Proposed amendments will address industry/staff concerns by delaying implementation of
Group II multistage topcoat VOC limits, exempting from VOC limits topcoats used on
prototype motor vehicles, adding 10% usage limitation on a monthly basis for specialty
coatings, extending "prohibition of sale, offer for sale, and distribution"
applicability to all parties involved, requiring coating manufacturers/jobbers to offer
for sale clearcoats with 2.1 lbs/gal VOC or less by January 1, 1999, and clarifying the
rule language. Proposed amendments will result in a delay of 1200 lbs/day emission
reduction for about three and a half months due to delaying implementation of multistage
topcoat limit, and permanent average emission reduction loss of 9 lbs/day due to prototype
motor vehicle exemption.

Fugitive Dust and Rule 1186 - PM10 Emissions from Paved and Unpaved Roads, and Livestock

As directed by the Board, staff has worked with agriculture groups, local governments,
and street sweeper manufacturers to resolve implementation issues arising from the
February 1997 amendment of Rule 403 and adoption of Rule 1186. Staff proposes to
streamline Rule 403 agricultural requirements and postpone the effective date six months
to allow for education / outreach. Staff is also proposing a one-year delay from the Rule
1186 January 1, 1999 procurement date for PM10-efficient street sweepers, to allow for
completion of sweeper testing protocols, certification testing, and jurisdiction budgeting
and procurement. Certain U.S. EPA SIP-approvability issues are addressed. This item was
reviewed by the Mobile Source Committee meeting on October 16, 1998.

4. Status Report and Implementation of Inland Empire

This report highlights the October 1998 activities to implement two of the seven recommendations from the Board's Ad Hoc Inland Empire Committee. Staff performed an air quality analysis of the high ozone concentrations observed in the Central San Bernardino Mountains during the summer of 1998. In addition, staff has made an initial estimate of the cost to implement a pager notification system. Staff is requesting approval from the Board to move forward with the pager system pilot program.
5. Execute Contract to Cosponsor Evaluation of Cetaner in
Medium-Duty Engine and Vehicle

The Board has adopted a policy of encouraging the reduction of diesel engine emissions
in the Basin to improve air quality and reduce health impact. Although low emission
alternative fuel vehicles are becoming more commonplace, medium- and heavy-duty diesel
vehicles tend to remain in service for many years. Retrofitting existing vehicles to
alternative fuel is often not feasible. Laboratory testing of a liquid derivative of
Dimethyl Ether (DME), a product called Cetaner, blended with diesel fuel resulted in a
40-80% reduction in NOx emissions. The proposed project will evaluate Cetaner to determine
performance and emissions when used in a medium-duty engine. AQMD cost-share of this
$531,976 project will not exceed $264,760. This item was reviewed by the Technology

6. Execute Contract to Cost-Share Demonstration of Dynamic
Recirculation/Fluidized Bed Solvent Recovery from Spray Coating Operations

The cost to control VOC emissions from spray coating operations is related to the
volume of air flow through the spray booth that must be handled by the pollution control
equipment. The ARB has awarded a contract to demonstrate a dynamically optimized
recirculation system coupled with a fluidized bed control system on a large spray coating
operation. The innovative recirculation system minimized air flow through the system
without compromising worker protection while the control system allows for recovery of the
exhausted solvent. ARB has requested AQMD cost-sharing to complete the demonstration at a
site in the Basin. The total cost of the proposed project is about $537,200 with AQMD
cost-share not to exceed $50,000. This item was reviewed by the Technology Committee on

7. Amend Contract to Cost-Share Evaluation of Alternative
Specifications to Proposed ARB Standards for Motor Vehicle Grade Liquefied Petroleum Gas

At its January 1998 meeting, the Board approved entering into a cost-share project to
evaluate engine performance and emissions for different formulations of liquefied
petroleum gas (LPG) to determine a standard specification for motor vehicle grade LPG. The
proposed amendment would add $19,000 to support the purchase of one test engine, which
project sponsors originally thought would be donated. Total cost of the project is
approximately $500,000. AQMD cost will not exceed $119,000, including the proposed
amendment. This item was reviewed by the Technology Committee on October 16, 1998. Less

8. Issue RFP to Cost-Share Development and Demonstration of
Zero- and Low-VOC Resin Technology for Advanced Control Measure Development

Coatings are a major source of VOC emissions in the South Coast AQMD. Emissions from architectural and industrial maintenance coatings account for over 49 tons per day of emissions. This action is to issue an RFP to solicit proposals to develop and demonstrate zero and low-VOC resin technology to reduce emissions from many of these coating categories, including stains, sealers, and clear wood finishes. The total AQMD cost-share will not exceed $250,000. This item was reviewed by the Technology Committee on October 16, 1998. 9. Issue RFP to Provide Engineering Services

Programs such as Title V increase the number of applications to be processed beyond the normal workload. In order to respond to the increased workload, it is necessary to hire outside engineering services. This action is to issue an RFP to select one or more contractors to assist in processing permits and provide services as needed. Funding for these services, $155,000, has been allocated in the FY 1998-99 Budget. This item was reviewed by the Stationary Source Committee on October 23, 1998, and recommended for approval.
10. Remove Various Fixed Assets for Trade-in and Disposal
from Monitoring and Analysis Inventory

AQMD Policy and Procedure No. 20 requires an annual Monitoring and Analysis inventory
and the disposal of fixed assets declared surplus. The annual fixed asset inventory was
recently conducted. Due to the equipment replacement program, and modernization of the air
monitoring network, a significant number of items have been identified for surplus.
Further, in order to receive trade-in credit toward the purchase of approved fixed assets,
existing inventory assets must be declared surplus. This action is to declare as surplus
the equipment determined to be obsolete and broken and not worth repairing. This item was
reviewed by the Administrative Committee on October 23, 1998, and recommended for
approval.

Videoconferencing for Committee Meetings

At the December 1997 meeting, the Board authorized its committees to experiment with
teleconferencing or videoconferencing for a six-month period and report on the results.
The trial period began in March 1998, and this reports on the usage of teleconferencing
and videoconferencing. This was reviewed by the Administrative Committee on October 23,
1998, and recommended for approval.

This report is to apprise the Governing Board on the status of efforts of the Home Rule Advisory Group.
Existing policy provides that Advisory Groups' opinions and recommendations shall be reported to the Group's respective Board Committee. This action is to clarify that the Board Committee, upon concurrence with Advisory Group commentary, will provide the Advisory Group input to the full board for its consideration. The full Board then can establish the agency's position, either directly or through the Executive Officer. 26. Adopt Proposed Rule 112 - Definition of Minor Violation
and Guidelines for Issuance of Notice to Comply

Effective January 1, 1996, AB 2937 (Brulte) requires each air district in the state of
California to develop a rule governing the issuance of a Notice to Comply for minor
violations. A California Air Pollution Control Officer Association (CAPCOA) task force was
convened that year to draft core rule language for adoption by all districts statewide,
subject to minor local modifications as required. Following numerous CAPCOA public
consultation meetings held throughout the state in 1997 and recent local District
workshops, comments were evaluated and rule language modified as necessary. Proposed Rule
112 represents the culmination of this effort to meet the requirements of AB 2937. This
item was reviewed by the Stationary Source Committee on September 18, 1998.
27. Amend Rule 1610 - Old Vehicle Scrapping

At its August 14, 1998 meeting, the Board postponed action for 60 days on staff's
proposal to amend Rule 1610 and referred this item to the Technology Committee to resolve
issues associated with the parts destruction requirement. The Technology Committee
reviewed staff's August 14, 1998 proposal to address U.S. EPA's comments on rule
approvability, and requested staff to continue working with impacted parties to further
resolve implementation issues. Subsequently, staff conducted a meeting on September 15 to
develop a revised parts destruction requirement. Although complete agreement was not
obtained, proposed rule language was developed, representing staff's best effort to bridge
differences among impacted parties. This item was reviewed by the Mobile Source Committee
on October 16, 1998.
