Proposed Rule 1469 - Hexavalent Chromium Emissions from Chrome Plating and Chromic Acid Anodizing Operations will incorporate and implement CARB's amended Airborne Toxics ControlMeasure (ATCM) requirements for control of hexavalent chromium emissions from chrome plating operations and will replace AQMD's existing Rule 1169- Hexavalent Chromium - Chrome Plating. The state ATCM has been recently amended to reflect the new requirements of the federal air toxic regulations for chrome plating operations. This item was reviewed by the Stationary Source Committee on July 24, 1998.

3. Set Public Hearing October 9, 1998 to Amend Rule 2202 - On-Road Motor Vehicle Mitigation Options and Implementation Guidelines

The proposed amendments will modify existing Rule 2202 to be consistent with amended Health & Safety Code Section 40458 effective June 19, 1998, and repealed Section 44243. (SB 432 [Lewis]). The law directs the AQMD to raise the employer applicability threshold for Rule 2202 compliance from 100 to 250, thus permanently exempting worksites with 100 to 249 employees. Rule 2202 Implementation Guidelines will be updated in order to reflect current legal requirements and policy and practice. This item was reviewed by the Mobile Source Committee on August 28, 1998.

4. Appropriate Funds from Undesignated Fund Balance to Stationary Source Compliance to Reinstate Amount Temporarily Reallocated to Fund Permit Streamlining Study

On August 14, 1998, the Board approved the execution of a contract with AVES, an affiliate of ATC Associates, Inc. (formerly AeroVironment Environmental Services Inc.) to conduct a omprehensive permit streamlining study. This study is intended to identify areas where improvements are needed and recommend specific steps to reduce the time necessary for issuing permits. The project cost of $145,806 was not included in the 1998-99 Budget. Due to the expedited Permit Streamlining initiative time schedule, reallocation of this amount from the Stationary Source Compliance budget was required. This action is to appropriate $145,806 back to the Stationary Source Compliance Budget from the Undesignated Fund Balance. This item was reviewed by the Administrative Committee on August 28, 1998, and recommended for approval.

5. Execute Contract for Data Collection to Track Effectiveness of Voluntary Ridesharing and Other Emission Reduction Activities Among Employers Exempted from Rule 2202

Tracking the effectiveness of voluntary ridesharing and other emission reduction measures among employers exempted from Rule 2202 - On-Road Motor Vehicle Mitigation Options is essential to estimate the magnitude of the emission reduction shortfall and how it changes over time. On July 10, 1998, an RFP was released to seek a qualified contractor to collect the necessary survey data to estimate the emission reduction shortfall for the year 1998. The proposals received have been evaluated, and this action is to execute a contract with Haug International in an amount not to exceed $79,240. The funds for this contract are included in the FY 1998/99 Budget. This item was reviewed by the Mobile Source Committee on August 28, 1998, and recommended for approval.

6. Execute Contract for Biennial Audit of Motor Vehicle Registration Revenues for Fiscal Years 1995-96 and 1996-97

Health and Safety Code Section 44244.1, requires any agency receiving fee revenues to be subject to an audit of each program or project funded at least once every two years. On July 10, 1998 the Board approved the release of an RFP to select an auditor to perform the biennial audit for FYs 1995-96 and 96-97. An evaluation panel of representatives from county and state agencies, local governments, and AQMD Finance staff evaluated the proposals. Staff recommends that the Board execute a contract with the firm of Simpson & Simpson. Local governments, the MSRC, and AQMD will pay for the cost of their own audits in the amount of $63,400, $10,000, and $2,500 respectively. This item was reviewed by the Administrative Committee on August 28, 1998, and recommended for approval.

7. Recognize Revenue from EPA and Execute Contract to Establish Electric Vehicle Loan Program for Government Agencies

At its April 1998 meeting, the Board approved execution of a contract with ARB to implement an electric vehicle (EV) loan program for state and local government agencies. Since then, EPA has made $250,000 available to the AQMD through the 105 Grant process. ARB has requested to extend the loan program to three years by reducing the number of vehicles and using the additional funds provided by EPA. The transfer of funds from EPA constitutes a budget supplement for which notice was given under Health & Safety Code Section 40720(j). This item was reviewed by the Technology Committee on August 28, 1998, and recommended for approval.

8. Execute Contracts to Develop and Demonstrate Two Distinct Hydrogen Reforming and Fuel Processor Systems

Major automakers, including Ford and Daimler Benz, have announced their intention to develop fuel cell vehicles in fairly large numbers before the end of the decade. Hydrogen, either stored directly or generated onboard, has been identified as among the leading fuels to power these vehicles. In response to a competitive solicitation, RFP 9798-35 issued in March 1998, Energy and Environmental Research Corporation (EERC) and Hydrogen Burner Technology (HBT) Inc, have been selected to develop and demonstrate two distinct hydrogen reforming technologies. The AQMD cost to fund these two projects, and to conduct independent testing, shall not exceed $500,000. This item was reviewed by the Technology Committee on August 28, 1998, and recommended for approval.

9. Execute Contract to Cost-Share Pilot Health Study to Evaluate Health Impacts of Multiple Toxic Air Pollutants in a Community

To address an Environmental Justice Initiative, AQMD initiated additional monitoring efforts to establish baseline risk levels in different areas of the Basin, and to identify areas which may have higher risks due to cumulative health impacts from nearby sources. A pilot health study is proposed to characterize personal exposures to toxics, and to evaluate adverse health effects in two sensitive population subgroups living close to a toxics monitoring site: (1) school children suffering from asthma; and (2) school children suffering from migraine. Results will determine the type and scale of studies required to evaluate cumulative health risk concerns in affected communities. For this $329,069 project, AQMD and ARB will contribute $164,427 and $164,642 respectively. This item was reviewed by the Technology Committee on August 28, 1998, and recommended for approval.

10 Execute Contract to Demonstrate Fast Charging of Electric Forklifts

Edison EV has applied fast charging technology to re-power electric forklifts. Successful commercialization of this technology will enable forklift operators to replace many of their internal combustion engines with batteries. Through this project, the viability and benefits of fast charging in forklifts and other applications will be demonstrated. Total project cost is $187,200. AQMD's contribution shall not exceed $60,000. The remaining balance will be co-funded with $94,200 from Edison EV, and $33,000 from the forklift fleet operators. This item was reviewed by the Technology Committee on August 28, 1998, and recommended for approval.

11. Amend Contract with IMPCO Technologies to Develop and Demonstrate Low-Emission Alternative Fuel Commercial Lawn and Garden Equipment

At its June 1997 meeting, the Board approved a contract with IMPCO Technologies to develop and demonstrate low-emission alternative fuel commercial lawn and garden equipment. This action followed a competitive solicitation. In 1998, ARB amended its small engine regulations to include emissions durability requirements in 2000 and subsequent model years. A contract amendment to expand the current project to include engine durability testing is proposed to demonstrate compliance with the ARB regulations currently in effect. IMPCO Technologies will provide $65,300 for this $165,300 additional effort. The added cost to the AQMD will not exceed $100,000. This item was reviewed by the Technology Committee on August 28, 1998, and recommended for approval.

12. Issue RFP to Provide Outreach Assistance to Basin Cities Regarding Low-Emission, Clean Fuel Vehicle Technologies

According to the AQMP, on-road mobile sources account for 60 percent of the Basin's emissions inventory. The Clean Fuels Program supports programs to develop and demonstrate low-emission clean fuels technologies to commercialization. This action is to issue an RFP to solicit proposals for assistance in providing information to Basin communities on the status of low-emission, clean fuel vehicle technologies. Total cost to the AQMD will not exceed $100,000. This item was reviewed by the Technology Committee and the Mobile Source Committee on August 28, 1998, and recommended for approval.

13. Issue RFP for CEQA Documentation Support

The AQMD requires additional resources as part of ongoing CEQA document preparation for rule development and permits where the AQMD serves as lead agency, or other regionally significant projects where the AQMD serves as a responsible or commenting agency. This action is to issue an RFP to select qualified contractors experienced in CEQA analysis and documentation to assist staff in preparing, or commening on EIRs. 14. Issue RFPs for Legislative Representation in Washington, D.C., and Sacramento, CA

Current contracts for Legislative Representation in Washington, DC, and Sacramento, CA, expire January 25, 1999. This action is to authorize the issuance of RFPs to select Legislative epresentation for Washington, DC, and Sacramento, CA, for a two-year period beginning with the 1999 legislative session. Any contract to be awarded under these RFPs will be subject to Board Approval. This item was reviewed by the Legislative Committee on August 28, 1998, and recommended for approval.

15. Authorize Purchase of Back Office Software and Maintenance

Currently, AQMD desktop personal computers use the Microsoft Back Office Client software to access Windows NT network servers, E-Mail, System Management Server, and SQL Server Databases. This action is to authorize purchase of Back Office software and maintenance for a two-year period. This will provide the latest version of the Back Office software for all AQMD desktop computers and servers. Funds for this purchase are included in the FY 1998-99 Budget. This item was reviewed by the Administrative Committee on August 28, 1998 and recommended for approval.

16. Execute Agreement and recognize revenue from ARB, and amend existing contract with National Technical Systems for the Phase II Assessment Study of Architectural Coatings

ARB has allocated $20,000 towards additional funding for the study to assess the application and durability characteristics of architectural coatings. This additional funding will allow the AQMD to evaluate an additional coating category, as well as support statewide efforts for additional emission reductions from the use of architectural coatings. This action is to amend the existing contract with National Technical Systems by increasing the amount of the contract from $150,000 to $170,000. This ontribution from ARB constitutes a budget supplement for which notice as required in Health & Safety Code Sec. 40720(j) was given.

At its February 13, 1998 meeting, the Board modified Section 111 of the Administrative Code to further define "official business" for which compensation of $100 per day may be paid and directed the Acting Executive Officer to report back to the Board after six months of operation of the new provisions. In addition, staff suggests two minor clarifications to Section 111.

26. Status Report on Follow Up to Testimony Received at August 14, 1998 Public Hearing to Amend Rule 1107 - Coating of Metal Parts and Products

At the August 14, 1998 Board Meeting, Rule 1107 - Coating of Metal Parts and Products was amended to further reduce VOC emissions. At that meeting, a representative of the Ingersoll-Dresser Pump Company presented testimony regarding the availability of compliant coatings, which may negatively impact their operations. The Board directed staff to meet with the company and report back at the September Board meeting. Staff has visited this company and worked with them to find several compliance options that will allow for normal business activities, as documented in this status report.

An Ad Hoc Inland Empire Committee was formed to develop suggestions to enhance AQMD's ongoing activities and programs, especially as relates to the Inland Empire. The Committee, comprised of Board members Loveridge, Mikels, Paulitz, and Wilson, has met and prepared a set of recommendations to address inland community concerns and needs. While originating from the Inland Empire, these suggested actions could be used to benefit the entire region.

37. Adopt Proposed Rule 222 - Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II; and Amend Rules 219 - Equipment Not Requiring a Written Permit Pursuant to Regulation II, and 401 - Visible Emissions

Proposed Rule 222 will establish a permit streamlining pilot program removing two categories of equipment from the permit system and placing them under a minimal reporting filing system. This action will remove approximately 5,500 pieces of equipment from the permit system. Amendments to Rule 219 will add approximately 600 pieces of equipment to the permit system. Proposed Amended Rule 401 will set the visible emissions standard for currently uncontrolled under-fired charbroilers to Ringelmann 2, the state standard, for no more than three years. This item was reviewed by the Stationary Source Committee on July 24, 1998.

41. Review of South Orange County Permit Consolidation Zone

SB 1299 provides that cities or counties with populations of more than 5,000 may apply to the State to have all or part of their jurisdiction designated as a Permit Consolidation Zone. Through this program, facilities may choose to substitute a consolidated Facility Compliance Plan (FCP) in lieu of various environmental permits. Cal/EPA has requested the District to voluntarily participate with other environmental permitting agencies in the South Orange County Permit Consolidation Zone Pilot Program. All permit applications submitted to the District for inclusion in a FCP will be evaluated on a case by case basis. Use of FCPs is anticipated to expedite permitting within the designated zone while testing the FCP concept. This item was reviewed by the Stationary Source Committee on August 28, 1998.
