2. Set Public Hearing August 13, 1999 to Amend Regulation IX - Standards of Performance for New Stationary Sources and Regulation X - National Emission Standards for Hazardous Air Pollutants

The Federal Clean Air Act authorizes EPA to delegate authority to local air districts for the implementation and enforcement of standards set in 40 Code of Federal Regulations (CFR) Part 60, Standards of Performance for New Stationary Sources (NSPS) and 40 CFR Part 61, National Emission Standards for Hazardous Air Pollutants (NESHAPS). The NSPS standards were initially adopted by reference as AQMD Regulation IX on December 3, 1976 and the NESHAPS were adopted as Regulation X. Periodic amendments to Regulations IX and X incorporate new or amended standards by reference, as necessary. Approximately twenty actions regarding NSPS and six regarding NESHAPS are proposed for incorporation by reference into Regulations IX and X, respectively. This item was reviewed by the Stationary Source Committee on June 18, 1999.

3. Set Public Hearing August 13, 1999 to Amend Rule 1401 - New Source Review of Toxic Air Contaminants and Rule 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II

On February 10, 1999, the Scientific Review Panel and the Office of Environmental Health Hazard Assessment approved acute reference exposure level risk values for approximately 60 chemicals. Rule 1401(e)(3) requires an analysis and report to the Board before new or updated risk factors are used for new source review. Proposed Amendments to Rule 1401 will update the list of compounds and effective dates in Table I. In addition, an administrative change to the Rule 1401 applicability section and the preamble of Rule 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II, is proposed based on recommendations from the Permit Streamlining Task Force effort. This item was reviewed by the Stationary Source Committee on June 18, 1999.

4. Set Public Hearing August 13, 1999 to Amend Regulation XVII - Prevention of Significant Deterioration

This proposal will align the AQMD's Prevention of Significant Deterioration program with federal requirements. Specifically, the emissions applicability threshold will change from 25/40 tons per year for listed/unlisted sources to the federal level of 100/250 tons per year. The current definition of VOC will be incorporated. In addition, the maximum allowable ground level concentration values for particulate matter, beryllium, and hydrogen sulfide will be changed to meet the current federal requirements. These amendments are not expected to affect air quality or emission levels. This item was reviewed by Stationary Source Committee on June 18, 1999.

5. Set Public Hearing August 13, 1999 to Amend Rule 465 - Vacuum Producing Devices or Systems

The proposed amendments correct deficiencies identified by EPA. The proposed amendments are administrative in nature and update the definitions for VOC and exempt compounds, update and clarify requirements, and address EPA concerns regarding recording, reporting and recordkeeping. This item was reviewed by the Stationary Source Committee on June 18, 1999.

6. Set Public Hearing August 13, 1999 to Amend Rule 1104 - Wood Flat Stock Coating Operations

In response to CARB comments to incorporate all feasible control technologies, the proposed amendment reduces the allowable VOC content for inks and exterior siding coatings to 250 grams per liter. This item was reviewed by the Stationary Source Committee on June 18, 1999.

Budget/Fiscal Impact

7. Execute Contract to Cost-Share Evaluation of Transient Emissions from On-Board Reformers

Major auto manufacturers are developing proton exchange membrane fuel cell vehicles with on-board reformers as an option. Emissions from these reformers during startup and acceleration modes could be potentially significant, and could affect fuel cell performance. Control of these emissions are needed to enable vehicles with reformers to meet near zero-emission standards. ARCADIS has proposed to evaluate the transient emissions of the on-board reformers built by Hydrogen Burner Technology (HBT) and Epyx, and also develop emission controls for the HBT reformer. AQMD funding shall not exceed $105,000, and will be used to fund the clean fuels portion of the project. Total project cost is anticipated to be $511,000, with co-funding by DOE ($406,000). This item was reviewed by the Technology Committee on June 25, 1999, and recommended for approval.

8. Issue Request for Qualifications for Technical Assistance for Advanced, Low- and Zero-Emission Transportation and Stationary Source Pollution-Control Technologies

The Request for Qualifications will solicit statements of qualifications from individuals and organizations potentially capable of providing technical assistance in a variety of specialized areas to support AQMD development and Technology Advancement activities. It is anticipated that multiple awards for level-of-effort contracts will be made from this solicitation. Sufficient funds are available from the Clean Fuels Fund to support this work in an amount not to exceed $150,000. This item was reviewed by the Technology Committee on June 25, 1999, and recommended for approval.

9. Establish List of Prequalified Vendors to Provide Computer, Network, Printer and Related Services

On May 14, 1999, the Board approved the release of an RFQ to prequalify vendors for computer, network, printer and related services. As a result of successful responses to this RFQ, thirty-one vendors were identified as capable of providing these products and services. This action is to approve these thirty-one vendors to provide these products and services for a two-year period. Funds totaling $250,000 have been allocated in the FY 1999-00 Budget for these purchases. This item was reviewed by the Administrative Committee on June 18, 1999, and recommended for approval.

10. Issue Purchase Orders for Purchase of Compressed Pure Gases and Cryogenic Liquids, and Establish List of Prequalified Vendors for Purchase of Compressed Mixed Gases

On February 12, 1999, the Board approved the release of an RFQ to purchase compressed pure gases and cryogenic liquids. At the same meeting, the Board approved the release of Request for Qualification to prequalify providers of blended mixed gases. Seven bids for compressed gases, seven bids for cryogenic liquids, and eight bids for compressed blended gases, were received and evaluated. This action is to issue purchase orders for the purchase of compressed pure gases and cryogenic liquids, and establish a list of prequalified vendors for the purchase of compressed mixed gases for FY 1999-2000 with an optional extension to cover FY 2000-2001. This item was reviewed by the Technology Committee on June 25, 1999, and recommended for approval.

12. Study Findings on Effectiveness of Voluntary Ridesharing and Other Emission Reduction Options

The exemption of Rule 2202 employer worksites with 100 - 249 employees, as required by Senate Bill 432 (Lewis), has resulted in an emission reduction shortfall. To determine the shortfall, the AQMD commissioned a study to evaluate the effectiveness of voluntary ridesharing. This report summarizes the study results and identifies the Rule 2202 emission reduction shortfall for 1998. This item was reviewed by the Mobile Source Committee on May 28, 1999.

16. Report on Implementation Study Findings and Recommended Action for Rule 1146.2 - Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers

In January 1998, the Board adopted Rule 1146.2 - Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers. The rule establishes NOx emission limits for water heaters and small boilers rated between 75,000 and 2,000,000 Btu/hr heat input. At the adoption hearing, the Board directed staff to report back on the implementation of the rule. This report summarizes the first phase of the Implementation Study findings for new equipment rated between 75,000 and 400,000 Btu/hr.
