Rule 210 and the List and Criteria Identifying Information Required of Applicants Seeking a Permit to Construct from the SCAQMD (the List) contained in Regulation II set forth requirements for submitting permit applications to the AQMD and identify information required of applicants seeking permits to construct air pollution sources before an application can be determined to be complete. The recent discovery of minor omissions in these requirements has led staff to recommend that Rule 210 and the List be modified to conform to Permit Streamlining Act Requirements set forth in the California Government Code. The modifications principally add deadlines for action on permits after completion of CEQA documents. These modifications generally conform to existing practice. This item is scheduled for review by the Stationary Source Committee on March 20, 1998.

3. Execute Sole-Source Contract with The Planning Center for EV Signage Implementation as Part of the FY 1997-99 AB 2766 Discretionary Fund Work Program

The MSRC’s FY 1997-99 Work Program included $500,000 for signage implementation to procure/install directional signs for publicly accessible EV charging stations. After launching its EV "Quick Charge" Program in the FY 1995-97 Work Program, the MSRC recognized the need for signage implementation. In early 1997, to begin the process, the MSRC amended the existing contract with its Outreach Coordinator, The Planning Center, who was obtained through a competitive bid process. Through that contract, The Planning Center obtained state approval for a word message, developed preliminary signage guidelines, and detailed maps/plans for signage placement. To continue their work and complete implementation, the MSRC proposes execution of a $500,000 sole-source contract with The Planning Center. The MSRC recommends proceeding with this sole source, adding a task for subcontractor outreach, evaluation and selection.

4. Execute Contracts for Local Government Subvention Fund Match Program as Part of FY 1997-99 AB 2766 Discretionary Fund Work Program

Within the FY 1997-99 AB 2766 Discretionary Fund Work Program, the MSRC created a $6.5 million Local Government Subvention Fund Match Program which, through a simplified application process, provides a 25% match to cities and counties within the AQMD’s jurisdiction that receive AB 2766 City Subvention Funds. Eligible match categories include alternative fuels/electric vehicles, transportation related land-use strategies, public transportation (transit & rail), traffic management, transportation demand management (non-Rule 2202), market-based strategies, bicycles, and public education related to clean vehicles or transportation. Funds will be allocated on a first-come, first-serve basis. The application time frame is May 15, 1997, through March 3, 1998. At this time the MSRC is requesting approval of additional applications recently submitted by local governments.

5. Execute Contract to Develop Point Source Air Toxics Emissions Inventory as Part of Implementing Environmental Justice Initiative # 2

At its December 1997 meeting, the Board approved the release of an RFP to develop a point source air toxics emissions inventory by consolidating and updating AQMD’s toxic emissions data. The updated inventory will be used for modeling and risk assessment in the Multiple Air Toxics Exposure Assessment Study being conducted as part of implementing Environmental Justice Initiative #2. All proposals submitted were evaluated by a diverse panel of technically qualified individuals according to the criteria specified in the RFP. This action is to execute a contract with Applied Modeling, Inc. (AMI). Funding of up to $100,000 is available in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on February 20, 1998, and recommended for approval.

6. Execute Contract to Assess Emissions Reduction Potential of Fischer-Tropsch Fuels

The majority of heavy-duty trucks and buses in the Basin are powered by diesel engines which contribute significantly to the South Coast Air Basin’s emissions inventory. A new class of diesel fuels, generically called Fischer-Tropsch (F-T) fuels, has been identified as having potential to significantly reduce diesel emissions. The proposed project’s local focus will benefit from linkage to a federal project of broader scope. The local focus will assess the properties and production of F-T fuels, evaluate current status and potential for these fuels in applications within the South Coast Basin, and provide recommendations for a demonstration and evaluation program within the AQMD. AQMD’s cost of the proposed study shall not exceed $151,615. This item was reviewed by the Technology Committee on February 27, 1998, and recommended for approval.

7. Execute Contracts to Cost-Share Three Mobile Source Research Projects with ARB

ARB is in the process of selecting contractors for three mobile source research projects: (1) Comparative Life-Cycle Assessment of the Environmental Impact of Electric Vehicles Relative to Internal Combustion Engines; (2) Refinement of Fuel-Cycle Emissions Analyses; and (3) Demonstration of a Fast-Response On-Board NOx Sensor for Heavy-Duty Vehicles. ARB is seeking AQMD cost-sharing in the amount of $300,000 out of a total budget of $700,000 for these projects, broken down as follows: Project 1 - $100,000 of $200,000 budget; Project 2 - $75,000 of $150,000 budget, and Project 3 - $125,000 of $350,000 budget. This item was reviewed by the Technology Committee on February 27, 1998, and recommended for approval.

8. Execute Contract to Cost-Share Development and Demonstration of Ultracapacitor System for Advanced Technology Transit Bus

The Advanced Technology Transit Bus (ATTB) is a federally funded program to develop and commercialize lightweight, fuel-efficient transit buses. Northrop Grumman Corporation (NGC) has built six prototype ATTBs, most for local deployment. These ATTBs utilize an electric drivetrain powered by a CNG-fueled generator set, but lack capability for regenerative braking. Ultracapacitors are emerging, long-life electrical devices that store energy and deliver bursts of power. To maximize efficiency and minimize emissions, NGC proposes to select, procure and install an ultracapacitor system into one ATTB. Total project cost is estimated at $707,000. Cost sharing is anticipated from the Federal Transit Administration, ARB, and the city of Santa Monica. An AQMD cost share of $350,000 is recommended. This item was reviewed by the Technology Committee on February 27, 1998 and recommended for approval.

9. Execute Contract to Demonstrate Conversion of Existing Diesel Transit Bus to CNG Operation

Heavy-duty vehicles contribute significantly to the South Coast Air Basin’s emissions inventory. The major heavy-duty engine manufacturers began pursuing alternative fuels in heavy-duty engines in the 1980s. The first commercialization of alternative fuel engines occurred in transit buses, utilizing Cummins and Detroit Diesel engines. Although transit districts in the Basin are specifying alternative fuels for new bus purchases, there are hundreds of older diesel buses continuing to operate. The proposed project will demonstrate the conversion of an existing transit bus operated by the Los Angeles County Metropolitan Transportation Authority to CNG, utilizing a Deere Power Systems Group engine. Total cost of the project is approximately $367,000; cost to the AQMD shall not exceed $50,000. This item was reviewed by the Technology Committee on February 27, 1998, and recommended for approval.

10. Execute Contracts with CE-CERT

In the FY 1997-98 Budget, $700,000 is identified for CE-CERT to conduct several technology advancement projects. Staff have now identified three specific projects to carry out this budget item: (1) Development of a ULEV Ethanol-Fueled Vehicle; (2) Effects of Alternative Diesel Fuel Formulation on Exhaust Emission Rates; and (3) Analysis of the Effectiveness of On-Board Diagnostics II (OBD II). This item was reviewed by the Technology Committee on February 27, 1998, and recommended for approval.

11. Issue RFP to Develop and Demonstrate Technologies for Cleanup of Landfill Gas (LFG); Conversion of LFG, Methanol or Natural Gas to Hydrogen: and Installation of a Hydrogen Refueling Network

Recently, major automakers - including Ford and Daimler Benz - have announced their intention to develop fuel-cell vehicles in fairly large numbers before the end of the next decade. Hydrogen has been identified as among the leading fuels to power these vehicles. The intent of the proposed RFP is to develop and demonstrate technologies to build a potential hydrogen production and refueling network. Total AQMD funding for this RFP will be a maximum of $600,000 for technologies for the cleanup of LFG, for hydrogen reforming and purification, and for hydrogen refueling stations. This item was reviewed by the Technology Committee on February 27, 1998 and recommended for approval.

12. Authorize Purchase of Desktop Operating System Software Maintenance

Currently, AQMD desktop personal computers use the Microsoft Windows 95 operating system. This action is to authorize purchase of desktop system software maintenance for a two-year period. This will provide the latest version of the Microsoft Windows operating system for all AQMD desktop computers. Funds for this purchase ($103,008) are included in the FY 1997-98 Budget. This item was reviewed by the Administrative Committee on February 20, 1998, and recommended for approval.

13. Issue RFP for Document Management System Replacement

AQMD’s current document imaging/management system has served for eight years but can no longer accommodate further enhancements in either hardware or software. A new integrated document system (including software that duplicates and enhances current functionality, new hardware, and migration of data) is needed to achieve efficient unified management functions for the agency. This action is to issue an RFP to select a contractor. Funds for this expenditure ($266,985) are included in the FY 1997-98 Budget. 14. Execute Contract for Insurance Brokerage

On January 9, 1998, the Board approved the release of an RFP for insurance brokerage services. This action is to execute a three-year contract with Aon Risk Services of Southern California for an amount not to exceed $35,000 per year. Funding has been included in the 1997-98 Budget. 15. Issue Request for Qualifications to Prequalify Source Testing Firms to Provide Supplemental Source Testing Services

To maintain support for rule development and compliance actions during periods when existing staff cannot adequately meet these needs, external contractors are necessary, on an as-needed basis. This action is to issue a Request for Qualifications to establish a list of prequalified source testing firms to supplement AQMD emissions testing and test protocols and/or test method development efforts, as needed, over a one-year period. Total funds for this purpose are not to exceed $150,000. Sufficient funds are allocated in the FY 1997-98 Budget. 16. Issue RFP for AQMD Fee Structure and Equity Study

Regulation III - Fees sets forth the fees by which AQMD funds its activities. This action is to issue an RFP to conduct a fee structure and equity study. The data from the study will be used to revise or replace the current fee structure with one that is simple, equitable, and sufficient to fund AQMD’s stationary source-related activities. 25. Report on Effectiveness of Regulation XIII - New Source Review

This report, submitted to the Board pursuant to subdivision (b) of Rule 1310 - Analysis and Reporting, provides information on the effectiveness of Regulation XIII in meeting the state and federal NSR requirements. This report amends the previous calculation methodology for compliance with state law requirements for emission offsets, presents data for October 1990 to July 1997 for state law compliance, and for August 1996 to July 1997 for federal law compliance. AQMD’s non-RECLAIM NSR program is shown to meet all state and federal NSR requirements for this reporting period. This item was reviewed by Stationary Source Committee on February 20, 1998.

Pursuant to Health & Safety Code 44247, CARB is required to gather data on funding sources from all air districts with an annual budget exceeding $1 million. The FY 1996-97 report to CARB includes AQMD’s funding sources and data and analyses for the three segments of the AB 2766 Program. Since submittal dates for each portion are different, this action requests the Board to approve the portion of the report covering the 30% discretionary segment of the AB 2766 Program. On February 26, 1998, the MSRC unanimously agreed to forward to the Board for approval this segment of the report.

38. Issue RFP for Phase II Assessment Study of Architectural Coatings

The 1997 AQMP, Control Measure #CTS-07, "Further Emission Reductions from Architectural Coatings", Phase II requires an additional 33% reduction in VOC emissions from the use of architectural coatings. This action is to issue an RFP to develop additional information for this rulemaking. Funding for this study, $90,000, is available in the FY 1997-98 Budget. This report fulfills two AB 2588 requirements by providing a program summary for 1997 with goals for 1998 and a cost estimate for the upcoming fiscal year. To avoid a major increase in fees for FYs 1997-98 and 1998-99, staff recommends the transfer of up to $350,000 and $1,000,000, respectively, from the Air Toxics Fund to allow offsets for core program sources. This item was reviewed by the Administrative and Stationary Source Committees on February 20, 1998.

41. Submittal of the 1997 AQMP 2010 and 2020 PM10 Emission Inventories for Transportation Conformity Use

The Southern California Association of Governments (SCAG) requests the AQMD to submit the 2010 and 2020 annual average emission inventories from the 1997 AQMP to ARB, and to request ARB to forward the emission inventories to the U.S. EPA. The 2010 and 2020 emission inventories will serve as the PM10 emission budgets for 2010 and 2020, respectively. The PM10 emissions budgets are needed by SCAG in order to make transportation conformity findings in 2010 and 2020 as part of SCAG’s 1998 Regional Transportation Plan. This item was reviewed by the Mobile Source Committee on February 27, 1998.

The annual report on the NOx and SOx RECLAIM program is prepared in accordance with Rule 2015 - Backstop Provisions. The report assesses emission reductions, average annual price and availability of RECLAIM Trading Credits, job impacts, compliance issues, and other measures of performance for the third year of this program. SCAQMD, et al., United States District Court No. 97-6916 HLH (SHx), and Communities for a Better Environment, et al. v. SCAQMD, et al., EPA File No. 10 R-97-R9, an administrative action before the U.S. Environmental Protection Agency.

44. Approve Transfer of Funds for Emergency Repair of X-ray Diffraction Operating System

The Laboratory uses an X-ray Diffraction instrument to quantify asbestos in bulk samples, identify crystalline materials in fallout particles and analyze metallic coatings. The existing operating system disk drive failed. Neither the drive nor associated software is supported by the manufacturer any longer. To repair the computer, the Laboratory must purchase a replacement operating system and software. The cost of the replacement operating system and software will not exceed $15,000. This action is to transfer $15,000 from the Services and Supplies Major Object, Maintenance of Equipment Account, to the Fixed Asset Major Object for the emergency repair and purchase of the
X-ray Diffraction operating system.
