2. Set Public Hearing February 12, 1999 to Amend Rule 1106.1 - Pleasure Craft Coating Operations

Staff is seeking to amend Rule 1106.1 to address issues raised by the filing of several product and group variances associated with the use and application of compliant pleasure craft coatings. Proposed Amended Rule 1106.1 will temporarily raise the VOC limits for Extreme High Gloss Topcoats and Finish Primers, increase the VOC limits for Antifoulants, and remove the requirement that sprayed coatings be applied using high-volume, low-pressure spray equipment. Rule 1106.1 amendments are being proposed to provide compliance relief to the affected sources, allow the rule to reflect current coating technologies, and provide consistency with existing rules at other air districts while still encouraging manufacturers to continue their development of low-VOC coatings. This item was reviewed by the Stationary Source Committee on December 18, 1998.

3. Set Public Hearing February 12, 1999 to Receive Public Input on Executive Officer's Proposed Program Goals/Objectives for FY 1999-00

AQMD annually establishes a set of Program Goals/Objectives for the upcoming year. Draft proposed program Goals/Objectives for FY 1999-00 have been developed and, when finalized, will serve as the foundation for AQMD's Work Program.

The Executive Management Agreement between the District and Dr. Vinita C. Mathur expires January 31, 1999. The Executive Officer desires to renew Dr. Mathur's employment contract and this action is to approve the compensation package.

5. Execute Contracts for CEQA Documentation Support

On September 11, 1998, the Board approved the release of an RFP to select qualified contractors experienced in CEQA analysis and documentation to assist staff in preparing EIRs. The proposal evaluation panel, which consisted of both AQMD staff and two representatives from other governmental planning agencies, has evaluated the proposals received and has developed a list of contractors for CEQA documentation support. This action is to execute contracts with the recommended contractors to provide service on an "as-needed basis." The total of all assignments will not exceed a total amount of $100,000 available in the FY 1998-99 Budget. This item was reviewed by the Mobile Source Committee on December 17, 1998, and recommended for approval.

6. Execute Contract to Cosponsor Development and Demonstration of Advanced Natural Gas Engine Electronic Controls

The Board has adopted a policy of encouraging the reduction of diesel engine emissions in the Basin to improve air quality and reduce health impact. Natural gas heavy-duty engines have exhibited NOx emissions below 2.0 g/bhp-hr. Cummins Engine Company proposes a cooperative program to design, validate and implement PC-based electronic tools for an advanced natural gas engine management system. The proposed control system will permit future engine enhancements to enable higher efficiency while maintaining ultra-low emissions. AQMD cost-share of this $590,000 project will not exceed $265,000. This item was reviewed by the Technology Committee on December 17, 1998, and recommended for approval.

7. Execute Contract to Cost Share Implementation of Low Emission, Alternative Fuel Heavy-Duty Trucks in the Western United States

Heavy-duty trucks and buses are responsible for 20% of the total NOx emissions in the Basin. Low emission, alternative fuel heavy-duty engines have one-half or less the NOx emissions of their diesel counterparts and a fraction of the particulate emissions. In response to RFP 9899-04, Gladstein & Associates has been selected to facilitate the implementation of low emission, alternative fuel, heavy-duty vehicles within the western United States. Total cost of the project is $308,000. AQMD's contribution will not exceed $100,000. This item was reviewed by the Technology Committee on December 17, 1998, and recommended for approval.

8. Amend Contract to Cost-Share Development of Best Practices for Natural Gas Fuel System Design and Integration

At its January 1998 meeting, the Board approved entering into a cost-share project to develop recommended best practices for natural gas fuel system design and integration for medium-duty trucks and transit and school buses. The proposed amendment would add $25,000 to complete existing work that has proved to be more extensive than originally thought. GRI is adding $50,000 to their cost-share. Total cost of the project is approximately $870,508. AQMD cost will not exceed $175,000, including the proposed amendment. This item was reviewed by the Technology Committee on December 17, 1998, and recommended for approval.

9. Amend Contract to Cosponsor Development and Demonstration of Liquefied Natural Gas Locomotive

GasRail USA is a government-industry program at Southwest Research Institute to develop and demonstrate low emission, LNG locomotives in the Basin. This amendment will support integration of the engine and fueling system package into a locomotive and pre-commercial demonstration of LNG locomotive technology in commuter train service with the Southern California Regional Rail Authority. To date, AQMD has contributed $1,750,000 to this project. Total cost to AQMD for this amendment will not exceed $250,000, for a total AQMD contribution of $2,000,000. Total project costs are $8,326,000. This item was reviewed by the Technology Committee on December 17, 1998, and recommended for approval.

10. Execute Contract to Purchase Scientific Computer

On October 18, 1998, the AQMD released an RFQ to select vendors capable of providing a scientific computer for AQMD's air quality modeling. This action is to execute a contract with McBride and Associates, Inc. for the purchase of a DEC Alpha Server 4100 for a total amount of $87,488. Funds for this fixed asset purchase are provided in a PAMS U.S. EPA grant. This item was reviewed by the Administrative Committee on December 18, 1998, and recommended for approval.

11. Issue RFP to Prequalify Vendors for System-wide Hardware/Software Maintenance and Support Services

The AQMD is seeking to prequalify a list of vendors to provide system-wide hardware/software maintenance and support services. This action is to release an RFP to competitively develop a list of prequalified vendors to provide these services for a two-year term. Total funding for these purchases ($241,712) has been allocated in the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on December 18, 1998, and recommended for approval.

12. Recognize and Appropriate Funds to Office of Public Affairs and Transportation for 1998 Clean Air Awards

AQMD received a total of $19,745 for the 1998 Clean Air Awards ceremony from both sponsors and attendees. The cost of the event, held October 28 at the Biltmore Hotel in Los Angeles, was $17,569, not including staff time. A base amount of $5,000 was allocated in the FY 1998-99 budget to cover the costs of the awards and incidentals. This action is to recognize the $19,745 and appropriate $12,569 to Public Affairs to cover the total cost of the awards luncheon. This item was reviewed by the Administrative Committee on December 18, 1998, and recommended for approval.

13. Recognize and Appropriate Additional Funds from EPA for PM2.5 Program

EPA has allocated an additional $125,760 in Section 103 Grant funds for the second year of the PM2.5 monitoring program. This action is to recognize these funds from EPA upon receipt, and appropriate these funds to the FY 1998-99 Budget for the PM2.5 program. 14. Establish List of Prequalified Vendors to Provide Supplemental Source Testing Services

On October 9, 1998, the Board approved the release of a Request for Qualifications for supplemental source testing services. This action is to establish a list of prequalified source testing firms to supplement AQMD emissions testing and the development of test protocols and/or test methods, as needed, for a one-year period. Funding for this project ($100,000) is included in the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on December 18, 1998, and recommended for approval.

15. Establish Lists of Prequalified Vendors to Provide Legal Notice Publishing and Advertising Services, Mailing Services, and Miscellaneous Office and Consumable Computer Supplies

On June 12, 1998, the Board approved the release of RFQs soliciting qualified vendors for publishing services for legal notices and advertisements, mailing services, miscellaneous office supplies, and consumable computer supplies. This item is to establish lists of prequalified vendors from which purchases are made for these services and supplies. This item was reviewed by the Administrative Committee on December 18, 1998 and recommended for approval.

16. Issue RFP for Travel Agency Services

Annually, the AQMD spends approximately $200,000 in travel and related transportation and lodging services. Once every three years qualified travel service providers are given an opportunity to compete for the AQMD's travel business. Due to changes occurring in 1998 in the airline industry and the lack of commission subsidy, our current travel agency has elected not to continue with the AQMD for a third year under the current terms and conditions.

21. Annual Report on Public Outreach Activities for Rule 1146.2 - Emissions of Oxides of Nitrogen from Large Water Heaters and Small Boilers

Rule 1146.2 establishes emission limits for NOx for new water heaters and small boilers rated between 75,000 and 2,000,000 Btu/hr heat input. This is the first annual report on Public Outreach activities aimed at educating and assisting stakeholders.

34. Adopt Basic Tenets and Approve Workplan to Implement Children's Air Quality Agenda Proposed by Chairman William Burke

At the December 11, 1998 Board meeting, Chairman William Burke presented four basic tenets and ten action initiatives to help protect children from disproportionate health effects of air pollution. Proposed actions for the children's agenda will complement the AQMD's previously adopted environmental justice initiatives. This item provides staff's initial implementation proposal for each initiative, including resource requirements and proposed timelines. Upon Board approval, staff will proceed with implementation of the initiatives.

35. Update on Aggregate Recycling Systems in Huntington Park (La Monta�a)

In December 1994, the AQMD received a letter from the City of Huntington Park requesting air quality analysis in the Cottage Street neighborhood of Huntington Park. This request was made due to numerous health complaints received by the City of Huntington Park in review of a conditional use permit for Aggregate Recycling Systems. This report is an update on the status of this facility as well as a chronology of events associated with the Cottage Street air sampling and analysis.

36. Amend Rule 1401 - New Source Review of Toxic Air Contaminants

In July 1998, the Board continued the public hearing to January 1999 for consideration of adding sodium hydroxide, hydrochloric acid, and nickel compounds, pending source tests to better characterize emissions from metal plating operations. The proposed amendments would add these chemicals, as well as 41 compounds for which the Office of Environmental Health Hazard Assessment has recently finalized risk values. This item was reviewed by the Stationary Source Committee on September 18, 1998.

37. Amend Rule 1610 - Old Vehicle Scrapping

At its November 13, 1998 meeting, the Board postponed action until January 1999 on staff's proposal to amend Rule 1610, and requested staff to investigate a vehicle repair program currently being implemented in Texas for potential incorporation into Rule 1610. In addition, action on the Rule 1610 amendment was postponed since CARB is scheduled to adopt a statewide regulation that would affect local air quality districts' vehicle scrapping rules. Staff has continued to hold meetings with stakeholders to solicit their input relative to the vehicle repair program in Texas and CARB's proposed rulemaking.

EPA, et al., United States District Court No. SACV-98-948 LHM (ANx).

The United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada, Local 250 and the Communities for a Better Environment have petitioned the Board to hold a hearing pursuant to District Regulation XII on CENCO Refining's request for reinstatement and applications for change of ownership of permits for the refinery at 12345 Lakeland Road in Santa Fe Springs, formerly owned by Powerine Oil Company. The Board will consider whether or not to set a hearing.
