system and an advanced ultrasonic acoustic detection system to significantly improve the accuracy and ease with which structural damage to an NGV tank can be detected. Total cost of this project is $2.303 million. AQMD cost-share will not exceed $325,000. This item was reviewed by the Technology Committee on October 22, 1999, and recommended for approval.

5. Execute Contract to Demonstrate Increased Horsepower Natural Gas Engine In On-Road Delivery Trucks

Cummins Engine Company has initially introduced its 8.3 liter natural gas engine into the transit sector. Cummins has now developed a higher horsepower (280 hp), higher torque version of this engine to meet medium, heavy-duty trucking applications. Cummins, in conjunction with The Gas Company, has proposed testing the engine in an on-road application before commercial release. The Gas Company will have overall project management responsibilities and coordinate and fund vehicle emission testing. Total project cost is approximately $292,200 with AQMD funding not to exceed $105,800. This item was reviewed by the Technology Committee on October 22, 1999, and recommended for approval.

6. Execute Contracts for Technical Assistance for Advanced Transportation and Stationary Source Pollution Control Technologies

In July 1999, the AQMD issued a Request for Qualifications (RFQ) to obtain qualifications from potential consultants who could provide technical assistance pertaining to advanced, low- and zero-emission transportation technologies for the Clean Fuels Program. This action is to request approval to award six contracts under the RFQ. Total amount of funding requested will not exceed $145,000. This item was reviewed by the Technology Committee on October 22, 1999, and recommended for approval.

7. Amend Contract to Cost-Share Project to Refine Fuel-Cycle Emissions Analyses

At the March 1998 meeting, the Board authorized a $75,000 contract with ARB to co-sponsor a $150,000 contract, entitled, "Refinement of Selected Fuel-Cycle Emissions Analyses," between the ARB and California State Polytechnic University, Pomona. Recently, the university indicated that it would be unable to complete this project. ARCADIS Geraghty and Miller has submitted a proposal to ARB for a sole-source award to complete the project. It is recommended that the agreement between AQMD and ARB be modified to specify that ARB will contract with ARCADIS Geraghty and Miller for completion of this project. This item was reviewed by the Technology Committee on October 22, 1999, and recommended for approval.

8. Execute Contract to Purchase Private Data Network Services to Support the Emissions Reporting System

On August 13, 1999, AQMD released an RFP to select vendors capable of providing Private Data Network (PDN) services to support the telecommunication and data processing needs associated with District's electronic Emission Reporting System (ERS) requirements for RECLAIM. This action is to issue a purchase order to NDC eCommerce to perform annual PDN services for a total amount of $75,000. Funds for this purchase are available in the FY 1999-00 Budget. This item was reviewed by the Administrative Committee on October 15, 1999, and recommended for approval.

9. Execute Contract to Purchase Telecommunication Services

On June 11, 1999, AQMD released an RFP to select a vendor(s) capable of providing telecommunication services to the District in the most cost-effective manner, and if possible, to consolidate all telephone company-related services to a single telecommunications provider. Telecommunications services solicited include local, long distance, and toll-free services; leased circuits; ISDN Pri T1 lines; cellular phones, calling cards; internet access; enhanced billing and reporting; and phone switch maintenance. This action is to issue three-year purchase orders to GTE California Incorporated and AT&T to provide telecommunication services to the AQMD for a total amount of $756,400. Funds for this purchase are included in the FY 1999-00 Budget. This item was reviewed by the Administrative Committee on October 15, 1999, and recommended for approval.

10. Execute Contract for Management Firm to Operate Diamond Bar Headquarters Cafeteria

The contract for the management and operation of the Diamond Bar headquarters cafeteria expires on December 31, 1999. On May 14, 1999, the Board authorized the release of an RFP to select a management firm to operate the cafeteria. This action is to execute a one-year contract with Food Systems, Inc. to manage and operate the cafeteria. This item was reviewed by the Administrative Committee on October 15, 1999, and recommended for approval.

11. Issue RFP for Management Firm to Operate Diamond Bar Headquarters Childcare Center

The contract with National Pediatric Support Services, Inc., for the management and operation of the Diamond Bar headquarters childcare center expires on June 30, 2000. Staff requests authorization to issue an RFP to solicit bids from interested parties in order to secure a new three-year contract for these services. This item was reviewed by the Administrative Committee on October 15, 1999, and recommended for approval.

12. Purchase Upper-Air Radar Wind and Temperature Profiler

To fulfill the Board's Inland Empire Initiative No. 6 and assist in U.S. EPA Photochemical Assessment Monitoring Station (PAMS) 7th Year objectives, there is a need to purchase one upper-air radar wind and temperature profiler. The profiler will provide valuable information to further characterize the meteorological conditions and transport from Orange County that leads to high ozone and fine particulates in the Inland Empire. This action is to purchase the upper-air profiler at a cost not to exceed $240,000. Sufficient funds have been identified in the FY 1999-00 Budget from grants awarded by the U.S. EPA for PAMS program. This item was reviewed by the Administrative Committee on October 15, and recommended for approval.

13. Recognize Revenues from ARB and Amend Contract for PAMS Data Analysis with Sonoma Technology Incorporated

For the U.S. EPA Photochemical Assessment Monitoring Station (PAMS) data analysis objectives, the AQMD contracted with Sonoma Technology Inc. (STI) to evaluate aerometric data from the 1997 Southern California Air Quality Study (SCOS97) and provide a quality assurance of selected upper air wind and temperature data. ARB has requested that AQMD extend the STI contract and expand the scope of the analysis to include all days monitored during the SCOS97 summer field program. Funding for this item will be provided by ARB. Staff recommends that $128,806 in revenues from ARB be recognized into FY 1999-00 Budget and that the Board amend the contract with STI for the expended scope of work. This item was reviewed by the Administrative Committee on October 15, 1999 and recommended for approval.

14. Amend Contract for Audit Consultant Services

On October 9, 1998, the Board amended the contract with its independent auditors, Vargas, Lopez and Company, Certified Public Accountants, to provide additional audit consulting services for internal control reviews. The AQMD is completing the process of transitioning to new financial systems which are Year 2000 compliant. Staff recommends that Vargas, Lopez and Company's contract be amended to include $15,000 in additional audit consultant services. With this amendment, the total cost of consultant services to review and document the internal controls of the new financial systems would not exceed $30,000. Funding for this work is included in the
FY 1999-00 budget.

15. Approve EVCharge Applications within MSRC's FY 1997-99 AB 2766 Discretionary Fund Work Program; Approve Travel Allocation in FY 1999-00 Work Program; and Recognize a Portion of FY 1999-00 Work Program Monies to Technical Advisor's Contract

Within the FY 1997-99 Work Program, the MSRC created the EVCharge Program to provide co-funding of EV charging stations. At this time the MSRC requests approval of applications submitted prior to the deadline and authority to adjust EVCharge project costs up to an additional 10%. In addition, the MSRC approved a Travel Policy and requests approval to allocate $15,000 in the FY 1999-00 Work Program to cover travel costs associated with work program development and implementation. Finally, the MSRC requests that the programmatic portions of its Technical Advisor's contract, estimated to be up to 50% of the contract value (or $61,360), be recognized in the FY 1999-00 Work Program.

16. Adopt Resolution Authorizing Acceptance of Credit Card (Discover) Payments for Application Fees Plus Convenience Charge

On June 12, 1998, the Board approved recommendations of the Permit Streamlining Task Force which included a recommendation to accept credit card payments for application fees plus convenience charge. Currently, the Discover Card program is available to the AQMD which allows the credit card surcharges to be passed on to the customer. This item was reviewed by the Administrative Committee on October 15, 1999, and recommended for approval.

Rule 1110.2 requires the Executive Officer to report to the Board by December 31, 1999 on the relative contribution of engines which operate for the manufacture of snow and/or operation of ski lifts to potential PM 2.5 violations. 32. Draft Final Report of Multiple Air Toxics Exposure Study-II Project

The Multiple Air Toxics Exposure Study-II project was initiated as part of the Environmental Justice Initiatives approved by the Governing Board in 1997. This comprehensive project, including a one-year field monitoring effort, emissions inventory update, and basin-wide modeling, has been completed. A draft report is being released to the public for a 90-day review and comment period.
