Numerous major auto manufacturers are developing proton exchange membrane fuel cell vehicles with on-board methanol reformers. One of the key issues for this technology is to ensure that fuel specifications are appropriate. DBB Fuel Cell Engine Corp., in conjunction with Ford and the American Methanol Institute, has proposed an evaluation of methanol fuel quality, including analysis of the fuel additives and materials present in the fuel supply infrastructure, the sensitivity of fuel cell reformer catalysts to additives and other impurities, and potential alternatives for a commercial grade methanol fuel specification. Total project cost is $465,000. Total AQMD funding shall not exceed $205,000. This item was reviewed by the Technology Committee on March 26, 1999, and recommended for approval.

3. Execute Contract to Cost-Share Development and Demonstration of Zero- and Low-VOC Resin Technology for Advanced Control Measure Development

Stains, waterproofing sealers, and clear wood finishes used as architectural coatings emit over 12 tons per day of VOC emissions. Based on results of a competitive solicitation, AVES has been selected to develop and demonstrate zero-VOC resin technology that could be used to formulate these coatings. If successful, this project will help identify possible ways to further reduce VOC emissions in the Basin from this source category. Total project cost is $557,500. AQMD's contribution shall not exceed $185,000. This item was reviewed by the Technology Committee on April 16, 1999. 5. Execute Contract to Purchase Telemetry Computer

On February 16, 1999, the AQMD released an RFQ to select vendors capable of providing a telemetry computer and data loggers for AQMD Air Monitoring Telemetry System. This action is to issue a purchase order to Computer Clearing House for the purchase of a DEC AlphaServer 4100 for a total amount of $114,774. The data loggers will not be purchased at this time. Funds for this purchase are available in the FY 1998-99 Budget. This was reviewed by the Administrative Committee on April 23, 1999, and recommended for approval.

6. Amend Contracts with Cordoba Corporation, Majesco Software, Metamor Information Technology Services and Sierra Cybernetics, Inc. to Provide Short- and Long-Term Systems Development and Maintenance Support

The AQMD currently has task-order-type contracts with four companies for short- and long-term system development services. These contracts are amended as additional automation needs are identified. This action is to amend the contracts with the four companies. Funds for these services ($29,605 to Cordoba Corporation, $162,200 to Majesco Software, $51,800 to Metamor Information Technology Services and $85,000 to Sierra Cybernetics, Inc.) are included in the FY 1998-99 Budget. This was reviewed by the Administrative Committee on April 23, 1999, and recommended for approval.

7. Execute Memoranda of Understanding with Councils of Governments for Outreach Assistance to Local Jurisdictions Utilizing AB 2766 Subvention Funds

At the December 17, 1998, meeting, the Vice Chair of the Mobile Source Committee asked staff to explore the local Councils of Governments'(COGs)level of interest in forming a partnership with the AQMD to provide assistance to the local jurisdictions implementing the AB 2766 Motor Vehicle Registration Fee Subvention Fund Program. As a result, a group of COGs has been working with staff to form a pilot program of outreach assistance. This action is to execute memoranda of understanding with this group of COGs to implement this pilot program, for a total amount not to exceed $100,000. Funding for this service is included in the FY 1998-99 Budget. This item was reviewed by the Mobile Source Committee on April 16, 1999. Less than a quorum was present; therefore, the item was referred to the Board for action.

8. Issue RFP for Management Firm to Operate Diamond Bar Headquarters Cafeteria

The contract with Food Systems, Inc. for the management and operation of AQMD's Diamond Bar cafeteria expires September 31, 1999. This action is to issue an RFP to solicit bids from interested parties in order to secure a new three-year contract for this service. This item was reviewed by the Administrative Committee on April 23, 1999, and recommended for approval.

9. Report of RFPs and RFQs Scheduled for Release in May

In an effort to further streamline AQMD business practices, the recently revised Procurement Policy and Procedure no longer requires individual RFPs and RFQs over $50,000 for budgeted services or supplies be brought to the Governing Board for approval. This report summarizes the RFPs and RFQs over $50,000 scheduled to be released for advertisement for the month of May 1999. This item was reviewed by the Administrative Committee on April 23, and recommended for approval.

10. Purchase Upper-Air Radar Wind Profiler

To partially fulfill the Board's Inland Empire Initiative No. 6, there is a need to purchase one upper-air radar wind profiler. The wind profiler will provide valuable information to further characterize the meteorological conditions that lead to high ozone and fine particulates in the Inland Empire. This action is to purchase the upper-air profiler at a cost not to exceed $240,000. Sufficient funds have been identified in the FY 1998-99 Budget from grants awarded by the U.S. EPA for the PAMS program. This item was reviewed by the Mobile Source Committee on April 16, 1999. 11. Amend Contract for Rule 1186 PM10-Efficient Street Sweeper Evaluations

As directed by the Board, staff is working with the Rule 1186 Working Group and street sweeper manufacturers to establish a PM10-efficient street sweeper testing protocol and certification limits. After an open-bidding process, CE-CERT was chosen to conduct street sweeper evaluations for $49,500 (nineteen sweepers). Based on recent information from manufacturers, there may be a need to test up to four additional sweepers to improve our ability to establish a certification limit. This action is to amend the contract for an additional $10,000, for a total sum of $59,500. Funding is available in the FY 1998-99 Budget. This item was reviewed by the Mobile Source Committee on April 16, 1999. 12. Approve Issuance of Five RFPs for TCM Programs and Programmatic Outreach as part of the Fiscal Year 1999-2000 AB 2766 Discretionary Fund Work Program

On March 12, 1999, the Governing Board approved in concept the $16.275 million FY 1999-00 AB 2766 Discretionary Fund Work Program that includes the phased release of funding solicitations. The MSRC is recommending the issuance of five RFPs as the third phase of its FY 1999-2000 Work Program totaling $2,650,000. RFPs are as follows: Bicycle Projects ($500K); Videoconferencing Projects ($750K); Information Technology/Advanced Traveler Management Information Services (ATMIS) Trip Reduction Strategies ($500K); Voluntary Employer-Based Rideshare Incentives Programs ($750K); and Programmatic Outreach & Website ($150K). The MSRC requests Board approval to issue these RFPs.

13. Participate in MIT's Proposal to Link Various Air Quality Planning Models

A team of MIT researchers have been invited by the National Science Foundation (NSF) to submit a proposal to link the economic impact, air quality, land-use, transportation, and mobile source models used for air quality planning in southern California. Linking the models will facilitate data transmission from one model to another, thereby significantly reducing the staff's time to run the individual models. If the proposal is awarded to MIT, the team is requesting the pro bono assistance of AQMD staff in identifying input and output parameters of each model and obtaining electronic data files. This item was presented to the Mobile Source Committee on April 16, 1999. Less than a quorum was present during the discussion of this item. 15. Progress Report on Public Awareness and Education Programs to Reduce VOC Emissions

This is a six month progress report on the implementation of a series of outreach programs approved at the September 1998 meeting of the Governing Board (AQMP Control Measure CTS-04). These programs address hair salons, research laboratories and alternative fuel vehicle operators. 19. Report on Feasibility of Emission Reductions from Under-fired Charbroilers

This report fulfills a requirement in Rule 1138 - Control of Emissions from Restaurant Operations. The rule, which was adopted in November 1997, requires a report to the Board by May 1999 regarding the feasibility of emission reductions from under-fired charbroilers and other commercial cooking equipment. This report provides a status of technology development work and staff recommendations for further efforts. This item was reviewed by the Stationary Source Committee on April 23, 1999.

 20. Status Report on Major Projects for Information Management Scheduled to Start During Last Six Months of FY 1998-99

 29. Rule 2202 Emissions Equivalency Task Force Recommendations and Final Status Report

This is the list of recommendations and final report from the Emissions Equivalency Working Group. This Working Group was charged with the task of evaluating and recommending methods to make up the emissions shortfall caused by the permanent removal of employers with less than 250 employees from Rule 2202.

30. Inter-District Transfer of Emission Reduction Credits for High Desert Power Project

The High Desert Power Project has requested the use of SCAQMD emission reduction credits (ERCs) for its plant in the Mojave Desert area. SB 1416 allows interbasin offset trading provided approval has been obtained from the air district in which the ERCs are generated. Staff will present the pros and cons of granting this request. This item was reviewed by the Stationary Source Committee on April 23, 1999, and recommended for approval.

31. Adopt Executive Officer's FY 1999-00 AQMD Budget and Work Program

The Executive Officer's Budget for FY 1999-00 represents the input over the past several months from staff, Board members, and the public. This year's process included meetings of the Budget Advisory Committee; a public hearing February 12, 1999 to take input on the AQMD's Program Goals and Objectives; and two budget workshops, one for the public April 13, 1999 and one for the Board on April 23, 1999. This submittal transmits the required appropriations and reserves necessary to adopt the proposed budget. This item was reviewed by the Administrative Committee on April 23, 1999, and recommended for approval.

32. Amend Regulation III - Fees and Rescind Rule 301.2 - Amnesty for Unpermitted Equipment and Rule 310 - Fee Schedules

Proposed amendments include a 2.0% CPI adjustment; delay for one year the second increase for gasoline nozzles and Title V fees; changes for portable equipment registered with the state; and adjustments to fees for some spray booths. Fees are specified for equipment requiring permits due to amendments to Rule 219. The proposal implements the State AB2588 fee regulation, with no increases from last year. A small fee is established for MSERC trades. Other changes may also be proposed. Rules 301.2 and 310 have effective dates that have passed, so staff recommends these rules be rescinded. This item was reviewed by the Stationary Source Committee March 19, 1999, Mobile Source Committee April 16, 1999, and Stationary Source and Administrative Committees April 23, 1999. Less than a quorum was present at the April 16 Mobile Source Committee meeting; those Committee members present communicated their concurrence.

 33. Amend Rule 1113 - Architectural Coatings

The proposed amendments will implement Phase II of the AQMP Control Measure for architectural coatings through decreasing VOC limits for industrial maintenance coatings; nonflat coatings; primers, sealers, and undercoaters (PSU); quick-dry enamels; quick-dry PSU; stains; roof coatings; and waterproofing wood sealers. The proposed amendments will also establish new coating categories and VOC limits for rust-preventative coatings; floor coatings; and waterproofing concrete/masonry sealers, as well as provide needed clarifications. Lastly, the proposed amendments will expand the averaging provision to provide additional flexibility to manufacturers. This item was reviewed by the Stationary Source Committee on April 23, 1999.

34. Amend Rule 462 - Organic Liquid Loading

The proposed amendments are necessary to address a vapor leak measurement issue identified by USEPA for inclusion in the SIP. The proposed amendments also provide a compliance mechanism for the vapor recovery systems that do not require CARB certification pursuant to Health and Safety Code Section 41954. In addition, other amendments are proposed to clarify rule requirements and improve rule enforceability. This item was reviewed by the Stationary Source Committee on March 19, 1999.

35. Amend Rule 218 - Continuous Emission Monitoring and Adopt Proposed Rule 218.1 - Continuous Emission Monitoring Performance Specifications

The proposed amendments to Rule 218 will delete obsolete language, clarify administrative requirements, provide flexibility, delete the stack monitoring system performance specifications and revise the rule title from Stack Monitoring to Continuous Emission Monitoring. Proposed Rule 218.1 will incorporate the continuous emission monitoring system performance specifications, as well as revise and identify performance specifications to meet AQMD requirements for approval. This item was reviewed by the Stationary Source Committee on March 19, 1999.
